Role description
ABOUT EXTERNAL AFFAIRS
Under the leadership of the Assistant General Manager & Chief Strategy Officer, the External Affairs Bureau is responsible for disseminating the policies and programs of our agency to stakeholder groups including our commissioners, elected officials, the media, businesses, community organizations, residents, and employees. We advocate on behalf of the agency by conveying the core messages of the agency clearly and engaging through a timely and transparent process. Our goal is to improve awareness and understanding of the agency's mission, build long-term partnerships, and strengthen the common identity of our employees. The External Affairs Bureau at the SFPUC oversees the agency’s local, state and federal legislative and policy activities, communications and community engagement, community benefits and environmental justice programs.
Position Summary
The 1825 Directives Implementation Analyst will be responsible for providing critical analysis regarding the design and implementation of Commission directives from 2020 onward. This includes research, data analysis and policy recommendations, as well as the development of evaluation metrics and indicators to inform execution and tracking of the Commission directives implementation plan. This charge includes analysis and research regarding trauma-informed systems, community engagement, resource management and more. The position will also support the analysis of internal operations and systems as needed.
The essential job functions include, but are not limited to, the following:
- In-Depth Analysis: Develop an assessment plan with key identified stakeholder involvement, and lead the assessment of items identified in Commission directives, including the current status of such items, resourcing, etc. to inform implementation plans.
- Implementation Plan and Execution: Work with Directives Implementation Manager to plan, direct and oversee the implementation plan for SFPUC Commission directives.
- Contract Management: Support administration of contracting strategy and associated budget analysis to support the implementation plan.
- Engagement: Convene key stakeholders in the strengthening and alignment of employee and/or community engagement strategies.
- Trauma-Informed Systems: Support the development of trauma-informed and resilient/healing organizational strategies, as directed by the Commission.
- Success Indicators: Work closely with the Directives Implementation Manager to develop indicators to measure conditions, impact and outcomes resulting from changes made within programs or policy, and performance measures to evaluate efficacy, that demonstrate how SFPUC is successfully implementing Commission directives; use data-informed strategies to build out best practices.
- Cross-functional Collaboration: Develop strong working and collaborative relationships with internal and external stakeholders to support in the implementation of Commission directives.
- Other Analysis: Conduct analysis to support internal operations and ensure strong alignment in internal systems towards efficacy and good governance.
- Performs related duties as required within the scope of the classification 1825 Principal Administrative Analyst II.
How to qualify
If you are interested in this job, we are looking for people that have the following minimum qualifications:
Education:
- Possession of a baccalaureate degree from an accredited college or university. AND
Experience:
- Seven (7) years of full-time equivalent experience performing professional level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 1825 Class series.
Substitution:
Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

Selection Procedures:

Minimum Qualification Supplemental Questionnaire (MQSQ): (Weight: Qualifying) Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Supplemental Questionnaire Examination: (Weight: 100%)
Candidates who meet minimum qualifications will be invited via a separate link to complete the Supplemental Questionnaire Examination. The purpose of the Supplemental Questionnaire Examination is to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas, which have been identified as critical for this position and include, but are not limited to: knowledge of principles and techniques of governmental organization and management, including contracting and/or budgeting; knowledge of principles involved in the development and implementation of complex systems and procedures; ability to collect, synthesize, and analyze a wide variety of information; and ability to work with authority to identify and define problems, determine methodology, evaluate data, make recommendations with appropriate justification and develop/implement a plan of action.
Applicants will be given a deadline to return the Supplemental Questionnaire Examination. Those who do not respond by the established deadline will not be eligible to continue in the examination process and will not be added to the eligibility list resulting from this process. All applicants’ responses to the Supplemental Questionnaire Examination are subject to verification.
A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process and be placed on the eligible list. Candidates will be placed on the eligible list in rank order according to their final score. Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.
The department may administer additional position-specific selection procedures to make final hiring decisions.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be of 6 months, and may be extended with the approval of the Human Resources Director.
