What We Do
San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing (HSH), founded in 2016, is a national leader in the movement to end homelessness by developing a coordinated, equity-driven, client-focused system of compassionate services while piloting innovative models, and implementing best practice solutions with measurable results. HSH’s Homelessness Response System (HRS) oversees and implements a system of care that shelters, houses, and serves approximately 14,000 people daily. Major programs include: street outreach and service connection through the Homeless Outreach Team (SFHOT); 3,000-bed shelter system for adults and families including shelters for members of the LGBTQ community; rapid rehousing rental subsidies for families, adults, older adults, and transitional aged youth; the Problem Solving and flexible financial assistance programs; and robust supportive housing programs with nearly 10,000 units which provide permanent housing and services to formerly homeless individuals and families.

Job Description

The Department of Homelessness and Supportive Housing has an exciting opportunity for an excellent communicator and energetic individual who is passionate about solving homelessness for our community. This highly motivated and team-oriented person will play a key role in the Department’s Online Navigation and Entry (ONE) System Project Management team. Under general direction of the ONE System Change Manager, the ONE System Analyst will oversee and provide technical leadership for components of ONE System projects.

The ONE System is an enterprise Software as a Service (SaaS) system that supports HSH and its 60+ community-based organizations to provide a unified system for the City’s Homelessness Response System. The ONE System operationalizes, streamlines, and tracks workflows related to outreach, assessment, prioritization, referral, and placement for families, youth, and individuals seeking housing, shelter and other vital programs and services.

The successful candidate will be a good listener with the ability to work collaboratively with internal and external stakeholders and the software vendor; and bridge communication gaps between these groups to implement successful projects without compromising system functionality. Essential Duties

  • Works within the ONE System PMO team to determine scope of new system enhancements, prepares process mapping, defines system specifications, and business requirements.
  • Works closely with our ONE System Homeless Management Information System (HMIS) vendor (Bitfocus), HSH programs, and other HSH business units to fully understand, assess, and document program business requirements and system changes.
  • Serves as a ONE System expert liaison to HSH program staff.
  • Documents policies and procedures as they relate to the ONE System
  • Develops and delivers documentation, training tools, and presentations to HSH staff and end users on updates, enhancements and new functionalities involving the ONE System
  • Works with software vendor (Bitfocus) to provide support to the provider community to steadily improve our HMIS participation and data quality.
  • Builds monitoring tools and reports to ensure data quality
  • Is a change agent within the community to promote ONE System participation
  • Studies system data and performs trending analysis, performs audits, and maintains an ongoing log of data quality issues to escalate to ONE System leadership
  • Provides support for mandatory regulatory and compliance reporting to meet local, state, and Federal requirements.
  • Prepares and delivers presentations on system initiatives to HSH Executive Team, CBOs and City Partners on an as needed basis
  • Is an active participant and contributor in the team's ongoing large-scale projects, including Unit Level Inventory and Data Quality Action Plan, to ensure project success

How to qualify

Minimum Qualifications

Possession of a baccalaureate degree from an accredited college or university and three(3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.


Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

Desired qualifications

  • Ability to convey complex and technical information clearly for a diverse audience of stakeholders. Strong oral and written communication ability; adept at communicating with all levels of technical and non-technical staff.
  • Strong data analysis and organizational skills; project management experience a plus.
  • Ability to assess and interpret customer requirements and perform technical and operational analysis; strong qualitative and quantitative analytical capacity
  • Knowledge of client level data systems, including Homeless Management Information Systems
  • Database querying and reporting experience, including familiarity with SQL or LookML 
  • Ability to establish good working relationships and work collaboratively with team members, other departmental programs/teams, end users and vendors. 
  • Excellent problem-solving skills. Ability to prioritize competing requests for service and work independently on short deadlines.
  • Familiarity with the Homelessness Response System and its programs. Experience working with nonprofit service providers, including Homeless Response System (HRS) providers.
  • Experience working with a diverse workforce of people with different cultures, backgrounds, and perspectives.
