Under general administrative direction, the Manager IV, working at the San Francisco International Airport (SFO) on the Facilities team, will have sole responsibility for a functional section of service. This role coordinates and implements program planning related to the operations, maintenance, repair, overhaul and construction of the utilities, facilities, structures, vehicles, equipment, and/or electrical or plumbing maintenance. Also, this role is responsible for defining staffing requirements, resource allocation, and identification of future resource needs within the designated functional section in Facilities. Incumbents also interface with all managerial levels of city/county government and outside agencies and serve as representatives of the division or department in meetings involving administrative systems, policies, or procedures; and perform related duties as required.
This recruitment will be used to fill multiple positions within SFO’s Facilities, which may include the following sections:
Utility Systems Section consists of the day-to-day operations of the Mel Leong Treatment Plant, Mechanical Maintenance Section and the Steamfitting Shop at the San Francisco International Airport. Oversight of an Industrial Wastewater Treatment Plant and a Sanitary Wastewater Treatment Plant tasked with treating approximately 1 million gallons of wastewater per day, with a staff of 38. Additionally, this section is responsible for the maintenance and repair of large and varied stationary mechanical machinery and equipment at the Airport and managing the work of approximately 55 mechanical maintenance staff.
Maintenance & Alteration:
The Maintenance and Alteration Section consists of unionized craft shops, and oversight of activities related to the alternations, maintenance, repair and construction of the facilities and structures through the airport campus. This team is responsible for the oversight and for conducting field inspections to ensure conformity with established work practices and standards and oversight of the preventative maintenance (PM) programs; and ensuring that the facilities are safe and operational.
Electrical & Plumbing:
Electrical & Plumbing consists of the day-to-day activities related to the operations, maintenance, repair and construction of electrical and plumbing, fire alarm and fire suppression systems through the Airport's campus. This team also coordinates field inspections to ensure conformity with established work practices and standards and consists of the coordination of the preventative maintenance program for these systems, including all NFPA required inspection, testing and maintenance.
Duties and Responsibilities:
1. Plans, monitors, evaluates, supervises and coordinates the work of various sections within Facilities; advises and consults with supervisors and section managers; meets with appropriate staff to identify and resolve problems or conflicts; makes or recommends final decisions regarding policy, operations, and administrative procedures
2. Develops, implements and maintains procedures, administrative monitoring practices and controls in order to obtain smooth and effective operation of Facilities; coordinates work activities between sections or trades within the San Francisco International Airport (SFO) to prevent delays in required actions or to improve programs or services; assists in the identification, development and implementation of departmental goals, objectives, policies, and priorities; assists in the determination of resource allocation and levels of service according to established policies.
3. Receives and analyzes Facilities and departmental reports; directs the preparation of monthly and annual reports; directs the gathering and analysis of information and reports necessary to document and evaluate processes.
4. Monitors the work of and provides coaching to subordinates to improve performance.
5. Directs the allocation of resources to achieve timely outcomes and measurable goals aligned to SFO’s 5-Year Strategic Plan; adjusts plans and programs to meet emerging or innovative programs, while continuing to address operational priorities.
6. Monitors and evaluates the effectiveness and efficiency of Facilities' service delivery system, organizational structure, staffing levels, systems, and other internal operations; identifies and recommends alternative approaches or improvements; implements revisions, adjustments and changes.
7. May serve as liaison for the Department with a variety of other City/County staff, policy-making officials, and officials of outside agencies; explains and justifies Departmental or administrative procedures, policies, or programs; negotiates and resolves difficult and complex issues and problems.
8. May plan, develop, implement or direct major or complex projects or programs which span a number of the sections or divisions related to Facilities; directs the research of complex, highly technical issues; analyzes alternative solutions or approaches; recommends most effective course of action.
9. Participates in budget development for Facilities by providing detailed justification and persuasive arguments for proposals or initiatives. Oversees and administers Facilities budget; directs and monitors expenditures in accordance with the approved budget; and provides executive management with early warning and practical options to potential cost overruns.
How to qualify
Education: Possession of a baccalaureate degree from an accredited college or university.
Experience: Five (5) years of verifiable work experience in utility engineering, mechanical engineering, building, equipment, vehicle, electrical, or plumbing maintenance, in a large airport or other large complex facility or campus, of which three (3) years must have been in a supervisory capacity.
License: Possession & maintenance of a valid class C driver’s license.
Substitution: Additional work experience as described above may fully substitute for the required degree on a year for year basis up to 4 years. One year of experience is equal to 30 semester units/45 quarter units.
One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full time employment.

Selection Procedure: The selection process will include evaluation of applications in relation to minimum requirements. Applicants meeting the minimum qualifications are not guaranteed advancement to interview. Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited for an interview.

Minimum Qualification Supplemental Questionnaire (MQSQ): (Weight: Qualifying)
This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Supplemental Questionnaire Evaluation: (Weight: 100%)
Qualified candidates will be sent a Supplemental Questionnaire after the closing of this filing period. Applicants will be given a deadline to return the Supplemental Questionnaire. The Supplemental Questionnaire is designed to measure knowledge, skills, and/or abilities in job-related sections which have been identified as critical for positions in class 0932 Manager IV.
Failure to complete these steps by the established deadlines will result in disqualification. All applicants’ responses to the Supplemental Questionnaire are subject to verification.
A passing score on the Supplemental Questionnaire Evaluation must be achieved in order to be placed/ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score.

Transportation Security Administration (TSA) Security Clearance: Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

This position requires that the incumbent be qualified for unescorted access to the San Francisco International Airport U.S. Customs Security Section. An application for a U.S. Custom Access Seal may be submitted to Customs ONLY after employment has commenced. Employment in this position requires that the incumbent submit an application for, successfully acquire and maintain a Customs Access Seal. Per Civil Service Commission Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the examination announcement for this examination. Failure to acquire or maintain customs access, a requirement for this position, may be basis for termination from employment with the Airport Commission. Customs Access Seal requirements and procedures are located in the Code of Federal Regulations, Title 19, Part 122, Sections 181 or 189.
Prior to appointment, candidates must successfully pass a medical examination to determine his/her ability to perform the essential functions of the job and/or the ability to meet the physical minimum requirements.
What else should I know?
Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be six (6) months and may be extended up to 48 months with the approval of the Human Resources Director.
