Role description

As a Zero Waste Assistant Coordinator, you will be responsible for assisting with the development, implementation, evaluation, and enforcement of the City’s zero waste policies and programs in one of the Zero Waste sectors at SF Environment (Commercial, Residential, City Government, or Construction and Demolition Debris). You will work with diverse generators on waste prevention strategies and resource recovery tactics. You will have day-to-day decision-making responsibilities for projects as well as the ability to negotiate within project scopes.

Serving in an Assistant-level position (Class 5638), you will work under the supervision of either a Class 5640 Environmental Coordinator or a Class 5642 Senior Environmental Coordinator who is responsible for defining project scopes and deliverables.  

Job Duties  

  • Assist in implementing the City's zero waste policies and programs
  • Collaborate with the Coordinator to develop zero waste action plans and outreach strategies. 
  • Collaborate with the Coordinator and/or associate to develop and execute strategies to reduce food waste, textiles, paper, plastics, and other materials.
  • Develop and manage databases for tracking ordinance compliance and outreach activities.
  • Coordinate with service providers, stakeholders, and colleagues to ensure sufficient material collection and program implementation for businesses, residents, and/or property managers.
  • Present information to the public, businesses, government agencies, and/or trade associations, and respond to public inquiries and complaints.
  • Provide administrative support.
  • Position may lead the work of interns or fellows

How to qualify

Minimum Qualifications

Education

Possession of a baccalaureate degree in environmental sciences, public administration, business administration, accounting, biology, or a field related to zero waste (including but not limited to public policy, environmental studies, economics, or geography) from an accredited college or university, and  

Experience

One (1) year of professional experience in planning, coordinating, implementing, and evaluating environmental programs, within the specialty area of zero waste; and

License

Possession of a valid driver's license.

Desirable Qualifications

  • Fluency in Cantonese, Spanish or other languages commonly spoken in San Francisco besides English.
  • An understanding of equity, inclusion, and diversity concepts.
  • Experience working on compliance with ordinances and regulations, within the specialty area of zero waste.
  • Strong written and oral communication skills.
  • Experience building out and using data management systems for tracking and reporting.

Selection Procedures

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying) - After submitting your application and receiving the confirmation email, you will receive an email with a link to the Minimum Qualification Supplemental Questionnaire (MQSQ). Candidates will be required to complete a MQSQ as part of the employment application. The MQSQ is designed to obtain specific information regarding regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire Evaluation (Weight: 100%) - Qualified candidates will be emailed a Supplemental Questionnaire Evaluation. In order to advance, candidates must complete the Supplemental Questionnaire and it must be submitted before the provided deadline. The information provided on the Supplemental Questionnaire must be consistent with the information on the application and is subject to verification. Once submitted, applicant responses on the Supplemental Questionnaire cannot be changed. Applicants must achieve a passing score on the Supplemental Questionnaire Evaluation in order to be ranked on the eligible list.

The Supplemental Questionnaire is designed to measure knowledge, skills, and/or abilities in job-related areas as described within this announcement.

This includes knowledge of:

  • reuse, repair, recycling, composting principles, and source reduction and separation; 
  • zero waste policies, regulations and laws; 
  • equired materials, equipment, and processes for collection, recycling, and composting;
  • program planning, implementation, outreach, coordination, and administration.

The ability to:

  • track compliance with zero waste policies and develop compliance guidelines;
  • conduct site visits and assessments;
  • work both independently and in a team setting;
  • work collaboratively with service providers, businesses, institutions, government agencies, non-profits, and the public;
  • conduct research and data analysis;
  • proficiently use a personal computer, including software and cloud-based applications such as Microsoft Office (Outlook, Word, Excel, PowerPoint, Sharepoint, Teams), and Salesforce
  • provide technical assistance and training, including creating outreach and training materials                    
  • communicate effectively, both orally and in written format                    
  • deliver public presentations, public education, training and conduct outreach in a clear and confident manner; 
  • integrate equity and accessibility considerations into work duties

After the eligible list is finalized/adopted, the department may administer additional selection procedures to make a final hiring decision (e.g. interviews, written exercise, etc.). Applicants meeting the Minimum Qualifications are not guaranteed advancement through all steps of the selection process.

What else should I know?

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be six (6) months, and may be extended with the approval of the Human Resources Director.

Certification - The certification rule for the eligible list resulting from this examination will be Rule of Ten (10) Scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
