Role description

Project Name: Water Supply Planning Project

Position Description: 

Under the Alternative Water Supply Program (AWS) within the Water Resources Division of the SFPUC, this Utility Specialist will be responsible for providing planning and technical assistance to support San Francisco's water supply planning efforts. Specific responsibilities would include: leading the preparation of the 2025 Urban Water Management Plan; assisting in the preparation of demand forecasting updates and scenario planning related to climate adaption and changing water regulations; preparing Water Supply Assessments for new developments; overseeing the development and completion of an AWS cost model to support future cost analysis and planning; coordinating management of the AWS Program budget; coordinating drought response planning and documentation; and supporting water supply planning and reporting, as needed.

The Utility Specialist will work collaboratively with AWS project managers, with other departments and divisions of the SFPUC, and with other departments and agencies, as necessary. The ideal candidate will have strong analytical and writing skills, with an attention to detail. Experience with data-driven analysis, cost and economic modeling will be helpful in managing the development of a cost model and managing program budgets to support AWS Program planning. Experience with preparing concise written reports and memos will be important in carrying out the duties of this role.

Essential Duties and Responsibilities:

  • Prepares and coordinates water supply planning reports, including the Urban Water Management Plan and AWS Quarterly or Annual Reports.
  • Engages in demand forecasting and scenario planning with multiple variables and uncertainties, such as climate change and water demand uncertainty.
  • Prepares Water Supply Assessments for large developments in San Francisco, serves as primary point of contact for other City departments.
  • Oversees the development of a programmatic cost model.
  • Maintains program and project-level budgets and spending plans, coordinates capital planning process for the AWS Program.
  • Maintains detailed and well-organized records of drought response actions and facilitates development and implementation of action plan, as needed during drought conditions.
  • Provides analysis and input on economic and financial models to support planning for program costs and affordability.
  • Performs independently and collaboratively in a team, provides input to advance program goals and water supply projects.

How to qualify

If you are interested in a job like this, we are looking for people that have the following:


  • Possession of a baccalaureate degree from an accredited college or university preferably with major coursework in Law, Engineering, Environmental Studies, Natural Resources, Computer Science, Business Administration, Mathematics, Statistics, Economics or other field related to the utility business; AND


  • Four years of verifiable journey-level work experience in one or more of the following areas: planning, scheduling, cost estimating and resource projecting for mid to large scale projects; water supply/infrastructure management and planning; power operations planning and scheduling; analysis, interpretation and application of utility contracts and regulations in either water, power (electric and/or natural gas), telecommunications, or a wastewater/clean water program; utility market and environmental analysis and planning; power supply and transmission rates and contracts; generation, transmission or distribution planning and design; or long-term utility systems planning.

License and Certification:

  • Possession of a valid California Class C driver's license.


Additional qualifying experience may be substituted for the degree requirement on a year-for-year basis.

Desirable Qualifications:

  • Demonstrated understanding of and experience in evaluation of complex water supply projects.
  • Water and/or wastewater project experience obtained as a consultant or with a public utility.
  • Strong analytical skills with the ability to logically analyze and manage a project’s technical, budget and schedule activities.
  • Aptitude for researching and analyzing technical information and data.
  • Experience in functions including cost estimating and forecasting.
  • Ability to present technical information to audiences ranging from executive level staff to the public.
  • Excellent computer skills (MS Word, Excel, PowerPoint).
  • Excellent writing skills.
  • Knowledge of engineering, project management, and capital planning practices for water resources.
  • Knowledge of regulatory developments related to the environment, water use and reuse in California, and climate change and adaption.
