Under direction of the Groundwater Program Manager, this position provides technical, analytical and policy support on SFPUC Groundwater Resources related interests. The position is also responsible for implementing programs, developing groundwater monitoring and planning documents, as well as coordinating various efforts to support the SFPUC’s groundwater programs.
Essential Duties and Responsibilities:
- Implements the SFPUC’s groundwater monitoring, California Statewide Groundwater Elevation Monitoring (CASGEM) and wellhead protection programs including collecting water level data, collecting well pumping data, assisting in, and coordinating the collection of water quality samples, and managing data using various databases.
- Manages, reviews, compiles, and analyzes technical data, manages contracts and budgets, and prepares documents and reports.
- Reviews and coordinates work of technical consultants.
- Reviews requests for withdrawal of groundwater from new or modified production wells in San Francisco.
- Coordinates efforts among SFPUC staff, other City departments, other utilities, as well as regulatory and resources agencies as relates to the Groundwater Monitoring Program.
- Represents the SFPUC’s and the City’s interests at hearings, meetings, stakeholder groups, and regulatory forums.
- Prepares summaries and briefings for dissemination of information to the Water Resources Director and other SFPUC management.
- Performs field investigations on foot in rough terrain and uneven surfaces.
- Performs regulatory coordination as needed with various local resource agencies including the Regional Water Quality Control Board, The Department of Toxic Substances Control, San Francisco Department of Public Health and others as needed.
How to qualify
If you are interested in a job like this, we are looking for people that have the following:
- A baccalaureate degree from an accredited college or university with major course work in natural sciences, engineering, environmental or resource planning or a related field: AND
- Four years of verifiable work experience in environmental permitting and regulations; environmental investigations; environmental or other regulatory compliance; or environmental project management; or utility regulatory analysis.
- Possession of 48 Months of Journey Level Experience in Groundwater Regulatory Compliance.
License and Certification:
- Possession of a valid California driver's license.
- A master’s degree in natural sciences, engineering, environmental or resource planning, public policy, economics or a related field may substitute for one (1) year of work experience.
- A law degree may substitute for one (1) year of work experience.
- A PhD in natural sciences, engineering, environmental or resource planning, public policy, economics, or related field may substitute for two (2) years of work experience.
The above minimum qualifications reflect special conditions associated with the position to be filled. They may differ from the standard minimum qualifications associated with this class code.
- Possession of bachelor’s degree in engineering, geology, environmental science or related field.
- Possession of License in the State of California as a Professional Geologist, Professional Engineer or the ability to get a license in 2 years.
- Experience in designing and implementing groundwater monitoring programs, including.
- Designing and installing groundwater monitoring wells.
- Measuring and recording water levels.
- Conducting groundwater quality sample collection, handling and management.
- Experience in preparing various reports including Groundwater Monitoring Reports.
- Experience in reviewing compiling and analyzing technical data (laboratory water quality data, water level data), preparing contour maps.
- Experience in Regulatory coordination with local resource agencies including the RWQCB, DTSC, CADWR and others as needed.
