- Appointment Type: This is a Temporary Provisional (TPV) position excluded by the Charter from the competitive Civil Service examination process. It is considered “at will” and shall serve at the discretion of the Department Head. This position will be subject to the Permanent Civil Service examination process at a later date. Successful participation in the Permanent Civil Service examination and selection through an open competitive process is needed in order to be considered for the permanent appointment.

Role description
Duties and Responsibilities
- Performs incident investigations and produces reports identifying causes and causal factors and prevention. Provides technical safety assistance and support for incident investigations.
- Performs trend analyses on incidents as assigned.
- Develops corrective action plan for identified incident trends.
- Determines leading safety and health indicators and reports annually.
- Develops, conducts, and/or coordinates occupational safety and health training for employees, supervisors, and management. Topics include, but are not limited to: Electrical Safety, Fall Protection, Lock-Out/Tag-Out, Excavation Safety, Emergency Response and Preparedness, Ergonomics, Defensive Driving, Confined Space, Incident Investigation, Supervisor Safety and Health Responsibilities, Basics of Workers’ Compensation, Traffic Safety, Forklift Safety, Aerial Lift Safety.
- Evaluates safety and health training provided by consultants and as necessary, makes recommendations for improvement.
- Assists in the development and presentation of new Occupational Safety and Health training courses.
- Develops or updates tailgate trainings on an ongoing basis.
- Manages the tailgate training program. Produces and issues contents of tailgate binder on an annual basis.
- Conducts safety and health inspections and hazard assessment surveys and generates reports which identify physical, biological, and chemical hazards and program areas which are not in compliance with Cal-OSHA regulations and/or pose a significant safety or health risk. Develops recommendations or controls or practices to minimize or eliminate hazards identified, including field visits.
- Assists with the quarterly formal inspection program as needed. Develops new inspections checklists as requested. Follows up on reported inspection deficiencies; monitors informal inspections and ensures hazards are reported on the Hazard Control Log.
- Follows up on use of Preventative Maintenance binder with sections and shops to determine specific equipment inspection frequency and solicit input on program improvements.
- Develops Codes of Safe Practices (CSP) Policy Procedures. Develops, updates, or rewrites CSPs as needed.
- Conducts Annual IIPP Audit and produces report.
- Provides technical assistance and support in safety and health and industrial hygiene related matters on an as needed basis.
- Participates in safety and health regulatory inspections and compliance activities and provides technical assistance and support as needed. Provides timely written responses to requests for information and hazard complaints.
- Reviews and makes recommendations on facilities design and construction to enhance safety and regulatory compliance.
- Performs on-going evaluation of new or renovated facilities for compliance with Airport Guidelines, Cal-OSHA and other regulations and/or evaluate for potential significant safety or health risks. Develops reports as necessary.
- Reviews and comments on contract site safety plans and makes recommendation to ensure plans are in compliance with Airport Guidelines, Cal-OSHA, and other regulations.
- Creates or revises SFIA Safety and Health Policies and Procedures including hazardous energy control, electrical safety program, codes of safe practices and other policies and programs as necessary to ensure compliance with updates to Cal-OSHA regulations and to ensure the policies and procedures reflect current SFIA practices.
- Evaluates current programs for employee participation, effectiveness, and state of the art control management of significant safety and health hazards.
- Provides technical assistance, training and conducts employee evacuation drills.
- Maintains and update policies and procedures pertaining to emergency response/
- Attends Airport Safety Committee, Duty Managers, Emergency Operations Group, ramp safety, terminal safety and safety management systems (SMS) meetings and other meetings as requested.
- Attends and/or conduct biweekly safety tailgate meetings.
How to qualify
Education:
Baccalaureate degree from an accredited college or university AND
Experience:
Four (4) years of professional occupational safety experience, such as implementing occupational safety programs, conducting worksite inspections and conducting safety training. (Weapons, Ordinance, and Systems Safety experience is not qualifying)
License and Certification:
Possession of a valid California Driver’s License
Substitution:
1) A Master’s Degree in Safety, Occupational Safety and Health, Safety Management, or a closely related field may substitute for two (2) years of the required experience.
2) Certification as a Certified Safety Professional (CSP) may substitute for the required experience described above.
Applicants must meet the minimum qualification by the final filing date unless otherwise noted.
One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full time employment.

SELECTION PROCEDURES
The selection process will include evaluation of applications in relation to minimum requirements. Applicants meeting the minimum qualifications are not guaranteed advancement to interview. Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited for an interview.

Transportation Security Administration (TSA) Security Clearance: Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.
Customs Clearance
This position requires that the incumbent be qualified for unescorted access to the San Francisco International Airport U.S. Customs Security Area. An application for a U.S. Custom Access Seal may be submitted to Customs ONLY after employment has commenced. Employment in this position requires that the incumbent submit an application for, successfully acquire and maintain a Customs Access Seal. Per Civil Service Commission Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the examination announcement for this examination. Failure to acquire or maintain customs access, a requirement for this position, may be basis for termination from employment with the Airport Commission. Customs Access Seal requirements and procedures are located in the Code of Federal Regulations, Title 19, Part 122, Sections 181 or 189.
