Amid a dynamic and ever-evolving urban landscape, the San Francisco Recreation and Park Department stewards one of the premier urban park systems in America. San Francisco recently became the first city in the United States for which 100% of its residents live within a ten-minute walk of a park. Considered by San Franciscans to be one of the City’s most popular and effective public agencies, our Department manages and maintains more than 225 parks, playgrounds, and open spaces in San Francisco, including two outside of city limits: Sharp Park in Pacifica and Camp Mather in the High Sierras. Our 4,100- acre system includes 25 recreation centers, 9 swimming pools, 5 golf courses and numerous athletic facilities, including sports courts, ball diamonds, soccer fields and gymnasiums. Included in the department’s responsibilities are Golden Gate Park, Coit Tower, the Marina Yacht Harbor, the Palace of Fine Arts, and TPC Harding Park golf course.

ABOUT THE SAN FRANCISCO MARINA:
The San Francisco Marina is the oldest recreational marina operating in San Francisco and perhaps the Greater Bay Area. It is a destination sought by thousands of boaters from all over the world and offers stunning views and convenient proximity to various locales throughout the Bay Area. The entire facility has 727 berths, including end ties for guest berthing for vessels up to 80 feet length overall, free pumpout stations, and a commercial fuel dock. San Francisco Marina also features a large and popular park, the Marina Green, which is home to many events throughout the year including Fleet Week.
This position may require incumbent to: work shifts that include weekends and holidays; work in adverse weather conditions; be able to swim unassisted at least 25 yards in deep water; lift objects weighing up to 35 lbs.; stand and walk on uneven and/or moving surfaces, such as docks and boats; and maintain balance while extending reach over water at awkward angles.
Role description
Under general supervision, the selected 3232 Marina Assistant will be responsible for:
- Patrolling and providing security for marina owned facilities and equipment, including boats berthed at the marina and wharf harbor; providing a visible presence to prevent theft and acts of vandalism.
- Checking boats in assigned berths for proper and adequate mooring.
- Inspecting harbor facilities for damage or hazardous conditions; generating work orders for major repairs.
- Performing minor routine maintenance on facilities and related equipment; performing routine maintenance of plumbing, electrical and structural systems of wooden docks and related facilities.
- Acting on emergency situations as they arise; administering first aid and/or CPR.
- Assisting in coordinating marina activities with police and fire, U.S. Coast Guard, DMV, commercial fishing representatives and concessionaires.
- Educating the public and/or enforcing federal, state and local ordinances, laws and regulations governing the use and safety of the marina, including water pollution and waste disposal, parking enforcement and boat registration.
- Interacting with a variety of people on issues related to boating safety and law, marina rules and regulations; receiving and respond to complaints.
- May work in the Harbor office as needed to perform customer service duties: provide information and services to marina customers, assign temporary berthing, guest keys, and assorted marina equipment; calculate and accept payments and makes change, accurately record transactions.
- Preparing and maintaining records and reports of activities, both written and computer contained, such as daily cash receipts, daily activity reports and work records, daily written log and inventory records.
- Operating marina patrol boats while performing security or maintenance duties.
- Operating radio and/ or other forms of electronic communication equipment.
How to qualify
Minimum Qualifications:
- One year (2000 hours) of verifiable experience in the operation of a marina yacht harbor, commercial fishing harbor, or equivalent. Such experience MUST have specifically included: patrolling and inspecting docks and facilities; performing routine electrical, plumbing and mechanical maintenance; general use of hand and power tools and pumps; routine report writing; operation of small sail, power/non-power driven craft; AND
- Possession of a valid Standard First Aid Certificate (SFA). AND
- Possession of a valid California Driver’s license. AND
- Possession of a valid Basic Water Rescue Certificate or Lifeguard Certificate. (Possession of either a Basic Water Rescue Certificate or a Lifeguard Certificate is required within four months of appointment.).

SELECTION PROCEDURES
Behavioral Consistency Questionnaire (Weight: 100%):
Candidates who meet the minimum qualifications will be provided via email, a Behavioral Consistency Questionnaire. Candidates will be evaluated on their relative knowledge, skill and ability levels in job-related areas. Candidates must achieve a passing score on the Behavioral Consistency Questionnaire in order to be placed on the confidential eligible list in rank order according to their final score. A passing score must be achieved in order to be included on the confidential eligible list. After the confidential eligible list is adopted, the department may administer additional selection procedures to make a final hiring decision.
Eligible List/Score Report
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
Eligible List Duration
The duration of the eligible list resulting from this examination process will be of twelve (12) months and may be extended with the approval of the Human Resources Director.

Certification Rule
The certification rule for the eligible list resulting from this examination will be Rule of 3 Scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification.
