Role description

Project Name: Sewer System Improvement Program (SSIP) Procurement Payments         

Under general direction plans, organizes, leads and/or participates in complex, sensitive, and detailed analytical work in the areas of budget, financial/fiscal, economic, legislative and administrative policy and/or contract administration. The Analyst will supervise a moderate-sized group of Analyst, Accountants and Account Clerks.

ESSENTIAL DUTIES OF THIS POSITION INCLUDE, BUT ARE NOT LIMITED TO:

  • Review, analyze, and approve complex Construction Services and Construction Manager/General Contractor (CMGC) contract transactions, including contract set-up, contract modifications, purchase orders, progress payments, the release of retentions and escrow accounts, stop notices, liens, and liquidated damages for the Sewer System Improvement Program, and the Repair and Replacement Program.
  • Review and approve Professional Services Purchase Orders, Job Order Contracts, and vouchers to meet the compliance requirements and the City’s prompt payment guidelines.
  • Perform complex accounting functions consistent with Generally Accepted Accounting Principles (GAAP), Government Accounting Standards Board (GASB) standards, auditing procedures, and City policies and procedures in connection with budget preparation, purchasing activities, payroll analysis, and grants management.
  • Validate and process various purchasing and accounting documents and transactions in conformance with established procedures and controls.
  • Review, reconcile and validate accounting records of receipts, disbursements, and encumbrances to ensure fiscal accuracy and control.
  • Review and approve budget reallocations, revenue transfers, direct charges, direct payments, work order set-up, interdepartmental fund transfer, and adjustment journal entries for the Wastewater Enterprise.
  • Analyze, reconcile, and prepare SSIP Program Management cost and City Attorney legal fees cost allocations entries.
  • Analyze and prepare debt service payments for Wastewater Bonds and State Revolving Fund (SRF) loans according to the repayment schedules.
  • Ensure accurate and timely procurements and payments to meet the Mayor’s mandated prompt payment requirements.
  • Develop and implement a coordinated process for Professional Services and Construction Contract Procurements and payment processes with internal stakeholders for efficiencies.
  • Perform Federal, State, and Private Grants monitoring and managing activities, including grant proposals, sponsor and award set-ups, grant budget set-ups and modifications, eligible revenue and expenditure analyses, grant reimbursement preparations, grant reconciliations, match and sub-recipients monitoring and reporting, and grant close outs.
  • Support year-end closing activities, including retention and outstanding invoices accruals, estimates, and encumbrance carryforwards.
  • Prepare and pre-audit accounting documents, transactions, and audit schedules in conformance with established procedures and controls.
  • Coordinate, define, develop, and maintain financial data extracts, reports, and interfaces.
  • Review, prepare, reconcile, and supervise the preparation of complex financial reports.
  • Maintain and stay current on knowledge of applicable ordinances, rules, regulations, policies, and standards affecting accounting and financial transactions.
  • Support identification, creation, and maintenance of accounting codes and structures to ensure accurate recording, reporting, and control in PeopleSoft.
  • Perform the job duties for special projects and other tasks as assigned.

How to qualify

Possession of a baccalaureate degree from an accredited college or university and three(3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution:

Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
