Role description

Under general supervision, the Senior Community Development Specialist II – Affordable Housing Services Program Manager at the Mayor’s Office of Housing, Community Development Division, performs difficult and complex program planning work in the areas of community development, housing and/or housing development. 

The Affordable Housing Services Program Manager will report to the Housing Services Director.  They will have two primary responsibilities: 1) Effective engagement of residents in affordable housing and public housing to connect with services and participate in place-based community revitalization efforts and 2) Implementation of equitable organizational capacity building for housing services partners and affordable housing providers.  Their duties will include managing the RAD, HOPE 6, and HOPE SF housing services of the division, including overseeing a nonprofit grant portfolio; overseeing service coordination and collaboration with City Departments regarding subsidized and affordable housing sites;  evaluation, support and implementation of the RAD, HOPE 6 and HOPE SF services model, including service delivery systems, outcomes and data systems, implementation of RAD policies and practices, and facilitation of RAD working groups; working collaboratively, communicating and convening meetings with grantees in order to manage and coordinate their funded activities; representing MOHCD at inter-departmental and citywide meetings; making presentations to the Board of Supervisors and other public bodies; serving as departmental point of contact for managing constituent issues regarding housing stability and evictions.  This position will be responsible for supervising up to two Senior Community Development Specialists.

The essential functions include: supervising staff; coordinating the development of major program areas;  coordinating the implementation of activities with other government agencies, private corporations, and community organizations; reviewing, presenting, and discussing program, operational, or policy issues; reviewing and making recommendations regarding the annual work programs, operating budgets, and proposed activities of entities receiving funds; monitoring and evaluating the effectiveness of programs and funded projects; providing technical assistance and advice to staff; developing and implementing procedures to assure compliance with applicable laws and regulations; attending program or project-related meetings; preparing, reviewing and executing contracts and other necessary documents; meeting with agencies, key stakeholders and other relevant individuals; and working with confidential information.  The Senior Community Development Specialist II at the Mayor’s Office of Housing also performs related duties as required.

How to qualify

  1. Possession of a baccalaureate degree from an accredited college or university AND four (4) years of administrative/professional experience in community development, housing and/or housing development, finance, education, social work, children/youth work, or criminal justice; OR
  2. Possession of a baccalaureate degree from an accredited college or university with major coursework in public or business administration, urban planning, government, social work, education, finance, criminal justice, or related field AND three (3) years of administrative/professional experience in community development, housing and/or housing development, finance, education, social work, children/youth work, criminal justice or elections related work; OR
  3. Possession of a Master’s degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration AND two (2) years of administrative/professional experience in community development, housing and/or housing development, finance, education, social work, children/youth work, or criminal justice; OR
  4. Possession of a Juris Doctor degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, finance, education, social work, children/youth work, or criminal justice.

SUBSTITUTION:

Verifiable administrative/professional experience involving community development, housing and/or housing development, finance, education, social work, children/youth work, criminal justice, and/or elections may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.

Desirable Qualifications:

  • Knowledge of San Francisco’s neighborhoods and social services infrastructure.
  • Experience working in a government and/or non-profit setting interacting with the development and implementation of programs that serve low-income communities.
  • Experience in engaging with residents in public and subsidized housing.
  • Experience managing grants with nonprofits
  • Experience in project management, including working with different governmental agencies and community organizations.
  • Experience in analyzing, developing, and implementing policies
  • Experience in long-range strategic planning
  • Experience with governmental regulations, compliance and monitoring procedures
  • Experience offering technical assistance to non-profit organizations.
  • Experience in developing strategic neighborhood planning processes that effectively incorporate community input.
  • Experience in speaking effectively before individuals and groups in both government, non-profit and community settings.
  • Experience in facilitating effective collaboratives between non-profit institutions
  • Experience in developing public-private partnerships.
  • Experience in program evaluation, program development, and implementation.
  • Basic knowledge of non-profit financial systems.
  • Proficiency in operating computers using Windows-based programs, including word processing, spreadsheet and database software in a standard indoor office environment.
  • Excellent interpersonal, written and verbal communication skills, including the ability to write clear and concise reports, recommendation and correspondence.
