About:

The SFMTA Capital Programs and Construction Division (CP&C) provides professional services to implement SFMTA’s Capital Improvement Program (CIP) and employs over 100 engineers, technicians, and administrative staff. We are responsible for the delivery of projects that provide State of Good Repair (objective standards for measuring the conditions of capital assets including equipment, infrastructures, and facilities), improved system security and safety, facility upgrades and improvements, and system expansion. Division responsibilities include design, engineering, project and contract management, construction management, contract administration, cost and schedule control, quality assurance, and procurement administration.

APPOINTMENT TYPE: Permanent Exempt, Full Time not to exceed three (3) years – This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.

Position Description:

Under administrative direction, the Project Manager II will be responsible for managing, organizing, and directing projects included in the Transit Optimization Capital Improvement Program. These projects, such as Better Market Street and Muni Forward, will enhance or develop new capacity for the users of our transit system and the staff that support its operations. In addition to directly managing their own assigned projects, the Project Manager II will also supervise Project Manager Is and oversee the portfolio of projects assigned to them.

Nature of Work: Driving and/or extensive night or weekend work may be required. This position has a rotating schedule that requires working weekends and nights on an as-needed basis. Additionally, working in confined spaces, stooping, squatting, crawling, climbing, travel, and exposure to noise, fumes, and inclement weather is required on an as-needed basis.  This position is expected to report to the office and attend meetings in person due to the nature of the work and the need for close collaboration and coordination with coworkers, clients, and other stakeholders. It is important for the applicants to be aware of and understand this requirement in order to properly fulfill their duties in the role.

Examples of Important and Essential Duties:

  • Prepares and monitors the project scope, budget, and schedule.
  • Is responsible for the overall delivery of quality projects on-time and within budget.
  • Obtains and facilitates grant applications.
  • Secures the necessary funding for projects through collaboration with FIT and CIP managers.
  • Oversees planning activities and the completion of conceptual and final design.
  • Develops schedules and cost estimates.
  • Coordinates work of a multi-disciplinary technical staff across organizational teams.
  • Organizes efficient and action-oriented team meetings to drive progress.
  • Works extensively with the public, private contractors, special interest groups, governmental funding and regulatory agencies, and City and County departments.
  • Coordinates EIR and other permit processes.
  • Controls project cost and schedule.
  • Reviews change orders.
  • Prepares and supervises the preparation of technical and complex reports.
  • Serves as the primary project contact for all parties involved.
  • Performs other duties as required.

DESIRABLE QUALIFICATIONS:

  • Project Management Professional (PMP) Certification.
  • Experience in technical aspects of civil, mechanical, electrical, structural, and geotechnical engineering design and contract specifications, financing, estimating, scheduling and budgeting, including planning and estimating, calculating overhead, design and construction costs.
  • Working knowledge of various funding sources and restrictions; legal requirements for City projects; regulations and regulatory agencies and commissions affecting planning, zoning, design and permitting.
  • Experience in the requirements and preparation of final bid packages; and direct experience cooperating and collaborating with contractors and trades and in-field personnel such as construction managers and resident engineers and inspectors during the Construction phase.
  • Experience presenting information and/or resolving issues in community meetings and making presentations to elected or appointed officials, boards, or commissions.
  • Ability to communicate up/down and between disciplines/lay people/stakeholders.
  • Ability to supervise, prepare, or participate in the design and production of final architectural contract documents for a wide variety of small construction and maintenance projects.
  • Ability to plan, organize and direct the work of professional staff; analyze and solve problems; make judgment on all decisions; and deal effectively with government officials.
  • Familiarity with the work of the Division of the State Architect (DSA), Americans with Disabilities Act Accessibilities Guidelines (ADAAG), and California accessibility requirements that are in Title 24 of California Code of Regulations.
  • Familiarity with CEQA and NEPA as they are applied to the review of transportation projects. Ability to maintain big-picture management and oriented to achieving aggressive schedules.
  • Ability to present complex facts clearly and concisely orally and in writing; and prepare and present comprehensive reports.
  • Exceptional interpersonal skills and understanding of team dynamics. Ability to influence, coach, and motivate teams and create an inclusive environment.
  • Experience working on Diversity, Equity & Inclusion (DEI) initiatives.
  • Experience collaborating with diverse stakeholders, community groups, underserved or marginalized communities.

How to qualify

MINIMUM QUALIFICATIONS:

  1. Possession of a bachelor’s degree in engineering, architecture or planning plus six (6) years of responsible engineering, architectural, or construction management experience; OR
  2. Possession of a bachelor’s degree in another field, plus eight (8) years of responsible experience in a field directly related to the project; OR
  3. Ten (10) years engineering, architectural, or construction management experience in a field directly related to the project; OR
  4. Valid California Registration as a Professional Engineer or Architect, plus two (2) years of project coordination experience or resident engineer experience.

Notes:

  1. Applicants must meet the minimum qualifications at the time of filing date unless otherwise noted.
  2. One-year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.
