Role description
Special Project: State Revolving Fund (SRF) and Water Infrastructure Finance and Innovation Act (WIFIA) Loan Reimbursement/Report
Under general direction, the 1820 Junior Administrative Analyst will perform detailed professional-level analytical work for the Payment Processing Unit of the Infrastructure Budget & Finance Group. The essential functions of this position include, but are not limited to, working directly with senior analysts to assist with analyzing large volumes of detailed project data from labor, accounts payable (AP), general ledger, and other financial reports from the City’s Financial and Procurement system (PeopleSoft) to prepare multi-million dollar reimbursement submissions for State Revolving Fund (SRF) project loans and report submissions for Water Infrastructure Finance and Innovation Act (WIFIA) project loans. The Junior Administrative Analyst will assist senior analysts with calculating and validating eligible project expenditures, compiling supporting documentation that substantiate these charges, and extracting pertinent elements. This position will assist with preparing submission packages, maintaining submission schedules, and issuing status reports for management review. In addition, this position also will work directly with senior analysts to assist with reviewing payments for all SFPUC contractual agreements, general services, and commodities, ensuring payment compliance with the provisions of the contract or quote and prompt payment. The Junior Administrative Analyst will assist with ensuring compliance with City requirements, Departmental policies and procedures, and government accounting standards. This position also will assist with ensuring proper internal controls, monitoring and following up on submitted requests to completion, maintaining and properly archiving invoice files, and ensuring that all payment requests are approved and processed timely in the SFPUC’s contract management and online invoicing system (SOLIS) and in the City’s Financial and Procurement system (PeopleSoft). This position will perform other related duties as required.
Essential Duties:
- Assisting with extracting and reviewing various types of financial and labor reports from the City’s Financial and Procurement system based on defined report specifications.
- Assisting with analyzing and reconciling project expenditure data to identify eligible costs for loan reimbursement or loan report submissions based on criteria including, but not limited to, reporting period, expenditure type, and funding source.
- Ensuring that appropriate approval processes and procedures are met and that approvals are granted in a timely manner in order to meet submission deadline schedules.
- Researching and responding to questions from Program Analysts from Fiscal Agencies and assisting with negotiating the validity and eligibility of submitted costs as defined by executed loan agreements.
- Assisting with establishing and maintaining reimbursement/report documentation to meet archival requirement as defined by the Department and the executed loan agreements.
- Performing payment compliance for all SFPUC contractual agreements as well as general services and commodities invoices for the Infrastructure Division and for the SFPUC's 525 Golden Gate Administration Building.
- Ensuring that invoices are processed consistent with the contract scope of work and proposed funding source.
- Ensuring prompt payment.
- Providing support to SFPUC's contract management and online invoicing system (SOLIS) users and assisting with the research and resolution of issues.
- Assisting with maintaining internal controls documentation for invoice processing and administering policies and procedures to ensure proper internal controls.
- Assisting in reviewing, validating, and reconciling contract, purchase order, and payment data from the City Financial and Procurement System and internal front-end systems to analyze accounts and to identify data discrepancies.
- Updating and maintaining contract and invoice data in the SFPUC’s contract management and online invoicing system (SOLIS), with an emphasis on data accuracy and timeliness.
- Ensuring financial data integrity
- Performs related duties as assigned.

How to qualify
Possession of a baccalaureate degree from an accredited college or university
Substitution:
May substitute up to 2 years of the required education with qualifying full-time, professional-level experience in budget analysis, financial analysis and reporting, legislative/policy analysis, data analysis, or contract/grant administration. One year (2,000 hours) of qualifying experience will be considered equivalent to 30 semester/45 quarter units
