City Services Auditor, City Performance Division

The City of San Francisco works to be a national leader in public service delivery and the Controller’s Office City Services Auditor (CSA) plays a key role in this effort. CSA, which includes the Audits and City Performance Divisions, has broad, voter-established mandates to promote and improve the efficiency, effectiveness, and accountability of San Francisco city government. 

The City Performance Team:

Within the Controller’s Office, City Performance is made up of 38 individuals committed to public service. Our team members come from different professional backgrounds, bringing a variety of skill sets, policy area expertise, and interests to work collaboratively to improve local government. City Performance’s goals are to:

  • Support City departments in making transparent, data-driven decisions.
  • Guide City departments in aligning programming with resources for greater efficiency and impact.
  • Provide City departments with the tools they need to innovate, test, and learn.

We work directly with City departments across a range of subject areas, including transportation, public health, human services, homelessness, capital planning, public safety and government operations.

Our work with City departments includes a mix of data analysis and visualization, facilitation and inter-departmental collaboration, project management, process improvement, performance measurement and management, and contracting.

Role description

About the Position

Reporting to the City Performance Director, the Citywide Nonprofit Monitoring Manager will oversee the Controller’s Office’s growing body of programmatic and policy work to support the sustainability and accountability of nonprofit service provision for San Francisco residents. More than 600 nonprofit organizations currently deliver approximately $1.7 billion in essential services, contracting with numerous City departments.

The position will:

  • Manage a suite of programs and projects that provide standards and guidance for programmatic and compliance monitoring for City departments and nonprofit organizations; report on results of these standards and guidelines; provide analysis to understand needs and potential solutions to nonprofit service provision and the management of nonprofit contracts; develop policy to support the provision on nonprofit-contracted services; and provide process improvement and capacity building services to minimize duplication of effort and streamline processes.
  • Develop and implement a citywide nonprofit contract monitoring program to standardize and coordinate programmatic and performance monitoring policies and processes. This program will establish standards for measurable performance goals for contracts with nonprofits, provide guidance and procedures for departments to use in their oversight of these contracts, and improve public reporting on nonprofit performance.
  • Oversee the Nonprofit Monitoring and Capacity Building Program that streamlines and standardizes the City’s nonprofit fiscal and compliance monitoring so that nonprofits that receive funding from multiple departments, or have large contracts with one department, receive a single fiscal and compliance monitoring each year. The program also provides capacity building support for nonprofits.
  • Work with the Controller, Mayor’s Office, City Administrator, the Board of Supervisors, City Attorney, and other City leaders to identify process and policy improvements. Examples include, but are not limited to: proposing or providing input into proposed legislation; developing policy and/or guidelines for funding allowances, such as cost of doing business allocations, minimum compensation ordinance changes, and cost categorization guidelines; suggesting changes to existing administrative code and guidelines for nonprofit contracts and grants; and developing and managing needed policies, including the Citywide Corrective Action policy which outlines processes for identifying and documenting areas of concern or poor performance by contractors.
  • Develop and convene policy and/or compliance workgroups as needed, such as a multi-disciplinary fiscal sponsorship guidelines development group and a nonprofit policy group with City and nonprofit leaders to develop and provide input into solutions to sustainability challenges faced by nonprofits.
  • Propose annual workplan for these programs and projects. Manage and oversee Project Managers, Performance Analysts, and other staff as determined, serving as their advocate, coach, and evaluator. May manage other projects and programs that related to services primarily delivered by nonprofit providers.

City Performance has a hybrid/remote weekly schedule. Staff work 3 days per week in person at our offices in City Hall and may work 2 days per week remote.

How to qualify

Training: Possession of a baccalaureate degree from an accredited college or university in business or public administration, accounting, finance, statistics, the social sciences, English, or a related field.

Experience: Five (5) years of experience performing complex policy analysis, project management, public administration, or related consulting; AND

Two (2) Years of Experience supervising professional staff

Supplemental Questionnaire Examination (Weight 100%) Qualified Candidates will be invited to participate in a Supplemental Questionnaire Examination designed to measure their relative knowledge, skills and abilities in job-related areas including but not limited to: Knowledge of nonprofit contract management in a government setting; Ability to estimate, plan, and manage staff time and other resources; Ability to establish constructive working relationships with employees, management, elected officials, the public and other stakeholders while maintaining objectivity and credibility. Ability to make important decisions on complex managerial and policy issues; Ability to communicate effectively orally and in writing with all levels of management, City leadership, and the public on a variety of complex and sensitive issues; Ability to effectively manage professional employees motivate staff and maintain a productive work environment.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 6 months, and may be extended with the approval of the Human Resources Director.

Certification: The certification rule for the eligible list resulting from this examination will be Rule of the List. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
