The San Francisco Department of Public Health (SFDPH) is accepting applications for a permanent civil service 2736 Porter

Positions are located throughout the Department of Public Health, including Zuckerberg San Francisco General Hospital and Trauma Center (ZSFG), Laguna Honda Hospital and Rehabilitation Center (LHH), Community Primary Care and Mental Health Clinics, as well as San Francisco County Jails.

Shift:  Varies depending on position. Employees must be willing to work days, evenings, nights, swing or graveyard shifts, which may include weekends and/or holidays.

The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of two main Divisions - the San Francisco Health Network and Population Health. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers.

Role description

Under supervision, the 2736 Porter performs a variety of routine manual tasks in cleaning floors, hallways, stairs, walls, furniture and equipment in a large institution; transports food, utensils, equipment and supplies between locations.

ESSENTIAL DUTIES:

The 2736 Porter will perform the following essential functions:

  • Sweeps and mops the floors in halls, wards, laboratories, patient rooms, treatment rooms, stairways and other areas throughout an institution.
  • Scrubs and waxes floors with the aid of electric scrubbing and buffing equipment.
  • Empties wastebaskets into larger trash cans, and takes same to place inside the compactors at the loading dock; takes wet garbage to garbage room.
  • Washes and cleans face bowls, commodes, bathtubs and other bathroom fixtures and replenishes paper towels, toilet tissue, soap, light bulbs, etc., as needed.
  • Dusts, cleans and washes all furniture, equipment, walls and woodwork throughout an institution.
  • Gathers soiled linen on the various assigned wards and brings to soiled linen room; sterilizes mattresses, pillows, bed linens, etc.
  • Transports food and utensils by pushing a food gurney from the kitchen to the various wards and returns to kitchen; moves furniture, equipment and other items about an institution as required and may carry ice to various wards; assists in loading and unloading trucks; uncrates and assembles furniture and equipment.
  • Upon the discharge of a patient, may be assigned to the complete discharge cleaning function which includes but is not limited to the dusting and cleaning of patient rooms, floors, walls, bathrooms, furniture and light fixtures, and the changing of the patient’s bed.
  • May occasionally have very limited responsibility for the checking and storing of a small variety of supplies, such as dirty and clean linen, office supplies, printed forms, etc.
  • May occasionally wash and clean window glass and electric fixtures from ladders or scaffolds from ground level or interior heights.
  • As directed, may occasionally perform the duties of Porter Assistant Supervisor.

The 2736 Porter may perform other duties as assigned.

Nature of Work: Positions require employees to use chemicals and cleaners; properly lift and move supplies, furniture, and/or equipment weighing up to 60 pounds with some exposure to accident and injury hazards and disagreeable elements; require sustained physical effort to perform job duties; climb a ladder to perform job duties; work in inclement weather conditions; may be required to wear a uniform; and participate in training courses. Some positions may also require employees to work directly with individuals within locked jails and psychiatric facilities, the homeless population and/or individuals who have or are carriers of infectious/communicable diseases.

How to qualify

Candidates must provide verification that they meet all elements of the minimum qualifications.

1. Six (6) months (1040 hours) verifiable paid full-time custodial or janitorial experience at a commercial building (such as an office building, warehouse, retail or wholesale store), or non-profit agency or a commercial facility (such as a university, hospital, stadium, auditorium, hotel/motel, etc.); 

OR

2. Certificate of completion of a Custodial Training Program equivalent to those certified by the City and County of San Francisco Human Services Agency; 

OR

3. Verification of current enrollment in a custodial training course equivalent to those certified by the City and County of San Francisco Human Services Agency at the time of application. 

NOTE: If you have a Certificate of Completion from a Custodial Training Program that is equivalent to those certified by the City and County of San Francisco Human Services Agency, or if you have verification documents of current enrollment in a custodial training course that is equivalent to those certified by the City and County of San Francisco Human Services Agency, please upload these documents when completing your online application

Candidates who are enrolled in a custodial training course at the time of application must submit verification of having completed the course (e.g., a copy of their certificate), prior to appointment. Candidates will remain under waiver until such time that verification is provided.

Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.

One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine fulltime employment.

SPECIAL CONDITIONS: Some positions may require the following special conditions: 

  • A valid California (CA) driver's license.
  • Pass and maintain San Francisco Sheriff's Department background jail clearance.

Selection Procedures
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following.

Minimum Qualification Supplemental Questionnaire (MQSQ):Candidates will be required to complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Assessment Component
Candidates that meet the minimum qualifications will be invited to participate in a written multiple-choice exam that is designed to measure the knowledge, skills, and abilities in job related areas. The multiple-choice examination component may include, but is not limited to: routine cleaning functions, deep cleaning functions, restroom cleaning, use of equipment, tools and supplies, safety and security procedures, customer service and human relations skills and ethics in cleaning.

Written Exam: (Weight: 100%) 

Candidates must achieve a passing score on the written multiple-choice exam in order to continue in the selection process and will be placed on the confidential eligible list in rank order according to their final score. 

This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review.

Your written exam score will be "banked" for three years. During this three-year time period, you will not be required to re-take this test for another 2708 Custodian or 2736 Porter announcement. If another announcement is held within twelve months of the date of this examination, and it requires this written test, your score will be automatically applied to that announcement. However, after twelve months, you will have the option to either (a) apply your test score to the other announcement OR (b) re-take the test. Retesting is permitted no sooner than twelve months from the date of the examination and only in association with your eligibility for another announcement for which this test is used.

Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Certification
The certification rule for the eligible list resulting from this examination will be the Rule of Ten (10) Scores.

The duration of the eligible list resulting from this examination process will be 12 months and may be extended with the approval of the Human Resources Director.
