About:

The San Francisco City Attorney’s Office is looking for an experienced, qualified, and motivated technology professional to join its Technology Reform Team with a specialty in document management systems, database management systems, and software development and engineering.

Appointment Type: Permanent Exempt (PEX) position; individuals who are appointed to Exempt Positions are appointed at the pleasure of their appointing officer and are considered to be "at-will."

Category 18: Special project-based position limited to no more than 3 years in duration. This position is excluded by the Charter from the competitive Civil Service examination process, is considered "at will" and shall serve at the discretion of the Department Head.

Role description

About the Technology Reform Team

The Technology Reform Team is a small, nimble team that works closely with and provides guidance to the larger Management of Information Systems team. The Team is dedicated to evolving the Office’s technology infrastructure to match the challenges encountered by the modern law office through innovation that balances customer needs against potential risks and rewards. The Team also engages with other teams in the Office to understand their technology needs and help craft solutions for a more effective and satisfied workforce.

Business Application Administrator Position and Responsibilities

The Business Application Administrator will manage the Office’s document management system (DMS) as well as assist with its implementation. Duties include administering and monitoring the performance of the DMS; providing system reports; implementing, testing, and coordinating patches and upgrades; ensuring that training materials on the DMS are available and kept updated; developing and maintaining system and technical documentation on the DMS; providing level three support of the DMS; and customizing and enhancing the DMS.

In addition to the range of work described above, the Business Application Administrator will also be responsible for the following:

  • Matter Management System: Assist with the administration of the Office’s matter management system; generate database queries as needed and provide system/database reporting as needed.
  • Database Management: Maintain SQL database integrity and security of SQL systems; tune performance of SQL systems; and provide SQL reports as needed.
  • Development/Engineering: Automate workflows; develop proofs of concepts for new systems and implementation of statements of work; work with internal customers to improve workflow and develop new ideas for better production of documents; and craft solutions addressing user needs.
  • Data Analytics: Analyze data and identify trends and patterns; generate models to provide estimates and predictions for decision-making; and ability to segment data for data security, efficiency, and scaling.

How to qualify

Minimum Qualifications

Education

An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].

Experience

Three (3) years in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.

Substitution

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Desired Qualifications

  • Experience with Linux and Windows Server environments

  • One or more years of experience administering iManage and/or NetDocuments environments

  • Certifications such as MCSE/MCSA

Selection Procedures:

The selection process will include evaluation of applications in relation to minimum requirements. Applicants meeting the minimum qualifications are not guaranteed advancement to the interview. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited to participate in the next stage of the selection process.

Salary and Benefits

The Business Application Administrator position has a 10-step salary scale ranging from $120,536 – $ 151,658. Employees will receive a 2.25% salary adjustment effective January 6, 2024.
