Role description
Directly reporting to the Public Safety Division Director (0942) and servicing as the Municipal Fiber/ Safety Systems Construction Manager. The Construction Manager is responsible for overseeing the planning, design, and implementation of fiber optic network projects and public safety systems (sirens, radio sites). The role involves managing various aspects of the construction process to ensure the successful deployment of fiber optic infrastructure. The Department of Technology, Public Safety Division maintains one of the largest Municipal fiber infrastructures in the county. This infrastructure is over 55,000 fiber miles, connecting over 1700 facilities, supporting almost all mission critical municipal networks, public safety business systems and associated components. The position plans, constructs, maintains and troubleshoots the fiber network and public safety systems to ensure a cost effective and resilient infrastructure the current and future system programs in the city of San Francisco.
Essential Duties:
1. Strategies: Visualizes, strategizes, develops, and implements goals, objectives, policies, and priorities for system construction and expansion.
2. Project Planning: Develop project plans, including timelines, budgets, and resource requirements. Coordinate with stakeholders to understand project requirements and objectives.
3. Site Surveys and Inspections: Conduct site surveys to assess the feasibility of fiber optic installations. Inspect construction sites to ensure compliance with safety and quality standards.
4. Resource Allocation: Allocate human and equipment resources efficiently to meet project timelines. Manage workorders for new system construction within the model and design the fiber infrastructure. Anticipate and address potential construction delays and optimize crews for efficiency, effectiveness, and economy.
5. Vendor Management: Collaborate with vendors and suppliers to procure necessary equipment and services. Negotiate contracts and manage relationships with third-party providers.
6. Contract Management: Prepare bids, ISAs and quotes, conduct functional acceptance test plans and manages the quality control for any contractors and vendors working on the fiber network and safety systems. Negotiate and manage contracts with subcontractors, suppliers, and other relevant parties. Ensure that all parties involved in the project adhere to contractual agreements.
7. Quality Control: Implement quality control measures to ensure that construction activities meet industry standards. Conduct regular inspections to identify and address issues that may affect project quality.
Job Type:
The Permanent Exempt - Full Time position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointment officer. The anticipated duration of this project position is thirty-six (36) months and will not result in an eligible list or permanent civil service hiring.
Nature of Work:
This position requires the Municipal Fiber/Safety Systems Construction Manager to be available after hours, 7 days a week including holidays, to respond to emergency requests and issues.
Work Location:
Incumbent will conduct the majority of work at the Department of Technology, 200 Paul, San Francisco, CA. However, there may be situations where the incumbent will be required to work at other sites throughout and outside the City of San Francisco as necessary and is required to check in at job sites to review the work and quality.
How to qualify
Education: Possession of a Bachelor’s degree from an accredited college or university. May fully substitute education with additional years of experience.
Experience: At least 7 years of professional experience in utilities management and construction, major functional area of which 3 years must include supervising professionals.
Licenses, Certifications:
- Valid Driver’s License
- **Clean Driving Record is required ** (Major infractions are a disqualifier. ex: DUI, any drug motor vehicle offence, hit & run, reckless driving infractions, driving while suspended, passing a stopped school bus, involvement in a fatal accident, or 3 or more minor infractions within 3 year period.

A degree in Electronic Engineering, Electrical Engineering, Computer Science, Information Technology or other related field is also preferred.
