Wastewater Enterprise

SFPUC’s Wastewater Enterprise (WWE), with approximately 500 employees and an annual operating budget of $406 million, operates and maintains San Francisco's combined sewer system and wastewater treatment facilities to protect public health and the environment. These services extend across eight urban watersheds, nearly 2,000 miles of pipe, and benefit every resident and visitor of San Francisco.

WWE operates three all-weather wastewater treatment plants and one wet-weather facility, the entire system also includes pump stations, transport/storage facilities, and combined sewer discharge structures to treat an estimated 34.5 billion gallons of wastewater in a typical year. In addition to treating wastewater, WWE also produces biosolids, a nutrient-rich soil-like product used as a synthetic fertilizer-replacement and soil, and a new Recycled Water Treatment Facility is being constructed to produce approximately 1.6 million gallons per day of recycled water which will be used for non-drinking purposes such as irrigation and lake fill.

Role description

Project: Clean Water Act Program Assessment Support     

Under direction of the Wastewater Enterprise’s Regulatory Manager, and in collaboration with regulatory and other SFPUC staff, the 5620 Regulatory Specialists will provide analytical, technical, and policy support on federal and state Clean Water Act regulatory matters affecting San Francisco’s wastewater and stormwater collection and treatment systems. This position will be responsible for the leading activities related to the Clean Water Act Program Assessment Support Project. Ideal candidates will have experience working for or with municipal agencies on environmental regulatory compliance issues; experience using excel or similar tools for data analyses, and experience in analyzing chemical, biological, and/or hydraulic and hydrologic data.

Essential Functions:

  • Tracking, summarizing, and analyzing developments in the Clean Water Act regulations related to municipal wastewater and stormwater;
  • Compiling, reviewing, and analyzing bacteriological, chemical, hydraulic, toxicological, and/or other data. 
  • Reviewing and preparing reports to be submitted to the State Water Resources Control Board, the San Francisco Bay Regional Water Quality Control Board, the United States Environmental Protection Agency, and other regulatory agencies;
  • Preparing and delivering presentations to internal and external stakeholders;
  • Reviewing and coordinating the work of technical consultants;
  • Coordinating and collaborating with other SFPUC divisions and departments on implementation of Clean Water Act requirements;
  • Developing and implementing workplans – including budgets – for special studies and implementation of new Clean Water Act requirements;
  • Participating and representing the SFPUC in meetings of external organizations such as the San Francisco Estuary Institutes Regional Monitoring Program, the Bay Area Clean Water Agencies, and the California Association of Sanitation Agencies; and
  • Establishing and maintaining records and regulatory files.

How to qualify

Minimum Qualifications:

Education: A baccalaureate degree from an accredited college or university with major course work in natural sciences, engineering, environmental or resource planning or a related field; AND

Experience: Four years of verifiable work experience in environmental permitting and regulations; environmental investigations; environmental or other regulatory compliance; or environmental project management; or utility regulatory analysis.

License and Certification: Possession of a valid California driver's license.

Substitution:

• A Master’s degree in natural sciences, engineering, environmental or resource planning, public policy, economics or a related field may substitute for one (1) year of work experience.

• A law degree may substitute for one (1) year of work experience.

• A PhD in natural sciences, engineering, environmental or resource planning, public policy, economics, or related field may substitute for two (2) years of work experience.

Desirable Qualifications:

  • Knowledge of:  federal, state, and local laws affecting treatment and disposal of wastewater and stormwater.
  • Ability or Skill to: establish and maintain effective working relationships; develop and implement strategies; communicate verbally and in written format.
