Role description
Under the general direction of the Director of Data, Evaluation and Compliance, the Data Analyst at the Mayor’s Office of Housing and Community Development plans, organizes, leads, and conducts complex, sensitive, and detailed analytical work in support of departmental strategic planning efforts, policy development, decision-making, reporting and communications. The Data Analyst will also manage the migration of MOHCD data from disparate spreadsheets and databases to a Salesforce system. A strong candidate would have experience in project management and in performing analyses using coding and analysis software such as R, Python and Stata, mapping software such as ArcGIS, and data visualization software such as PowerBI. This position will work in a highly collaborative environment and assist with the department’s efforts to move toward better outcomes and racial equity with its programs and services and to maximize the impact of program resources.
- Conducts research and analytical work on special projects or highly visible public issues that have significant impact on the functions and operations of the department’s affordable housing and community development programs and projects;
- In collaboration with Director of Database Development and Migration, manages the migration of department data from spreadsheets and databases to a Salesforce system, including coordination of multiple teams to develop department-wide schema and resolve data conflicts; collaboration with other City staff to integrate database development with the housing application portal; management of external project consultants; and report to internal leadership team;
- Collaborates and confers with senior management staff and other subject matter experts to clarify needs, issues and parameters, and to discuss, evaluate and make policy recommendations on affordable housing and community development programs and projects;
- Responds to internal and external informational and data requests, including those of a highly sensitive nature;
- Compiles and analyzes the department’s program data for the purposes of tracking progress towards goals and of improving services, and for mandated reporting purposes;
- Prepares clear, comprehensive reports and presentations;
- Presents reports, finding and recommendations to internal and external stakeholders, including formal presentations to groups; may represent the department to the Mayor's Office, Board of Supervisors, Controller's Office, other city officials, outside agencies or the general the public;
- Provides technical assistance and training to internal staff on data structure and data systems, including Salesforce onboarding, hosting bi-weekly Data/Salesforce Office Hours, and, assisting with the creation of reports to extract data;
- Develops and implements processes, procedures and systems to clean, manage, store and present a large volume of sensitive and complex data, including creating and maintaining automated scripts;
- As part of the Data, Evaluation and Compliance team, coordinates data management processes and systems across departmental divisions to improve reporting and communication of the department’s impact and to evaluate and improve the department’s programs and services; and, supports internal staff to collect, review, analyze and report data.

Important and Essential Knowledge, Skills and Abilities
Knowledge of: the principles, procedures and standards related to the following: government and/or non-profit management and operations; project management; relational database structure; coding and analysis software; statistical, geospatial and other analytical methods; applicable local, state, and federal laws and regulations affecting departmental operations; the development and implementation of complex systems and procedures; program evaluation frameworks; policy analysis; and affordable housing and community development programs that serve low-income communities.
Ability to: collect, synthesize, and analyze a wide variety of information; conduct difficult analytical studies involving complex administrative and financial systems and procedures; work with authority to identify and define problems, determine methodology, evaluate data, make recommendations with appropriate justification and develop/implement a plan of action; manage projects effectively; effectively prioritize and organize multiple assignments and projects; exercise sound judgment; coordinate work/projects with other programs and departments; establish and maintain effective working relationships with departmental representatives, senior management, representatives of other departments/agencies, officials, contractors and the general public; negotiate effectively; speak clearly and concisely to communicate work-related information in a manner that is understandable to the intended audience; listen and effectively elicit information; prepare clear, accurate, effective, well-organized and understandable written documents and management reports; use a computer to research, access, extract and process data and information; use Windows-based software programs, including Word, Excel and PowerPoint; use data management systems such as Salesforce and/or other web-based grants or contract management systems; use coding and analysis software such as Python, R and Stata; use geospatial analysis software such as ArcGIS; use data visualization software such as PowerBI; create and maintain records; prepare correspondence, reports and other documentation, including statistical data.
How to qualify
1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university and three (3) years of full-time equivalent experience performing professional level analytical work as described in Note A: OR
2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B and two (2) years full-time equivalent experience performing professional level analytical work as described in Note A; OR
3. Possession of a baccalaureate degree from an accredited college or university and four (4) years full-time equivalent experience performing professional level analytical work as described in Note A; OR
4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and three (3) years full-time equivalent performing professional level analytical work as described in Note A
SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
