Role description

Under the general direction of the Learning and Organizational Development (L&OD) Manager, the Learning Strategy and Systems Manager will lead the administration and implementation a new learning management system at the Agency to maximize the use of resources. The incumbent in this position will research and develop multiple initiatives and carry these initiatives forward leading a team of trainers. In collaboration with other members of the L&OD team including analysts and trainers, as well as other leaders and managers within the Agency and other City departments, the Learning Strategy and Systems Manager's work will help establish organizational goals, increase efficiency and drive decisions for the entire Agency.

ESSENTIAL TASK AND DUTIES

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list.

  1. Developing multiple, new initiatives such as competency-based processes and systems for hiring, training, performance management, and succession planning.
  2. Planning, developing, and directing Agency-wide initiatives. This includes rolling out new strategies in partnership with the L&OD team to maximize staff and stakeholder success.
  3. Managing the continued improvement process which includes implementing a variety of new initiatives, courses and solutions. Immediate priorities include socializing and administering the new learning management system and assisting in training staff during large-scale systems change
  4. Enhancing professional development opportunities for HSA staff including leadership and management competencies.
  5. Supporting Agency-wide initiatives aimed improving organizational culture by conducting and managing organizational studies and evaluations, and continuous quality improvement studies for Human Resources and HSA.
  6. Delivering presentations to showcase findings, recommendations, and provide updates to colleagues and leadership through presentations, dashboards, and other written formats.
  7. Making policy recommendations to improve organizational culture based on equitable best practices and employee feedback. 
  8. Managing daily functions and the work of a subset of learning staff to improve performance utilizing data driven metrics and techniques.

How to qualify

1. Education: Possession of a bachelor’s degree from an accredited college or university in human resources, business administration, organizational development, or a closely related field;

AND

2. Experience: Three (3) years of professional-level experience in learning and organizational development, and/or human resources.

Substitution of Education: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years.  One (1) year is equivalent to thirty (30) semester units/forty-five (45) quarter units.

Substitution of Experience: A master's degree in industrial/organizational psychology, human resources, public administration, business administration, or closely related field may substitute for one year of experience.

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

Desirable Qualifications:

  • Experience supervising staff performing work in the learning and organizational development field
  • Experience configuring, administering, and troubleshooting an LMS or experience with SumTotal and Cornerstone products is a plus 
  • Experience leading large change management projects
  • High tolerance to ambiguity and ability to adapt and pivot
  • Adept at using workforce analytics to draw insights and drive initiatives

SELECTION PROCEDURES 

Supplemental Questionnaire: (Weight: 100%)

Candidates will be prompted to complete a supplemental questionnaire as part of the online employment application. The Supplemental Questionnaire is designed to measure an applicant's relative knowledge, skills and abilities in job-related areas identified as critical for successful performance. These may include but are not limited to: ability to supervise staff; ability to develop and implement policies, systems, programs and procedures; ability to identify, analyze and report upon activities, issues, and problems and recommend appropriate solutions; ability to establish and maintain effective working relationships; ability to supervise, train, and coordinate staff; written communication ability; knowledge of learning management systems, knowledge of training including developing, delivering, evaluating.

All responses to the Supplemental Questionnaire are subject to verification and should be consistent with the information provided in your application. Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

Passing scores must be achieved on the Supplemental Questionnaire in order to continue in the selection process.

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

What else should I know?

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of six (6) months and may be extended with the approval of the Human Resources Director.
