The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of two main Divisions - the San Francisco Health Network and Population Health. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers.
The San Francisco Department of Public Health is accepting applications for a permanent civil service Community Health Equity and Promotion Wellness Deputy Director (0923 Manager II)
Role description
Under the direction of the Director of the Community Health Equity and Promotion (CHEP), the CHEP Deputy Director of Wellness manages programs that support prevention of chronic diseases and equitable access to healthy living for all San Francisco community members. The CHEP Deputy Director of Wellness provides the general direction and management of the Wellness Section of the CHEP Branch in the San Francisco Department of Public Health Population Health Division to address priority public health issues including tobacco use, chronic disease, and injury prevention; safe environment; healthy stores and eating; and physical activity. The CHEP Deputy Director of Wellness directly supervises 4 Wellness program leads and indirectly supervises approximately twenty-five staff, including health workers, educators, and program coordinators. The CHEP Deputy Director of Wellness manages approximately $6 million in grant and contract funds to support wellness initiatives. The CHEP Deputy Director of Sexual Health collaborates with a host of internal stakeholders, San Francisco community members, and community-based organizations (CBOs) to develop a breadth of strategies that engage communities with a focus on equity to improve health outcomes and reduce health disparities.
The CHEP Deputy Director of Wellness performs the following essential functions:
- Directs, structures, and manages the Wellness Programs in the Community Health Equity and Promotion (CHEP) Branch of the Population Health Division including Black/African American Community Program, Tobacco Free Project, Healthy Eating and Active Living, and Newcomers and Older Adults Health Programs.
- Supervises and monitors the work of designated section leaders for CHEP Wellness Programs. Tracks and monitors hiring for CHEP wellness programs. Collaborates closely with PHD Operations and DPH Human Resources on open vacancies to facilitate recruitment and hiring.
- Manages activities for San Francisco Sugary Drinks Distributor Tax (SDDT) including facilitating the Sugary Drinks Distributor Tax Advisory Committee, administration of funding processes to allocate funds to non-profit organizations and agencies to support chronic disease prevention from SDDT tax revenue and maintains relationships with community stakeholders involved in health eating programs.
- Serves as a department liaison for community health coalitions and collaborations to support equitable community access to nutritious food, prevention of childhood obesity, street infrastructure that allows for active living, educational campaigns for tobacco control initiatives, and sustainable funding for prevention activities, including the Shape Up and San Francisco Tobacco Free coalitions.
- Plan, implement, and evaluate tobacco use prevention efforts, including allocating funds for tobacco cessation services and using the community action model to support development of education and policies on tobacco control.
- Partner with intradepartmental stakeholders to provide capacity-building assistance to community partners who provide wellness and prevention services in the Black/African American community and other marginalized communities.
- Support efforts to increase pedestrian safety and traffic collisions through participation Vision Zero San Francisco, including administrating grants to fund education on traffic safety and engaging families impacted by traffic collisions.
- Monitors and facilitates compliance with Deemed Approved Use Ordinance (DAO) and other relevant legislation to ensure that alcohol sales occur in a manner that protects the health, safety, and welfare of San Francisco residents and neighborhoods, including managing the completion of the annual DAO report and educational outreach about DAO with community and merchants.
- Oversight of contracts and grants that fund CHEP Wellness programs; identifies sources for funding and directs the preparation of grant applications and solicitations; leads the gathering and analysis of information and reports necessary to document implementation of grant reporting requirements.
- Drafts departmental and programmatic reports; prepares and delivers presentations to internal and external stakeholders about the status and effectiveness of CHEP Wellness programs.
The CHEP Deputy Director of Wellness performs other duties as assigned or required.
How to qualify
Education: Bachelor’s degree from an accredited college or university; AND
Experience: Three (3) years of verifiable professional experience in public health program development, public administration, and/or public health operations.
- Education Substitution: Additional qualifying experience as described above may be substituted for the required degree on a year-for-year basis up to a maximum of two (2) years. One year is equivalent to thirty (30) semester or forty-five (45) quarter units.
One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Desirable qualifications:
- Two (2) years of experience supervising professionals.
- Master’s degree in related fields such as public health, public administration, healthcare administration, or other relevant social science field
- One year of experience managing performance improvement and/or public health equity initiatives.
The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

Selection Procedures

Supplemental Questionnaire (SQ) Examination (Weight: 100%): Candidates who qualify will be invited to participate in a Supplemental Questionnaire (SQ) Examination that is designed to measure the knowledge, skills, and abilities in job-related areas which may include but not be limited to: Knowledge of best practices and ability to administer chronic disease and injury prevention programs; Knowledge of federal, state, and local rules and regulations pertaining to tobacco and alcohol control; traffic safety; and sugary drink distributor tax; Ability to directly supervise staff and manage daily staff work assignment; and ability to submit and manage grants including work plans and finance/budget.
The SQ will be emailed to the address listed on the candidate’s online application. Candidates will be required to respond to the SQ in the time frame indicated and must submit the completed questionnaire as directed in order to have it evaluated. Responses cannot be changed once submitted. Candidates will be evaluated based on their SQ responses.
Candidates must achieve a passing score in order to continue in the selection process. Candidates will be placed on the confidential eligible list/score report in rank order according to their final score.
