Role description

SFGovTV delivers the best of City Hall to your home 24 hours a day, 7 days a week. SFGovTV's programming includes live gavel-to-gavel coverage of Board of Supervisors meetings and City Commissions, the latest announcements from the Mayor, and a wide variety of exciting city events, meetings, and summits. Discover San Francisco's diverse cuisines, cultures, and opinions as SFGovTV journeys through the City’s neighborhoods to uncover the hottest issues and trends.

THE TEAM:

The City & County of San Francisco’s Emmy Award Winning television station, SFGovTV, is looking for a creative and dynamic Media Producer / Video Editor.  SFGovTV and SFGovTV2, San Francisco's Cable Channels 26 and 78, provide the citizens of San Francisco access to quality government programming.  SFGovTV’s YouTube channel provides original programming and information on city events, city services and city life. Take a journey through the city's neighborhoods and experience its culture with programs that highlight the unique character of San Francisco. SFGovTV showcases the work of city departments and the people that make our city move.

In addition to the much-needed broadcasts that support open government access for citizens, SFGovTV creates and provides original content that is creative, entertaining, and informative. For example, our “Quick Bites” and “Shop & Dine in the 49” original programs which highlights the enviable food scene that our city is known for, was the recent recipient of a highly coveted Emmy Award.  Our goal to continue reaching similar milestones will require the creativity of great story tellers/video editors who deliver quality programming and elevate production capabilities. The successful incumbent will coordinate and perform production, post-production and maintenance work tasks to facilitate the creation of video programs for television, web, YouTube, and social media.

ESSENTIAL FUNCTIONS:

  • Operates automated on-air playback system by performing a variety of tasks including updating the cable channel automation schedule, ingesting and segmenting media for cable channel transmission, and updating interstitial graphics elements; monitor on-air and webcast audio and video signals for conformance and make necessary adjustments for optimum cablecast transmission; create and update graphic public service announcements in digital bulletin board system.
  • Sets up, adjusts, and operates broadcast control rooms for meetings, which includes testing and basic troubleshooting of robotic controlled cameras and controllers, audio sources and mixer, video sources and switcher, on-air character generator graphics, video recorders and video streaming systems, and audio and video routing systems; encodes video for streaming on the internet, adding index and updating Video On- Demand webpages.
  • Assists with both on-location and in-studio productions of live and live-to-tape video production with equipment such as cameras, cables, lights, microphones, audio mixer, video switcher, waveform/vectorscope, tripods & set design props, (backgrounds if needed); assists with syncing video sources with the switcher, adjusting set lights, preparing the set, wiring lavalier microphones with an audio mixer, titling graphics live, assisting the talent; operates camera on tripod as the camera operator; trim media on playback server and encode video programs.
  • Packs, transports, sets-up, operates, and troubleshoots broadcast quality multi-camera audio and video systems, including lights, audio feeds, robotic control cameras system, ENG camera, digital video recorders, for the remote recording, video streaming, and live transmission of City government meetings, events and other video programs.
  • Performs office and clerical functions; communicates with the general public, elected officials, and other city employees.

Work Location:

Incumbent will conduct the majority of work at the SFGovTV/Department of Technology, (City Hall, 1 Dr. Carlton B. Goodlett Place, SF, CA 94102). However, there may be situations where the incumbent will be required to work at other sites throughout the City of San Francisco as necessary.

Nature of Work:

Candidate must be willing to work a 40-hour week as determined by the department. Travel within San Francisco may be required.

Job Appointment Type: 

Temporary Exempt (TEX) - Full Time (2 positions) are excluded by the Charter from the competitive civil service examination process. The successful candidate shall serve at the discretion of the appointing officer. This position has an anticipated duration of up to twenty-four (24) months.

How to qualify

Education:

Experience:

Three (3) years of broadcast production experience.

License and Certification:

Possession of a valid California driver's license

Substitution:

A certificate from a recognized media production program may substitute for one (1) year of the required experience.

Possession of a baccalaureate degree from an accredited college or university in broadcasting, communications or a related field may substitute for all of the required experience.

Desirable Qualifications:

1.    Possession of a degree from an accredited college or university with major coursework in Broadcasting or Electronic Communication Arts or other related media fields.
2.    Approximately two (2) years (full time) of verifiable professional broadcast and/or video production work experience that requires working in studio and field production using various audio and video equipment.
3.    Experience with using character generator software and/or paint programs such as Inscriber Character Generator systems and Photoshop.
4.    Intermediate level PC computer skills including MS WORD, EXCEL, Windows 7 or similar software.
5.    Eyesight and hearing must be sufficient to be able to critically judge the quality of sound and video from A/V monitoring equipment (headphones, speakers, television monitor screens, waveform monitors, vectorscopes, VU meters, etc.) in both production, post production, and playback.
6.    Ability to work independently or collaboratively as a team member.
7.    Technical expertise with a good sense for creativity.

Criminal Justice Information Service (CJIS) Security Clearance may be required. (See Security Clearances and Background Investigations below).
