The San Francisco Municipal Transportation Agency (SFMTA or “the agency”) connects San Franciscans with their communities to enhance the economy, environment and, ultimately, the quality of life in the city. As an agency within the City and County of San Francisco, the SFMTA is responsible for managing the city’s transportation network. The agency has more than 6,000 employees who are responsible for the management of all ground and some underground transportation in the city. The SFMTA has oversight over public transit, as well as bicycling, paratransit, parking and curb management, street operations, walking, and taxis.

Role description

The Transit Planning group is a dynamic, deadline driven and innovative team working on a range of projects including service changes, Transit Priority Capital Projects, and route planning. This unit leads the nationally recognized Muni Forward program that is making the system more efficient, reliable, safe and comfortable as well as the innovative service planning group that has rebuilt the system six times since the initial COVID-19 outbreak and is responsible for day-to-day planning activities of the 6th largest transit system in the United States.

Under general supervision of the Transit Planning Manager, the 9174 Manager IV (Service Planning Manager) will play a key role in the Transit Planning unit by leading the service planning team in continual analysis, outreach, and modifications to the entire Muni system with the goals of improving connectivity, reducing crowding, and improving the customer experience along both light rail and bus corridors. The 9174 Manager IV (Service Planning Manager) sets priorities for the group and has overall responsibility for conducting service analysis and implementing service change projects.

Examples of Important and Essential Duties:

  • Manages staff to deliver service planning changes including analysis, outreach, and implementation of both small and big changes to the Muni system.
  • Manages several direct reports and oversees all areas of job duties including developing work plans, mentoring, and providing work product oversight.
  • Supports transit operations by coordinating team priorities and work products with operational groups in the Transit Division including, but not limited to: Schedules, TMC, and Division Management.
  • Manages evaluation of transit data and information such as on-time performance, ridership, schedules, and maintenance performance information and then uses that information to propose service changes.
  • Coordinates and provides direction to a matrix team of planners, transit operations, transit scheduling, transit maintenance, and communications staff.
  • Develops reports based on key metrics to review service provision and identifies service deficiencies.
  • Manages the development of materials for public and stakeholder meetings and presents to various community and policy making groups.
  • Prepares correspondence in response to public or other agency inquiries.
  • Interacts with and provides updates to TWU 250A executive team and division representatives.
  • Performs other related duties as assigned.

How to qualify

Minimum Qualifications:

  1. Possession of a master’s degree from an accredited college or university in Planning, Transportation, Transportation Engineering, Public Administration, or other closely related field; AND two (2) years of full-time verifiable management and/or project management experience in transportation planning, transit operations or service planning, OR
  2. Possession of a baccalaureate degree from an accredited college or university preferably in transportation, or other closely related field; AND four (4) years of full-time verifiable management and/or project management experience in transportation planning, transit operations or service planning.

Desirable Qualifications:

  • Project and people management experience and/or leadership skills.
  • Experience in service planning techniques, methods, and policies.
  • A strong sense of advocacy for public transportation.
  • Experience in complex outreach and stakeholder engagement.
  • Strong written and/or verbal communication skills.
  • Strong data analysis skills, as well as the ability to analyze complex problems.
  • Familiarity with the Muni transit network and with San Francisco’s multimodal transportation network in general.
  • Ability to work in a time-sensitive environment and respond quickly and effectively to unanticipated circumstances.
  • Demonstrated ability to take initiative, work independently, collaboratively, professionally, and be a team player.
