Role description

Under the general supervision of the Funding Team Managers, this position serves as Senior Fiscal Specialist in the Department of Children, Youth and Their Families (DCYF).

The Senior Fiscal Program Specialist performs duties requiring a high degree of independent judgment on the tasks of developing and managing grant agreements and monitoring assigned grants for programmatic quality and compliance with funding requirements in the Service Areas of Out of School Time (OST), Educational Supports, Justice Services, Enrichment, Leadership and Skill Building (ELS), Youth Workforce Development (YWD), and other child and youth support services.

The Senior Fiscal Program Specialist also supports the department’s planning activities mandated by Proposition C, the Children and Families First Initiative.

Essential Job Duties and Responsibilities:

The position will perform the following essential functions:

1. Act as primary point of contact for grantees to assist them with work plan development, invoicing, contracting and compliance.  Work with grantees to negotiate annual work plans to ensure that programs and services are in alignment with DCYF’s policy for grant expectations and budgets.

2. Conduct fiscal monitoring visits that include reviewing of grantee invoices, analysis of financial statements and grantee leadership interviews. File written reports detailing findings of fiscal and administrative health.  Provide light technical assistance and troubleshooting. Coordinate with Technical Assistance and Capacity Building team to develop technical assistance plans.

3. Participate in strategy development and refinement processes by providing relevant information gathered from grantees and the community that can be used to develop new and refine existing funding strategies and Request for Proposals (RFP). 

4. Participate in strategy implementation by developing funding requirements, coordinate connections between grantees within a strategy as needed, and convene grantees.

5. Participate in RFP decision-making process by reading and scoring proposals, discussing potential funding decisions, and providing critical information about program and agency capacity, performance, and experience.  Assist in assessing grantee performance, review evaluation results, research best practices, facilitate stakeholder discussions and other data gathering activities as needed.

6. Visit programs to assess quality. Provide light technical assistance and troubleshooting. Coordinate with other Program Specialists, Evaluation Analysts & Contracts Specialists to develop technical assistance plans.

7. Provide input at meetings with CBO’s, other City departments and private agencies to support the implementation of programs and projects, represent the department at assigned community events and develop strong working relationships with contracting agencies. 

How to qualify

1. Possession of a baccalaureate degree from an accredited college or university AND three (3) years of administrative/professional experience in community development, housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance, or criminal justice AND two (2) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice; OR

3. Possession of a master’s degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; AND one (1) year of administrative/professional experience in community development, housing and /or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

4. Possession of a Juris Doctor degree from an accredited college or university AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.

Substitution:
Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.

Special Conditions:

Candidates must possess the two (2) special conditions listed below.  This experience can be gained concurrently.

1. Two years (24 months) of professional experience performing programmatic assessment of children and youth programs.    AND

2. One year (12 months) of experience in complex grant analyst and fiscal monitoring experience within the last 4 years.  This verifiable professional experience must be in conducting analysis and coordinating activities related to the management of extremely complex grants and fiscal monitoring; analyzing and monitoring compliance with funding, legal, service and other requirements; monitoring detailed and complex grants that focuses on supporting and assessing programs, budget analysis, ensuring expenditures remain within the budget, and preparing financial/statistical reports for management; providing technical assistance and oversight to recipients of grants awarded by the department/agency.

The above minimum qualifications reflect special conditions associated with the position to be filled.   They may differ from the standard minimum qualifications associated with this classification.

Verification of the two (2) special conditions will be required at the time of hire.

Note: One year of full-time employment is equivalent to 2,000 hours worked.

• Strong ability to work with, communicate with and relate with an array of stakeholders from youth to service providers to parents to elected officials to administrators.
• Comprehensive knowledge of youth development, principles, and practices; and youth organizations throughout San Francisco.
• Experience interacting effectively with San Francisco's diverse communities.
• Excellent writing and communication skills.
• Professional experience working with programs that promote positive youth development outcomes including afterschool programs, workforce development programs, health and well-being; nutrition education and development; violence prevention and intervention programs, teen leadership and empowerment programs, transitional age youth services, and behavior health services.
• Knowledge of effective practices in nonprofit management and strong understanding of community-based organizations.

Compensation: $106,730 -$129,688 annual salary.

Selection Procedures:

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying) - Candidates will be e-mailed a link to complete a Minimum Qualification Supplemental Questionnaire (MQSQ). This MQSQ is designed to obtain specific information regarding an applicant’s experience in relation to the Minimum Qualifications for this position as required for the minimum qualifications review. Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience, and training. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Candidates who send in a completed MQSQ by the provided deadline and meet the minimum qualifications will be invited to participate in the Supplemental Questionnaire Evaluation.

Supplemental Questionnaire Evaluation (Weight: 100%) - Candidates who meet the Minimum Qualifications will be e-mailed a Supplemental Questionnaire with 5 essay questions.  It is designed to measure the knowledge, skills and abilities required for this 9774 position at DCYF. All candidates’ responses to the Supplemental Questionnaire are subject to verification. All relevant experience, education and/or training must be included in the responses to be reviewed in the rating process. Candidates must complete the Supplemental Questionnaire and it must be submitted by the provided deadline. Once submitted, applicant responses on the Supplemental Questionnaire cannot be changed.

A passing score on the Supplemental Questionnaire Evaluation must be achieved to be placed/ranked on the Score Report / Eligible List. Candidates will be placed on the Score Report / Eligible List in rank order according to their final score.

Certification - The certification rule for the eligible list resulting from this examination will be Rule of Ten (10) Scores. The hiring department may conduct additional selection processes prior to making final hiring decisions.

Eligible List - A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores, and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be 12 months, and may be extended with the approval of the Human Resources Director.
