Role description

Project Name: Integrated Resource Planning, Reporting and Compliance Project      

Under administrative   direction of the Manager V, Director of Origination and Power Supply, will perform a range of analytical tasks for various regulatory compliance projects and planning activities.   The financial impact of the work performed by incumbents in this position is significant, potentially involving billions of dollars.                                                                                                                                                                          

Essential Functions:

  • This position will be responsible for working with other Power Enterprise groups to plan, develop, perform, and direct work involving extremely complex economic and/or financial analysis including finance and forecast modeling, and cost/benefit analysis, for senior management. Determines appropriate methodology and performs difficult financial analyses, including financial forecasting, revenue and/or expense projections, and evaluation of financing alternatives utilizing specialized analytical software to produce complex analysis or data; makes written and oral recommendations on difficult administrative and fiscal issues, as well as compile relevant operating data to determine the status of compliance with existing and proposed regulatory   requirements.  
  • The position will direct staff, who will be responsible for the completion of regulatory compliance templates, populating with the appropriate data and working closely with the City Attorney's Office, draft memos, comments, testimony, and other narrative   to support filing requirements and policy positions.  
  • This position will work independently, research, analyze, forecast and makes policy recommendations on unique special projects with significant financial impact or highly visible regulatory issues including energy policies, practices, and procedures; may direct mission-critical regulatory or operational activities; responds to informational requests, including those of a highly sensitive nature, and may represent the department to the Mayor's Office, Board of Supervisors, Controller's Office, other city officials, outside agencies and the public; will be the  subject matter expertise on a number of new regulatory compliance issues  , including Hetch Hetchy Integrated Resource Plan, CleanPowerSF Integrated Resource Plan, Renewable Portfolio Procurement Report for CleanPowerSF and any additional forward planning and reporting requirements.
  • Responsible for the Integrated Resource Planning (IRP) process including the analysis, 20 years forward budgeting   resulting in future procurement of billions of dollars of power purchase agreements, forecasting and long-term planning of the electric utility's power resources. Evaluates, interprets, and implements new and existing IRP guidelines; identifies problems with and develops and implements changes to current IRP methods. Perform financial forecasting revenue and/or expense projections, portfolio open positions analysis, profit and loss statements.  
  • Reporting Renewable Portfolio Standard Procurement, develops and implements the required data and analysis based on the California Public Utility Commission. Meet critical deadlines. 
  • Compliance   Reporting –directing staff and implementing reporting procedures, as well as, following California Public Utility Commission and California Energy Commission guidelines. Meeting critical deadlines.
  • Establish, administer, identify, and direct the analysis of power resource needs and recommend the most economical and reliable resources   Advises management on the consequences due to regulatory changes and the potential impact they will have on the portfolio. Develop comprehensive guidelines and recommendations to implement the regulatory changes. 

How to qualify

Possession of a baccalaureate degree from an accredited college or university and seven(7) years of full-time equivalent experience performing professional level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

 

Substitution:

Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
