Role description

Under general direction, the Senior Administrative Analyst is responsible for directing and performing difficult, complex, and/or sensitive projects for departmental management, such as: plans, organizes, leads and/or participates in complex, sensitive, and detailed analytical work in the areas of budget, financial/fiscal, economic, data analysis, legislative and administrative policy and/or contract administration. Class 1823 Senior Administrative Analyst is the senior journey-level class of the series.

The San Francisco Municipal Transportation Agency’s (SFMTA) Budget, Financial Planning and Analysis (BFPA) section is recruiting for a pool of Senior BFPA Analysts to support various assignments within the section.

The Budget team includes the following groups - operating budget, financial analysis, capital budget, and project control. This team manages the development and ongoing implementation of the SFMTA’s operating and capital budgets and provides accurate, timely, and meaningful analytical and financial management expertise to support the effective management of SFMTA resources. The office oversees the implementation of the Agency’s fiscal policy strategy, including the 2-Year Operating and Capital Budgets and 5-Year Capital Improvement Program that establish the policy, programmatic and capital investment priorities for the Agency. Staff in this office review the sufficiency and quality of programmatic or project proposals; analyze performance against budget, and act as the lead communicator on processes between various sections, project teams, divisions and departments.

The Grant team includes the grant administration and funding strategy groups. This team leads the efficient financial and programmatic management of state, federal, or other public or private grant or capital funds. The office applies for and manages more than $1 billion in grants received from state, federal and local sources, as well as manages Revenue and General Obligation Bond programs issued by the SFMTA and by the City and County of San Francisco.  The Grant team serves as the primary liaison and contact with external funding agencies. It is also responsible for the management of the funds under their purview providing fiscal, programmatic and administrative monitoring; reporting on behalf of the SFMTA to funding agencies, elected officials and the public on the use of grant and bond funds; managing the acceptance and expenditure appropriation of grant and bond funds, and supporting audits and reviews conducted by the Agency’s funding partners.

Positions can be in any of the following units within SFMTA’s BFPA Section:
Budget: Under general direction of the Budget Manager, the Senior Budget and FP&A Analyst operates in a  fast-paced environment to develop the Agency operating and capital budgets; ensure operating  divisions and capital programs are properly resourced; ensure transactions conform to internal policies, charter requirements, generally accepted accounting principles and related local, State and Federal legislation policies and procedures; ensure expenditures are within budgeted amounts; and analyze the viability of projects and programs, and review position requests. This position supports Agency staff with training and tools to address and resolve budgetary questions and challenges.

Grant: The Grant Senior Financial Analyst plans, organizes, and oversees regional grant, competitive grant, bond, and other project funds for the Agency’s Grant Administration Office. Under general administrative direction of the Manager, Programming & Grants, the position monitors and administers the implementation of formulaic and competitive grants and revenue and general obligation bonds; develops and administers complex management systems for fund oversight; maintains a comprehensive list of reporting requirements and a system for meeting reporting deadlines; maintains a process to monitor for changes in grant terms and conditions that occur after the acceptance of a grant and provides programmatic monitoring and program and policy management as-needed. This position will confer with principal analysts, and middle and senior management staff to discuss, evaluate and make fiscal planning recommendations for bond and grant programs. As a fund manager, the position coordinates and submits progress reports for local, state and federal agencies, the San Francisco Board of Supervisors, SFMTA Board, executive management, and others. The position works in close partnership with key funding partners including the Bay Area region’s Metropolitan Transportation Commission, the San Francisco County Transportation Authority, Caltrans, the Federal Transit Administration, and other funders.  The analyst will be the subject matter expert on revenue and general obligation bond reporting. This position will support grant and bond procurement and management responsibilities based on: bringing the right parties to the table to facilitate solutions, understanding and acting on grant submittal and reporting deadlines, identifying and reporting out on unused funds, and sharing all job-related information and working productively in a team-oriented environment that is constantly striving for and achieving efficiencies.

Asset Management: Under general direction of the Asset Management Lead Analyst, the Senior Analyst will work with contracts/procurement personnel, budgets and subject matter experts to develop contract requirements, budgeted amount, determine experience and expertise needed to develop Asset Condition Assessment  contract language and have it ready to be advertised and bid on.  The purpose of this contract is to create a Master Agreement that can encompass various disciplines and expertise so that the various SFMTA capital programs can utilize the selected firm to conduct State of Good Repair activities without having to spend valuable time and resources to develop their own contract for assessments. The senior analyst will also work with Enterprise Asset Management System (EAMS) team to create the foundational linkages between our current work order management system, as-built assets, curb regulations and the Asset Management's team PSD Asset Management Database.

Other projects may include working with the Curb Management group to plan, coordinate and manage the possible integration of curb assets into PSD (Asset Management Database) and explore the use of PSD's mobile app in updating street asset data with the curb regulation data to the Digital Curb while in the field to provide near-real time updates as it happens. 

Examples of Essential Duties and Responsibilities:


  • Performs complex policy and financial analyses.
  • Clearly communicates findings and strategy recommendations to management in verbal, written, and other visual forms.
  • Works collaboratively across SFMTA units, funding partners, and other stakeholders toward solutions.

Operating and Capital Budget Unit

  • Participates in the development of the two-year annual budget, including preparation of technical budget documents, review of budget change requests from assigned departments, development of staffing plans for operating and capital budget, analysis and programming of capital projects in five-year Capital Improvement Plan (CIP), completion of budget entries and balancing budget exercise.
  • Provide ongoing support for administration and monitoring of operating and capital budgets for assigned divisions and capital programs, including preparation of monthly budgetary reports, advising budget adjustments, reviewing and approving budget transfers and budget revisions, preparation and coordination of work orders, performing position control and processing requisition requests.
  • Works closely with assigned CIP program managers on scope, schedule, and funding needs; Identifies funding sources for proposed projects and projects' cash flow requirements, maintains budgetary records for proposed projects, responds to and effectively manages all CIP program requests and conducts regular quality control.
  • Undertakes process improvement projects related to budgetary issues.
  • Analyzes and reports cost variances to ensure that cost control methods are implemented and applied to program objectives.
  • May train assigned employees in their areas of work, including budgeting and financial analysis methods, procedures and techniques.

Financial Analysis Unit

  • Tracks complex issues facing SFMTA and the Bay Area transportation sector impacting financial outlook.
  • Develop and update models that provide fee levels for services such as towing, residential parking permits, etc. including development of associated materials required for budget package. Coordinate with internal business owners who manage the services and Streets leadership.
  • Forecasts operating revenues including fare revenue and discounts, other operating revenue, and financial assistance; Develop recommendations for fine revenues adjustments and city transportation code updates.
  • Monitors performance and make recommendations for process improvements.
  • Analyzes and interprets staffing costs including provisions in respective MOUs.
  • Participates in the more difficult work of staff responsible for complex financial, statistical, and program management analysis in assigned division area.
  • Develops and recommends improvements to computerized financial management system; and
  • Conducts financial and management studies to evaluate system performance and operating efficiencies; presents studies to communicate findings and recommendations to senior management and the Board of Directors.

Grants Administration Unit

  • Manages Funds: Monitors the progress of grants and tracking expenditures; produce delay reports, reports on performance (“burn rates”) of grant and bond sources using in-house tools and spreadsheet analytics, identifies grant and bond reprogramming opportunities to BFPA and CFO.
  • Reviews, reconciles, and submits the content reports related to the implementation of Projects by Agency divisions and sections to federal, state, bond oversight committees, and local officials and organizations.
  • Serves as grant compliance officer and subject matter expert on assigned transportation grant guidelines, processes, and regulations. Ensures integrity of grant-funded scope throughout the course of the grant and through close-out.
  • Leads the coordination of project managers and others to secure grant funding agreements and to track status of projects and programs funded through local, state, regional, and federal programs.
  • Updates and maintains electronic database and paper filing systems.
  • Informs project managers on budget revisions, prepare as needed.
  • Reconciles grants by resolving grant billing issues with the appropriate staff and reconciling grant expenditures as needed.
  • Closes out grants promptly based on close out guidelines required by funding agencies.
  • Oversees various programs of projects for local capital fund sources, tracks funding plans of both grant and match for capital projects, and provides assistance in fiscal/financial planning activities in support of grant management functions, including: developing primary and matching fund strategies, providing financial and grant perspective in developing priorities for the MTA’s capital programs, and conducting financial cash flow and fund availability analyses
  • Combine qualitative, quantitative, and visual skills to create professional and compelling grant applications, as required.
  • Manages the stress of last-minute projects in a fast-paced environment effectively and efficiently so that others are not negatively impacted.

Funding Strategy Unit

  • Leads the development of strategies to expand and enhance the transportation system through planning, strategic thinking, project management, policy analysis, historical research, and preparation of budget and cost analytical reports.
  • Leads the coordination activities to aid in building consensus and resolve conflicts on projects and policy matters; support communication and coordination of activities among SFMTA staff, other governmental agencies, and the public during the various phases of assigned projects.
  • Develops project plans; coordinates internal staff support, financing/cost strategies, service cost estimates, and policy analysis; meets with Agency planning and policy teams to discuss work underway, upcoming assignments and issues, and strategizes about next actions/steps.
  • Designs, conducts, analyzes and evaluates reports and plans for technical, social, economic and physical data for various transportation planning projects and grant requests.
  • Leads complex financial analysis in support of long-range financial outlook.
  • Reviews federal, state and local legislation and regulations for potential impact on transportation plans and programs and informs transportation policy recommendations.
  • Prepares transportation models, maps, charts and other graphic materials to illustrate plans and reports; applies computer-assisted analytical techniques to evaluate transportation planning programs.
  • Supports the grant and funding advocacy efforts in the region, attends funding partner meetings, and provides strategy and staff support to MTA Board members and executives/managers on issues related to grants and funding advocacy.
  • Prepares winning grant requests, project justifications, requests for proposals, budgets, schedules and contracts for transportation planning projects.

Asset Management Unit

  • Plans, organizes, leads and/or participates in the design and preparation of the request for proposals for an “As Needed” contract for Condition Assessments.
  • Plans, organizes, leads and/or participates in the implementation of the Transit Asset Management Plan and SFMTA State of Good Repair Policy through data gathering, analysis, asset condition assessments and policy development and program implementation.
  • Plans, organizes, leads and/or participates in complex long-range fiscal forecasts and plans for financing long-range capital infrastructure programs.
  • Plans, organizes, leads and/or participates in the design and preparation  of new asset data integration into PSD (Asset Management Database).

How to qualify

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Possession of a baccalaureate degree from an accredited college or university

Three (3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.
