The San Francisco Department of Public Health (DPH) Behavioral Health Services utilizes myAvatar, Methasoft, and Epic Electronic Health Records (EHRs). Under the general direction of the Ambulatory Care Applications Manager, Behavioral Health IT is hiring one full-time permanent IS Business Analyst to support system implementations and the maintenance cycles of our EHRs including needs analysis, structured systems design, technology and software assessment, project planning, testing, support, technical and procedural documentation, and post-implementation reporting. The future incumbent will act as an IS resource for projects and needs to be able to troubleshoot and resolve problems utilizing a variety of tools and applications within the Department of Public Health.
Role description
Duties Include
- Assure proper planning, documentation, installation, and testing of various electronic medical record methodologies to meet end-user requirements.
- Prepare and document system workflows, build, and test plans; work with vendors to prepare technical specifications and scopes of work.
- Learn a variety of business procedures and processes; use logic and analysis to solve systems problems.
- Participate in medium and large-sized projects from inception to completion and their subsequent maintenance, and support.
- Develop reports using Crystal Reports, SQL, and other reporting tools to meet state and departmental requirements.
- Perform troubleshooting and technical support for a variety of DPH applications.
- Provide technical assistance with upcoming EHR implementations.
- Provide end-user support and escalate system issues to vendors as needed.
- Participate in upgrades and patching events.
- Stay updated on assigned aspects of our EHRs and governmental regulations.
- Attend and contribute to project team meetings and user meetings.
- Serve as a liaison between IT and DPH stakeholders.
- Establish and maintain effective customer-focused working relationships with co-workers, managers, department customers, the public, vendors, consultants, and others encountered in the course of work.
- Performs other related duties as assigned.

Education
- An associate degree in business administration, public administration, information systems, economics, finance, computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field].
Experience
- One (1) year* in the information systems field, including technical support, content management, administration of network applications or system analysis.
Substitution
- Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in one of the fields above or a closely related field.
- Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.
*One year of full-time employment is equivalent to 2,000 hours of work experience (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours a week are not included in the calculation to determine full-time employment.
