The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of two main Divisions - the San Francisco Health Network and Population Health. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers.
Role description
Under direction of the Children, Youth and Families (CYF) Deputy Director, the CYF Assistant Director will oversee the implementation of a CYF Access, Engagement, and Care Coordination Workplan. This system-wide initiative will focus on improving access and engagement, including the development of level of care tools and data dashboards to support clinical decision making and program planning.
This position will support general practice improvement efforts to expand and broaden the capacity for system wide training/consultation on specific treatment modalities and/or populations served and support the system in the implementation of evidence-based and clinical practices rolled out within CYF. The immediate focus areas include increasing the availability of i) family-based models, ii) services for young children (0 to 5 years), iii) targeted case management/care coordination strategies to address social drivers of health, and iv) practices to address gaps in culturally responsive and relevant services across CYF.
Additionally, the Assistant Director will oversee the CYF Consumer Advisory Board to ensure consistent input and guidance from children, youth, and families in system wide initiatives, the implementation of meaningful feedback loops, and program improvement projects. This position will provide oversight for cross-system initiatives (e.g., Families Rising; Legacy, the Parent Training Institute) including the direct supervision of at least two staff. The Assistant Director will also oversee budgets, contracts, solicitations, compliance related requirements, and annual data reporting.
The Assistant Director, Access, Engagement, and Family-Centered Care (0922 Manager I) performs the following essential job functions:
- Coordinates and promotes adherence to CYF Practice Guidelines, leading initiatives for system-wide training in case management, care coordination, family-centered interventions, and 0 to 5 practice models; manages the implementation of family-focused legislation and reform efforts at local, state, and federal levels.
- Establishes and manages a CYF SOC Community Advisory Board (CAB), overseeing board recruitment, training, meetings, and objectives; ensures child, youth, and family input in program planning, gathers feedback, and creates action plans to enhance the system-wide approach.
- Oversees the operational activities of several behavioral health programs and supports the coordination of work among different units within CYF.
- Develops solicitations for new services and manages contracts and budgets.
- Leads data collection for evaluation, research, and quality improvement across clinics/programs and system-wide initiatives; assesses improvement efforts and develops annual reports showcasing family-centered outcomes and investments.
- Creates and executes a CYF strategic plan for access, engagement, and system flow, incorporating metrics tracking; builds robust partnerships and communication with CYF providers to gauge system capacity and facilitate timely access.
The Assistant Director, Access, Engagement, and Family-Centered Care (0922 Manager I) may perform other duties as assigned/required.
How to qualify
Required Minimum Qualifications
- Experience: Three (3) years of verifiable professional experience administering operations for a program that provides behavioral health services; AND
- License/Certification: Possession of a valid license as a Licensed Clinical Social Worker (LCSW), issued by the California Board of Behavioral Sciences (BBS); OR Possession of a valid license as a Licensed Marriage and Family Therapist (LMFT), issued by the California Board of Behavioral Sciences (BBS); OR Possession of a valid license as a Licensed Professional Clinical Counselor (LPCC), issued by the California Board of Behavioral Sciences (BBS); OR Possession of a valid license as a Psychologist issued by the California Board of Psychology
Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.
One-year full time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full time employment.
Desirable Qualifications
The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring:
- Two (2) years of experience supervising professionals
- Two (2) years of clinical behavioral health experience with children, youth, and families

Selection Procedures

Training and Experience Evaluation (T&E) (Weight: 100%)
Candidates will be invited to respond to a Training and Experience Evaluation (T&E) designed to measure management competencies as well as job-related areas which may include, but are not limited to: problem solving; leadership; decision making; interpersonal ability; budget and human resources; team building; communication, conflict resolution, and process improvement. The T&E link will be emailed to the email address listed on the candidate’s online application. Candidates will be required to respond to the T&E by the deadline indicated and must submit the completed evaluation as directed in order to have it evaluated. Responses cannot be changed once submitted. Candidates will be evaluated based on their T&E responses. Candidates must achieve a passing score on the training and evaluation evaluation in order to continue in the selection process and will be placed on the confidential eligible list in rank order according to their final score.
Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
Certification
The certification rule for the eligible list resulting from this examination will be the Rule of the List.
