Role description
Position Description:
The Department of Human Resources (DHR) will be opening a new Career Center located within San Francisco City Hall, and is seeking a Career Center Manager to provide on-site leadership in developing and implementing Career Center programming. The Career Center Manager will lead a small team of program staff responsible for delivering career counseling services to City employees, and connecting employees to educational and professional development resources and programs that support their career development goals within the City and County of San Francisco.The Career Center Manager will collaborate with other division managers and staff to leverage and coordinate workforce development services in support of City employees. The Career Center Manager will have a special focus on equitable career development support, and will prioritize career development services for underrepresented City employees who have faced limited opportunities for growth, development, and advancement within the City workforce.
Key duties and responsibilities for the Career Center Manager include, but is not limited to, the following:
Staff Supervision and Development:
- Provide supervision, ongoing coaching support, and professional development to a small team of human resources professionals.
- Serve as hiring manager for Career Center program staff.
Career Development Service Delivery to City Employees:
- Provide and/or coordinate in-person career counseling services, City career development sessions, employment information sessions, job application assistance sessions, and career events for City employees and diverse job seekers interested in exploring career opportunities within the City workforce.
- Develop and actively promote a quarterly menu and schedule of Career Center programming; develop outreach materials and lead promotional efforts to drive utilization of Career Center services.
- Provide excellent customer service to City employees who utilize the Career Center, guiding them on how to access and utilize existing professional development resources and educational programs to support their career development goals.
- Partner with local educational organizations including City College of San Francisco, to share information on community resources that can support employees’ career development goals and educational attainment.
- Support promotion and implementation of career pathway programs.
- Develop a City model for creation of individualized career development plans for City employees.
Service Delivery to Job Seekers/Community Members:
- Develop and implement on-site Career Center programming in collaboration with other DHR divisions, to support job seekers interested in learning about and applying for City employment opportunities.
- Track citywide job opportunities posted on City’s Careers webpage and promote these opportunities to Career Center visitors.
- Utilize functionality and tools in the SmartRecruiters applicant tracking system to support the City’s recruitment, outreach, and candidate engagement efforts.
Data and Evaluation:
- Review data including City workforce data, vacancy reports, and data from the applicant tracking system to identify in-demand job opportunities; connect interested and qualified jobseekers and employees seeking career mobility to available job opportunities.
- Determine career development needs of City workers by conducting needs assessments and analyzing data from City employees, department partners, and labor partners to inform development and refinement of Career Center programming.
- Collect data and develop metrics to evaluate equitable utilization and impact of Career Center services; develop quarterly reports to share with DHR leadership on Career Center activities, utilization, and impact.
Collaborations:
- Coordinate with the DHR Operations team to ensure that DHR’s fingerprinting and onboarding services will be well-integrated into the Career Center space; foster positive, collaborative working relationships between DHR staff stationed at the City Hall Career Center.
- Serve as DHR on-site representative at City Hall; collaborate effectively with City Hall staff to ensure the Career Center is a safe, accessible, vibrant, well-utilized resource space for City employees and job seekers.
- Participate in the Workforce and Organizational Development Division’s team meetings and management meetings; provide updates on Career Center activities to division colleagues and identify opportunities to collaborate to achieve division goals and priorities.
How to qualify
Education: Possession of a Bachelor's degree from an accredited college or university
Experience: Four (4) years of professional experience in any of the following functional areas of employee training, career coaching, mentoring, workforce development programs, human resources, recruitment, and employment assistance.
Substitution: Applicants may substitute up to two (2) years of the educational requirement with additional qualifying experience on a year to year basis. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
