About Us

The SFMTA Talent Acquisition Division Services (TADS) Unit is tasked to advise and work strategically with various divisions to recruit and retain talent in a variety of occupations to support and ensure an efficient and reliable Transit system for San Francisco. Job occupations range from clerical/administrative, professionals, labor, crafts, and trades to management.  Team members of the TADS Unit are responsible for a wide variety of critical phases and duties of a hiring cycle from position control/management, recruitment, applicant/candidate engagement, interview and selection, pre-employment to onboarding.

Role description

Under general supervision, the 1222 Senior Payroll & Personnel Clerk is responsible for issuing and auditing Civil Service certifications and referrals in the Applicant Tracking System (ATS) for the San Francisco Municipal Agency (SFMTA); resolving complex certifications and referrals issues related to the Merit System process; reviewing and verifying complex personnel and position information; inputting, reviewing, and submitting position requests and other data regarding payroll/personnel into an automated HR system; processing a wide variety of personnel transactions and assisting in responding to the more difficult complaints and/or inquiries by providing information and problem resolution to employees and divisions; generating and reviewing a variety of automated reports on a routine basis, detecting and responding to due dates, errors, and discrepancies; reading, analyzing and interpreting Memoranda of Understanding (MOU) and Collective Bargaining Agreements (CBA) for represented employee organizations; and performing other related duties as assigned.

Examples of Important and Essential Duties

  • Issues, audits and resolves referrals by gathering and analyzing information including number of vacancies, certification rule, and other relevant information.
  • Processes position requests and modifications by drafting and submitting into the automated system to fill vacant positions; and locating budget information for requisitions and position control.
  • Processes personnel transactions by gathering information for new hires, certifications, separations, reassignments and other personnel matters; and by filling out forms and distributing copies to appropriate departments and individuals to ensure that all personnel actions are initiated, and that correct records are posted and maintained.
  • Reviews, inputs, and validates payroll/personnel related information into automated system to maintain accurate and up-to-date record-keeping.
  • Analyzes and interprets computer output reports in order to respond to employees' personnel problems and discrepancies; generates, reviews and maintains a variety of automated reports such as new hires, promotions and other related reports on a routine basis; responds to due dates for time-limited actions and notifies supervisor or follow-up activities, corrects record discrepancies.
  • Responds to employee and departmental complaints/inquiries, in person, in writing or by telephone to resolve payroll/personnel transaction issues.
  • Prepares forms, correspondence, inter-departmental memos; inputs documents, problem reports concerning payroll/personnel transactions, employment and credit references and verifications.
  • Prepares and maintains routine payroll/personnel transactions to employee records such as appointments, separation reports, and other related payroll/personnel documents.
  • Receives, distributes and files payroll/personnel related reports; maintains detailed files and recordkeeping systems to assure accurate and complete documentation of payroll/personnel transactions.
  • Performs other related duties and responsibilities as assigned.

How to qualify

Two (2) years of experience preparing, calculating and maintaining payroll and/or personnel records

Substitution:

Completion of thirty (30) semester / forty-five (45) quarter units of coursework from an accredited college, university or business school, with a minimum of twelve (12) semester / eighteen (18) quarter units of coursework in business administration, accounting, mathematics, human resources, or a closely related field may substitute for one (1) year of the required experience; OR

Possession of a Certified Payroll Professional (CPP) Certificate issued by the American Payroll Association may substitute for one (1) year of the required experience.

Desirable Qualifications

The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.

  • Experience in Human Resources Operations.
  • Working knowledge of the City and County of San Francisco (CCSF) Civil Service Rules in relation to certifications, referrals and appointments.
  • Experience using Smart Recruiters or similar Applicant Tracking System (ATS).
  • Experience using PeopleSoft (7.5 and later) software or similar Human Resources Management System (HRMS).
  • Knowledge of Collective Bargaining Agreements (CBA) and Memoranda of Understanding (MOU).
  • Experience working with diverse workforce of people with different cultures and backgrounds.
  • Excellent judgment in handling confidential personnel issues appropriately and sensitively.
  • Ability to meet constantly changing deadlines; juggle multiple competing priorities/assignments simultaneously.
  • Ability to work in a fast-paced and ever-changing working environment.
  • Attention to detail.
  • Ability to positively face difficult situations, challenges and handle stress.
  • Ability to communicate clearly and concisely both orally and in writing.
  • Ability to work independently and be a team player.
  • Proficient in Microsoft applications such as Word, Excel, Access, and Outlook.

The selection process will include evaluation of applications in relation to minimum requirements.
