The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of two main Divisions - the San Francisco Health Network and Population Health. The San Francisco Health Network (SFHN) is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, over 15 primary care health centers, specialty clinics, a home health agency, and behavioral health (mental health and drug treatment) inpatient, outpatient, and community programs. The San Francisco Health Network is the largest Division of the Department of Public Health and manages an annual budget of $1.2 billion and over 5,000 FTEs.

Role description

Under the direction of the San Francisco Health Network (SFHN) Chief Executive Officer (CEO), the Chief Nursing Officer (CNO) reports to the CEO of the SFHN and partners with the CEO, SFHN Chief Operating Officer, SFHN Chief Medical Officer and SFHN Chief Quality Officer, in providing the executive nursing managerial and clinical operations analysis and improvement activities of an integrated healthcare delivery systems. The CNO is the most senior executive nurse within the SFHN. As such, the CNO, is responsible for ensuring Nursing staff across all the SFHN divisions consistently meet all regulatory requirements and establishes a monitoring and accountability system to ensure compliance. The CNO also has responsibility for the strategic oversight and management of the clinical practice of all nurses in the diverse and complex functional areas at the SFHN. The CNO also manages special grants and projects, within the scope of nursing practice, as directed by the executive and legislative branches of the CCSF government related to healthcare delivery system reform.

The incumbent will be responsible for promoting high quality, patient-centered care by ensuring efficient and effective deployment of nursing initiatives and processes to support patient care across the SFHN. This includes coordinating clinical nursing resources, education, staffing, and nursing practices across the SFHN.

The incumbent in this role will perform administrative and operational functions that ensures integration and alignment of the comprehensive SFHN strategic planning that details the long-term vision, mission, priorities, goals, and tactical plans (including resource allocation) to advance SFHN as a high quality, accessible, integrated healthcare delivery system.

The SFHN CNO performs the following essential job functions:

  • Program Planning and Administration -Interfaces with cross-functional SFHN leadership to oversee nursing initiatives and strategies across the SFHN; develops a SFHN framework and strategy to prioritize, delegate, and execute initiatives that align with the enterprise strategy for nursing operations; assists in the development of clinical protocols that use evidence-based best practices to provide consistency and drive performance outcomes; engages with individual facilities within the SFHN to identify unique clinical/operational needs and assists with the development of action plans that are consistent with the mission of SFHN. Evaluates ongoing productivity targets and benchmarks and recommends adjustments as necessary.
  • Resource Development - Pursues grants and other resources needed to support, augment, sustain, and evaluate the SFHN; directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet healthcare reform or other new nursing or clinical programs, while continuing to address major nursing, clinical and health care priorities.
  • Business Acumen - Provides review, preparation, and defense of budgets related to the SFHN; maintains responsibility for analyzing the current billing and financial systems that support and sustain the SFHN; interprets business data for the purpose of identifying patterns, trends, and variances across SFHN Nursing Operations
  • Political Acumen - Bridges the span of culture between the various constituencies associated with the SFHN, DPH, its clinical and community partners, and departments within the City and County of San Francisco; establishes and sustains effective communication channels with a wide range of DPH staff and other parties involved in initiatives; anticipates potential problems, takes timely initiative and skillfully determines when SFHN and DPH executive leadership consultation and policy guidance is required; communicates regularly with nursing, clinical, and healthcare executive-level management regarding the Department's activities and coordination of efforts with other City departments in addressing the needs of the City; represents the Department before legislative boards, regulatory bodies, other healthcare agencies, and nursing, clinical, or advisory committees; provides consultation and advice to boards, committees, and representatives from federal, state and local agencies; provides feedback to SFDPH and SFHN executives on nursing initiatives, standards of care, cross-functional initiatives, and clinical processes based on key performance metrics.

The 1165 Manager, Department of Public Health SFHN Chief Nursing Officer may perform other duties as assigned or required.

How to qualify

EDUCATION:

Possession of a master’s degree in nursing from an accredited college or university.

EXPERIENCE:

Requires at least three years of experience as an administrator of a large general teaching hospital or related organization; three years of complex health care administrative experience or an equivalent combination of training and experience.

LICENSES AND CERTIFICATIONS:

  • Possession of a valid California Registered Nurse License*

*Applicants possessing a valid registered nurse license issued from another US state may apply, but if selected, the candidate will not be hired until they obtain a valid California Registered Nurse License.

DESIRABLE LICENSES AND CERTIFICATIONS:

  • Certified Professional in Healthcare Quality (CPHQ)
  • Certified Professional in Health Care Risk Management (CPHRM)
  • Lean Certified
  • Nurse Executive Advanced-Board Certified (NEA-BC)
  • Certified in Executive Nursing Practice (CENP)

One-year full time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full time employment.

DESIRABLE QUALIFICATIONS: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring:

  • Five (5) years of verifiable, full-time professional experience practicing bedside nursing.

Ten (10) years of verifiable, full-time administrative experience as a Nursing Executive in a position of senior management as a director or above.
