Power Enterprise

The Power Enterprise, within the SFPUC, has two separate power programs, Hetch Hetchy Power, San Francisco’s Publicly Owned Utility serving 150 MQ of retail load, and CleanPowerSF, San Francisco’s Community Choice Aggregation program, serving 500+ MW of retail load. Power Enterprise serves this load with a combination of owned and purchased resources. SFPUC owns and operates the Hetch Hetchy Water and Power Project, which includes hydro-electric power generation in Moccasin, California; solar arrays throughout San Francisco; and biogas cogeneration facilities, which together produce cost-effective energy with a zero greenhouse gas (GHG-free) emission profiles. Both of Power’s program supply portfolios exceed State minimum renewable content. Power Enterprise provides its retail customers with distributed energy resource programs. In addition to these retail electricity service offerings, Power Enterprise is responsible for San Francisco street and pedestrian lighting.

Role description

Project Name: Credit Risk Management Project           

Schedule: Full Time (hybrid)                                                                     

Position Description:

Under the direction of the Risk Management & Business Analysis Manager, the 1824 Principal Administrative Analyst will analyze prospective and current power supply counterparties' financial health through in-depth formal reviews of financial statements, credit analyses, industry research and rating agency guidance.  This position will develop and maintain financial models to assess financial performance and risk exposure on current and prospective counterparties, joint venture partners, vendors, major customers, etc.  The position will develop and refine counterparty credit limits, policies, processes, and procedures to effectively manage credit risk. This position will also perform financial and business analyses and projections related to Power’s two programs – Hetch Hetchy Power and CleanPowerSF to ensure financial stability and affordability for their rate payers.

The incumbent in this position will supervise staff in job classes 5601 Utility Analyst.

Essential duties:

• Utilize analytical and quantitative skills to conduct in-depth formal, accurate financial statements and credit analysis and recommend appropriate credit limits.
• Must be able to navigate industry research, financial statements, S&P and Moody’s research reports, and provide an evidence-based opinion on a counterparty creditworthiness.
• Develop and manage counterparty credit evaluation policy and procedures.        
• Monitor daily counterparty exposure to ensure that trading activity is in line with established credit limits and relevant credit policy.    
• Recommend and establish credit (collateral) requirements, such as letters of credit, parental guarantees, prepayments, netting agreements, etc., as necessary.
• Present results of analyses and recommendations to other Power Enterprise staff, management and policymakers, as needed.
• Review incoming financial assurances to determine compliance with established standards.         
• Develop strong working relationship with trading & marketing, operations, legal and accounting to ensure accurate and relevant information sharing across departments.
• Develop and maintain relationships with current and prospective counterparties.             
• Develop models for financial projections, project valuation, and risk assessment for business and operational opportunities.
• Multitask, prioritize, and meet deadlines while working independently with limited supervision.
• Collaborate to identify, develop, and implement process improvements and bring greater efficiency to the team. Ability and willingness to think outside the box.
• Other job-related duties as required.

How to qualify

Qualifications:

Possession of a baccalaureate degree from an accredited college or university, and five (5) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution:

Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

Desirable Qualifications: 

Three (3) or more year  of prior credit experience. Energy industry experience a plus.

Bachelor's degree in finance, accounting or economics.
