The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of two main Divisions - the San Francisco Health Network and Population Health. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers.

The San Francisco Department of Public Health is accepting applications for a permanent civil service Facilities Maintenance Manager (0923 Manager II).
Role description
The Facilities Maintenance Manager (0923 Manager II) oversees and prioritizes the work of a Facilities Maintenance Team of seven people and is responsible for the development, procurement, and management of contracts to support the maintenance work. The incumbent will be administratively responsible for collaborating on a department-wide online work order system. The scope of responsibilities includes ensuring the timely performance of preventive maintenance, routine maintenance, and responding to emergency conditions to ensure that all facilities are in comply with relevant Life Safety Standards in order for clinics to maintain certification and licensure requirements that can impact their ability to deliver services and receive funding. The current portfolio of buildings overseen by this position includes fourteen health clinics of varying complexity and age which is likely to expand in future years. The manager will collaborate with the Department of Public Works (DPW), clinic staff, vendors, and other stakeholders to ensure maintenance issues at buildings are addressed in a comprehensive, safe, timely, and cost-effective way. The Facilities Maintenance Manager (0923 Manager II) will oversee hiring for the Facilities Maintenance Team and will manage the Facilities Maintenance budget.
ESSENTIAL DUTIES:
The Facilities Maintenance Manager (0923 Manager II) performs the following essential job functions:
- Supervises, trains, and evaluates the work of Facilities Management Team employees; oversees hiring for Facilities Maintenance Team positions.
- Delegates work to employees and supports them in managing their workloads.
- Manages collaboration between members of the Facilities Maintenance Team via regular meetings, shared documents, or other project management tools.
- Manages the contractor bid process for maintenance work done by outside vendors, including requesting proposals, coordinating job walks for vendors, and working with the Fiscal Unit to open purchase orders.
- Collaborates with other DPH Divisions as necessary to perform duties.
- Collaborates with the Department of Public Works (DPW) on services provided to the Department of Public Health (DPH), including requesting the work by opening Service Orders, confirming completion of work, approving final work product, and approving billing reports.
- Participates in budget development by providing detailed justifications and persuasive arguments in support of the needs of Facilities Maintenance.
- Directs the allocation of the Facilities Maintenance budget to achieve timely outcomes by prioritizing maintenance needs and adjusting to address emergent maintenance needs.
- Evaluates procedures, identifies, and analyzes problems and issues, and may implement and document new procedures to increase effectiveness and efficiency of the Facilities Maintenance Team.
- Manages use of the DPH-wide online facilities work order system, including collaborating with other DPH divisions on issues of standard work and data analyzed from the system.
- Works with DPH Project Managers on the timely review of major capital improvement projects including review of construction project documents to provide input, ensuring compliance with DPH standards. During project construction, responds to request for information.
The Facilities Maintenance Manager (0923 Manager II) performs other duties as assigned and required.
Selection Procedures

Supplemental Questionnaire (SQ) Examination (Weight: 100%): Candidates who qualify will be emailed a Supplemental Questionnaire (SQ) that is designed to measure the knowledge, skills, and abilities in job related areas which may include but not be limited to: familiarity with building maintenance needs, ability to create new workflows and procedures to facilitate work, budget administration, process evaluation and improvement, and ability to work with contractors and manage bid process. The SQ will be emailed to the address listed on the candidate’s online application. Candidates will be required to respond to the SQ in the time frame indicated and must submit the completed questionnaire as directed to have it evaluated. Responses cannot be changed once submitted. A passing score must be achieved on each of the above-described exams to be included on the confidential eligible list. After the confidential eligible list is adopted, the department may administer additional selection procedures to make a final hiring decision. Certification The certification rule for the eligible list resulting from this examination will be the Rule of the List. Eligible List/Score Report: Once you pass the exam, you will be placed onto an eligible list and given a score and a rank. How to qualify
Required Minimum Qualifications (be sure your application clearly shows how you meet these requirements):
1. EDUCATION: Possession of a bachelor’s degree from an accredited college or university,
AND
2. EXPERIENCE: Four (4) years of verifiable professional experience performing facility maintenance in a large healthcare organization.
EDUCATION SUBSTITUTION: Additional qualifying experience may substitute for the required degree on a year-for-year basis as follows:
- Five (5) years of experience is qualifying with three (3) years (ninety (90) semester or one hundred thirty-five (135) quarter units
- Six (6) years of experience is qualifying with two (2) years or sixty (60) semester or ninety (90) quarter units
- Seven (7) years of experience is qualifying with one (1) year or thirty (30) semester or forty-five (45) quarter units of college
- Eight (8) years of qualifying experience is qualifying with no college education
Note: One year of full-time employment is equivalent to 2,000 hours of qualifying work experience (one year if performed full-time at 40 hours per week). Any overtime hours that were worked above 40 hours per week are not included in the calculation to determine qualifying hours worked.
