The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of two main Divisions - the San Francisco Health Network and Population Health. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers.
The San Francisco Department of Public Health is accepting applications for a permanent civil service Jail Health Services Pharmacy Director (0933 Manager V).
Role description
Under general administrative direction of the DPH Chief Pharmacy Officer, the Jail Health Services (JHS) Pharmacy Director (0933 Manager V) directs, manages, and coordinates the total operation of the Pharmacy Department for Jail Health Services, including all pharmaceutical services personnel, purchasing, organization, and administrative operations. The Jail Health Pharmacy Director directs the work of the department's employees, develops, and enforces personnel policies and procedures in accordance with departmental guidelines and Civil Service requirements, prepares the annual budget estimates, reviews financial reports, investigates revenue and expense variances, participates in the analysis of purchasing contracts for award and makes recommendations for the approval. The Jail Health Pharmacy Director administers, formulates, and revises departmental policies and procedures concerning pharmaceutical services and ensures compliance with applicable external agency regulations, such as the California Department of Public Health, California State Board of Pharmacy, and pertinent collective bargaining units. The position develops, implements, and evaluates programs, policies, and procedures for pharmaceutical services in compliance with DPH and Jail Health Services goals and resources, federal and state legislation and standards established by regulatory bodies as appropriate and initiates and administers the planning and integration of medication related services. The incumbent will represent the Department of Pharmaceutical Services before various committees, groups and agencies involved with medication related issues and collaborate with executive leaders for hospital-level projects and programs. We seek a highly skilled manager who demonstrates a welcoming attitude toward all customers and positive and compassionate interactions with recipients of care, and a proven track record of interacting effectively and constructively with staff, interdepartmental coworkers, and supervisor(s).
How to qualify
The Jail Health Services (JHS) Pharmacy Director (0933 Manager V) performs the following essential functions:
- Responsible for the provision of pharmaceutical services to the patients of City and County of San Francisco Jails. Effectively manages the daily operation of the pharmacy.
- Responsible for developing and maintaining a system of drug distribution, usage and control assuring the delivery of appropriate, quality, and cost-effective pharmaceutical services.
- Provides leadership to Pharmacy around Quality Improvement activities and plans for the integration of pharmaceutical services within Jail Health and San Francisco Health Network (SFHN) Pharmacy.
- Directs, manages, and coordinates the overall operation of the Jail Health Pharmacy Services; Follows up and assists staff to meet employee and institutional goals.
- Administers, formulates, and revises departmental policies, operating procedures, and practices concerning pharmaceutical services.
- Responsible for JHS Pharmacy Services compliance with all state and federal laws and regulations pertaining to the practice of pharmacy.
- Support JHS implementation and ongoing compliance with CalAIM regulations as it relates to pharmaceutical oversight.
The JHS Pharmacy Director (0933 Manager V) performs other duties as assigned or required.
REQUIRED MINIMUM QUALIFICATIONS (all candidates must verify that they meet all three elements below—professional license, experience, and supervision of Pharmacists):
- LICENSE: Possession of a valid, current, unrestricted license as a Registered Pharmacist (RPh) issued by the California State Board of Pharmacy
AND
- EXPERIENCE: Five (5) years of verifiable professional experience as a pharmacist which must include three (3) years of experience supervising Pharmacists.
Note: One year of full-time employment is equivalent to 2,000 hours of qualifying work experience (one year if performed full-time at 40 hours per week). Any overtime hours that were worked above 40 hours per week are not included in the calculation to determine qualifying hours worked.

SECURITY CLEARANCE REQUIREMENT/PROVISION: Security clearance as issued by the Sheriff’s Department is required as a provision to employment for all positions within this specialty area. The appointee to this positions will be required to obtain the security clearance directly from the San Francisco Sheriff’s Department prior to start work date, which may involve the ability to pass a background investigation. Valid security clearance must be maintained throughout length of employment. Failure to demonstrate/ show proof of possession of valid security clearance on or before start work date and throughout length of employment may result in dismissal and/or termination of employment.
DESIRED QUALIFICATIONS
The stated desired qualifications listed below may be used to identify job finalists at the end of the selection process after candidates are referred for selection:
- Possession of a doctorate in Pharmacy (Pharm.D.) from an accredited college or university
- Two (2) years of pharmacy management experience in a large hospital system
- Experience with CA Pharmacy law, CA Dept. of Public Health Services Title 22, Health Care Financing Administration and DEA regulations, Joint Commission Standards and 340B Compliance
- Familiarity with pharmacy automation and technology
- Membership in professional associations and/or community service
- Experience or affiliation with a teaching institution
- Experience with LEAN principles

Selection Procedures
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following.
Training and Experience Evaluation (T&E) (Weight: 100%):
Candidates who meet the minimum qualifications will be invited to participate in a Training and Experience evaluation designed to measure management and job-related competencies which may include, but are not limited to: problem-solving; leadership; decision-making; interpersonal ability; budget and personnel administration; team building; communication and conflict resolution; continuous process improvement. The T&E link will be emailed to the email address listed on the candidate’s online application. Candidates will be required to respond to the T&E by the deadline indicated and must submit the completed evaluation as directed in order to have it evaluated. Responses cannot be changed once submitted. Candidates will be evaluated based on their responses and must achieve a passing score to continue in the selection process. Upon passing the T&E, candidates will be placed on the confidential eligible list in rank order according to their final scores.
Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

The certification rule for the eligible list resulting from this examination will be the Rule of the List.
