The Office of Resilience and Capital Planning (ORCP) promotes the preservation and sustainability of San Francisco's public capital assets and the city's overall resilience to acute shocks and chronic stresses. Part of the Office of the City Administrator, ORCP oversees policies, programs, inter-agency initiatives, and financial strategies that increase the resilience of San Francisco's infrastructure and the communities it serves. ORCP is strongly committed to ensuring efficient and effective government services and supporting racial equity and inclusion in its decision-making processes and recommendations. The Principal Capital Planning/ Budget Analyst plays a key role in strategy development and program implementation This includes continuous improvements to address San Francisco’s ongoing infrastructure and resilience needs.
We offer flexibility with a hybrid remote and in-person work environment in our office in San Francisco, California. (Must be a California resident.)
Role description
Under general direction, the Principal Capital Planning/ Budget Analyst (1824) directs and performs key functions related to the development of San Francisco’s $41 billion capital plan and related programs. This includes establishing policies, priorities, and accountability metrics for approval by the Capital Planning Committee, Mayor, and Board of Supervisors. The position also supports the development and use of data by the ORCP and development of the 10-year capital plan.
Examples of Important and Essential Duties:
- Directs and establishes scope, timeliness, data collection, and quality of the City's 10-year Capital Plan and rolling 2-year capital budget including managing Capital Planning Committee meetings, compliance with Administrative Code, other deadlines, and the capital plan and capital budget development process.
- Performs complex and sensitive reports, studies, and analyses that incorporate equity, climate, earthquakes, sustainability, economic stimulus, inflation, and state of good repair considerations.
- Creates and presents defendable funding scenarios to the Capital Planning Committee, Mayor, and Board of Supervisors that balance competing needs and are consistent with the San Francisco’s financial policies and the capital plan.
- Leads and performs data collection and quantitative analyses in the development, implementation, and reporting of capital projects and funding programs.
- Oversees and performs analytical work by various ORCP and department staff.
- Administers and directs capital expenditure reporting on projects funded through the capital budget and capital plan, as well as responds to related data requests from the Mayor, Board of Supervisors, Capital Planning Committee, Controller’s Office and other stakeholders.
- Manages capital-related projects as assigned, supervises staff and represents the Chief Resilience Officer (CRO) and City Administrator as needed.
- Develops and administers strategic planning, continuous improvement, and quality assurance related to the complex, sensitive areas of capital planning.
- Performs related duties and responsibilities as assigned.
How to qualify
Minimum Qualifications:
Possession of a baccalaureate degree from an accredited college or university, and five (5) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.
Substitution:
Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
Special Condition:
Qualifying professional-level analytical work must include three (3) years of complex budget analysis experience.
Note(s):
- One-year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications:
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
- Experience managing complex projects, programs, or budgets; and producing reports, strategic planning documents, and recommendations for policy-makers, department heads, or executive level managers.
- Experience working on capital related issues and budgets for large and complex organizations.
- Experience managing professional analytical staff.

Selection Procedure/Examination Requirements:
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:
Minimum Qualification Supplemental Questionnaire (MQSQ):
Candidates will be required to complete a MQSQ as part of the employment application at a later time. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the minimum qualifications for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Written Multiple-Choice Examination (Weight 40%)
Qualified candidates will be invited to participate in a written, multiple-choice examination, designed to measure their relative knowledge, skills and abilities in job-related areas. The "core" multiple-choice examination component may include but not be limited to:
- Ability to evaluate/analyze information/data and to exercise good judgment relative to that evaluation or analysis.
- Knowledge of, and ability to apply, financial/fiscal principles (including the ability to use mathematical and statistical formulas).
- Ability to use various computer software programs.
Supervisory Test Battery (Weight 60%)
Qualified candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas, which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication & Conflict Management. The above test components are considered standardized and, therefore, test questions and answers are not available for public inspection or review.
Candidates may receive two or more scores in association with the above selection components. One or more will correspond to the core component of the multiple-choice exam component (i.e., core examination and/or specialty subtest). Those candidates who participant in the Supervisory Test Battery, will attain an additional score. Any scores attained on each of these components will be valid and "banked" for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take any test components for which you have already attained a score. If the selection process for the future announcement is held within one year of the date of this examination and it includes any of these components (i.e., core exam, specialty subtest and/or Supervisory Test Battery), your score(s) for the corresponding test component(s) will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score(s) to the other announcement or (b) re-take the test component(s). Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the test component (core, specialty subtest or Supervisory Test Battery) is used. Please note that, should you re-test, your retest score would become your official score since it is the most recent.
Note: Candidates must achieve a passing score on both the Written Multiple-Choice Examination and Supervisory Test Battery in order to be ranked on the eligible list.
Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be 6 months and may be extended with the approval of the Human Resources Director.
