SFPD Policy Development Division:
The San Francisco Police Department’s Policy Development Division (PDD), under the Chief of Staff, is responsible for providing the Department with a suite of policy development services, ensuring clear, cohesive, and collaborative policies are adopted and implemented and further ensures the Department’s Written Directives Unit (WDU) can efficiently track, manage and issue clear directives to Department personnel.
Under the direction of the Policy Development Division Manager, the Policy Development Principal Analyst manages a variety of complex functions related to leading and administratively supporting policy update processes, professional policy level research, analysis and drafting, and cross-functional collaboration within the San Francisco Police Department. The Policy Development Principal Analyst will be a part of the Policy Development Division and will partner with other units within the Division as well as other Department Bureaus to facilitate and synthesize the policy development process.
- Leads and serve as a research support service for Policy Development staff during policy drafting discussions.
- Consult with departmental leadership, other jurisdictions, other government entities, and others regarding best policy practices.
- Reviews best policy practices with affected internal parties.
- Communicates consistently with the Policy Development Unit staff and the Division.
- Performs complex analysis and develops presentations to support the translation of department policy goals and objectives.
- Presents research and analysis to internal and external partners, including oversight bodies.
- Perform related duties as assigned.
How to qualify
- Education: Possession of a baccalaureate degree from an accredited college or university. AND
- Experience: Five (5) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.
Substitution: Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
- Ability to diligently conduct thorough research.
- Demonstrated expertise in utilizing appropriate tools for developing reports and analyzing data.
- Exceptional interpersonal, organizational, and written communication skills.
- Ability to work with cross-functional teams.
- Knowledge of MS applications (Word, Excel, PowerPoint, SharePoint).

Background Investigation: Prior to employment with the San Francisco Police Department, a thorough background investigation will be conducted to determine the candidate’s suitability for employment.
