Role description

The Banking & Treasury Services section of the Office of the Treasurer & Tax Collector manages all the banking and treasury services for the City & County of San Francisco. The section manages, evaluates, negotiates and recommends new treasury products, merchant services, fraud prevention tools to mitigate risk exposure as well as enhance departments’ efficiencies in cash handling and management. There are over 200 banking accounts plus investment instruments supporting the City & County. The section leads strategic planning for the City & County’s banking services. The team conducts Requests for Proposals (RFPs), negotiates contracts and implements new services. The section is the single point of contact for all merchant services (digital payments) and the associated compliance related to those services. Additionally, the section develops citywide policies and procedures related to cash management, regulatory control and compliance issues.

The Treasury Services Consultant (1824 Principal Administrative Analyst) will be the primary liaison for banking and cash management services for approximately 10 to 15 City & County of San Francisco departments. This position will be integral in building and expanding enterprise-wide banking and treasury services. This principal level position will report to the Director, Treasury & Banking Services.

Under current policy, this position supports a hybrid remote work schedule. The incumbent will be required to work a minimum of three (3) days per week in the office.

Essential Duties and Responsibilities:
The essential duties of the position include but are not limited to:

  • Cash management and cash handling consulting with departments: Provides banking-related cash management and cash handling advisory services to designated CCSF departments in a consulting model format: prepares and presents scheduled department reviews covering current banking services and fees, bank account rationalization; analyzes and identifies potential fee reductions, discuss challenges and issues regarding departmental working capital and cash management, including accounts payable and accounts receivable; provides guidance and support for the effective receipt of revenues, payment of obligations, internal controls, processing, reconciliation, reporting, and cash handling efficiencies; understands department priorities and recommends solutions, process improvement and risk mitigation opportunities and industry/departmental best practices and trends; serves as the main point of contact, and builds and enhances relationships with departments as a trusted advisor; assists departments with implementations of new services and banking products.
  • Strategizing policies, procedures, and regulations: Collaborates with Treasury & Banking Services Director, banking institution partners and stakeholders to strategize and optimize enterprise-wide treasury services; participates in determining preferred state of treasury and cash management by analyzing and evaluating current policies and procedures, identify performance indicators and staff training to achieve the preferred state in compliance with industry policies and regulations.
  • Providing training and consultation: Designs and delivers treasury training/knowledge to share to departments and new employees; educate the departments’ treasury personnel on cash management procedures, new bank products, fraud prevention tools, and banking and credit card systems portals.
  • Monitoring and auditing results: Develops annual planning calendar and department reviews (annually, semiannually); prepares customized agenda for each department review and regular status reports for management, including quarterly status report to show accomplishments (prior 90 days), upcoming activities (next 90 days), and challenges/items for consideration; prepares scorecard with Treasury Services key performance indicator (KPI) results to measure effectiveness in achieving goals and success.
  • Managing the RFP process: Manages the centralized Request for Proposal (RFP) process for all banking products and services including negotiations, contract management and implementation.
  • Special Projects: Performs special projects and financial analysis, as assigned.
  • May include additional duties as assigned.

How to qualify

MINIMUM QUALIFICATIONS:

Education: Possession of a baccalaureate degree from an accredited college or university; AND

Experience: Five (5) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution: Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

Note: One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications:
The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring:

  • Professional-level financial analysis experience in finance, banking, treasury operations and cash management, or related field.
  • Certified Treasury Professional (CTP), Certified Cash Manager (CCM), or Certified California Municipal Treasurer (CCMT) certification is preferred.
  • Proven expertise in banking and cash management products, processes, services, controls and risk mitigation.
  • Consulting and/or project management experience.

    SELECTION PROCEDURES:
    After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

    Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

    Written Multiple-Choice Core Examination (Weight: 30%): Candidates will be invited to participate in a written, multiple-choice examination, designed to measure their relative knowledge, skills and abilities in job-related areas. The “core” multiple-choice examination component may include but not be limited to:

    • Ability to evaluate/analyze information/data and to exercise good judgment relative to that evaluation or analysis.
    • Knowledge of, and ability to apply, financial/fiscal principles (including the ability to use mathematical and statistical formulas).
    • Ability to use various computer software programs.

    Supervisory Test Battery (Weight: 40%): Candidates who attain a minimum passing score on the written examination component will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication & Conflict Management.

    The above Written Multiple-Choice Core Examination and Supervisory Test Battery components are considered standardized and, therefore, test questions and answers are not available for public inspection or review. Candidates may receive two or more scores in association with the above selection components. One or more will correspond to the core component of the multiple-choice exam component (i.e., core examination and/or one or more specialty areas). Those candidates who participate in the Supervisory Test Battery will attain an additional score. Any scores attained on each of these components will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take any test components for which you have already attained a score. Your score on the Core Exam is not valid for any other classifications in the Administrative Analyst Series. You cannot apply a score from the Core Exam used for 1820, 1822, or 1823, as it is a different test. The Supervisory Test Battery may be used for many other classes, therefore your test score may be applied to other classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes any of these components (i.e., core exam, specialty subtest(s) and/or supervisory test battery), your score(s) for the corresponding test component(s) will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score(s) to the other announcement or (b) re-take the test component(s).     Supplemental Questionnaire Evaluation (Weight: 30%): Candidates who obtain a passing score both on the Written Multiple-Choice Examination and the Supervisory Test Battery will be sent a Supplemental Questionnaire via electronic mail after the closing of this filing period.

    The Supplemental Questionnaire is designed to measure the knowledge, skills and/or abilities in job-related areas required for the position which may include, but not be limited to: Knowledge of: banking operations, processes, terms related to cash management products and treasury services; banking, principles, best practices and techniques for risk mitigation, fraud prevention, and compliance with laws and regulations; Ability to: build rapport and maintain strong customer relationships with banking partners and stakeholders; consult with City departments as a dedicated subject matter expert (SME) for their banking needs; analyze financial systems and procedures related to cash management and banking that impact the overall financial condition and working capital of an agency; manage the centralized Request for Proposal (RFP) process for all banking products and services; interact, coordinate with, establish and maintain effective working relationships with a variety of staff; oral and written communication ability for consulting, training, presenting, leading meetings and projects, and communicating actions and specialized information to a variety of personnel and the public.

    Applicants will be given a deadline to return the Supplemental Questionnaire. Those who do not respond by the established deadline will not be eligible to continue in the examination process and will not be added to eligibility list resulting from this process.     The Supplemental Questionnaire will be rated and scored by our Subject Matter Experts. A passing score on the Supplemental Questionnaire must be achieved in order to be placed/ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score.

    Passing scores on each the Written Multiple-Choice Core Examination, Supervisory Test Battery, and Supplemental Questionnaire Evaluation must be achieved in order to be placed/ranked on the Eligible List.

    What else should I know?

    Eligible List/Score Report:
    A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

    The duration of the eligible list resulting from this examination process will be six (6) months, and may be extended with the approval of the Human Resources Director.

    Certification Rule:
    The certification rule for the eligible list resulting from this examination will be Rule of Ten.
