Temporary Provisional (TPV), limited to no more than 3 years in duration. This temporary position is excluded by the Charter from the competitive Civil Service examination process. Role description

Position Description
The Mental Health Program Officer for the Early Childhood Mental Health (ECMH) Consultation Initiative (ECMHI) is part of our diverse team dedicated to supporting infants, young children, and their families in different early childhood settings. This position reports to the Quality Early Learning Programs Manager under the Early Learning Division and oversees the Early Childhood Mental Health consultation grant portfolio.

The Program Officer will work closely with the Child and Family Well-being Division Deputy Director, Cross-Sector Manager, and other Child Health and Early Learning Division staff to implement an array of grant making, capacity building, grants management, technical assistance, evaluation, communication, and funder and stakeholder organizing efforts while supporting and fostering key relationships within the department and with community-based partners. Finally, the Program Officer of the Early Childhood Mental Health Initiative works collaboratively with the full program team and staff to advance an intersectional approach across our work and deliver on the goals and objectives of the department.

Examples of important and essential functions of this position include:

Systems and Partnership Level 

  • Research and remain active in current policy, activities, and trends within the field of early childhood and early childhood mental health consultation; apply this information in the context of the early childhood mental health initiative grant portfolio.   
  • Work with the Policy & Impact Division for internal/external research, analyze and synthesize trends and opportunities in the ECMHI and related fields to translate into potential opportunities for action and investment.
  • Engage in professional development and continuous learning, including participating in conferences and meetings, funder networks, and other field-building/professional development opportunities that will enhance leadership development.
  • Provide guidance to the design and implementation of training and professional development approaches for mental health consultants funded by the initiative.
  • Initiate and sustain collaborative partnerships and activities with staff, City departments, and other early childhood stakeholders at local, regional, state levels to ensure effective implementation of grant portfolio and promote integration with related efforts.  
  • Integrate and align other Child and Family Well-being and Department of Early Childhood initiatives and efforts as needed; participate in department-wide planning, resource allocation, and organizational development.  

Grantmaking and Support

  • Lead and manage the grant portfolio for the jointly funded Early Childhood Mental Health Consultation Initiative (ECMHI) which includes oversight of budget utilization, services, activities, and the performance of grantees.
  • Negotiate terms and conditions for each provider partner agency grant, including operating budgets, scopes of work, and performance metrics; support execution of final contracts in conjunction with Finance and Operations Division, ensuring that all required documents and procedures are complete. 
  • Monitor expenditures related to approved budgets, ensure reimbursement of authorized expenses, maintain supporting documentation of related contracts and financial/budgetary analyses to ensure grants stay within scope and cost, and work with the Finance and Operations Division on mid-year and year-end budget reconciliation.  
  • Oversee and manage the monitoring, compliance, and performance evaluation for each partner agency grant; includes conducting on-site visits, supporting evaluation and data collection, tracking Key Performance Indicators/Metrics, and establishing and coordinating other methods and procedures to ensure accountability. 
  • Manage, support, and/or participate in funding processes, proposal review process, and proposal selection processes. 
  • Collect data and information and prepare a wide variety of reports, memoranda, and correspondences on initiative progress and status; recommend project or program modifications to assure initiative goal attainment, high quality implementation of services, and contract adherence.  
  • Coordinate ECMHI support services and act as liaison within the early care and education service network, which includes city-funded ECE programs, SFUSD preschool classrooms, Community-Based Organizations/family resource centers, joint funders, and other child-serving agencies.
  • Develop, oversee, and maintain the site matching, assignment, and re-assignment process between sub-contracting agencies and the sites (ECE Programs, SF Unified School District, family resource centers) receiving consultation.
  • Lead processes to refine and create increased standardization in the program delivery model across provider partner agencies and practitioners; participate in the design and implementation of related early intervention approaches within ECE, family resource centers, and other sites served by mental health consultants.
  • Provide troubleshooting, guidance, and technical support to grantees and participating sites as needed; coordinate additional outside supports, including crisis and trauma-related, as needed.
  • Convene meetings and learning exchanges between provider partner agencies to share updates and relevant information, identify and resolve issues, review program achievement, recommend needed modifications, and support continuous quality improvement.  
  • Provide updates to joint funders on developments, challenges, and opportunities to advance the department’s ECMH program strategies; act as liaison between joint funders and provider partner agencies; convene and facilitate meetings between joint funding partners and between joint funders and partner agencies as needed.
  • As needed: oversee the work of external consultants; report to senior level and executive management; supervise staff. 

How to qualify

MINIMUM QUALIFICATIONS

1. Possession of a baccalaureate degree from an accredited college or university AND three (3) years of administrative/professional experience in community development, housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND two (2) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice; OR

3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; AND one (1) year of administrative/professional experience in community development, housing and /or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

4. Possession of a Juris Doctor degree from an accredited college or university AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.

SUBSTITUTION:
Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.

SPECIAL CONDITIONS

  • 24 months of Experience working with children in a school, hospital, therapeutic or other health or mental health related service that demonstrates the ability to be flexible and adapt to new situations daily with different childhood and early childhood populations ranging from birth to school-age.

DESIRABLE QUALIFICATIONS

  • Experience managing programs, budgeting processes, and staff in a complex environment. Experience in leadership and supervisory roles related to these areas preferred.
  • Strong familiarity with early care and education and child development programs and systems.
  • Strong understanding of the Early Childhood Mental Health Consultation model.
  • Experience operating within clinical settings, therapeutic environments, and/or therapeutic milieu strongly desired.
  • Graduate degree in social work, child development, education, public health, and/or public administration preferred.
  • Clinical license, or license eligible in social work, psychology, or marriage family therapy.
  • Experience and alignment with a culture of collaborative leadership.
  • Ability to balance reflective and directive leadership styles to drive outcomes.
