Role description
Under administrative direction, incumbents in this class provide mid-level management functions in an operating department with responsibility for a section, program or defined functional area and may assume responsibility for one or more section(s) or operational area(s) or operationally-related services.
Incumbents in these positions make decisions which impact the daily operations and implementation of established procedures and policies of the related units/sections and solve problems requiring analyses of issues that may result in deviations from routine processes, new technology and/or additional resources. These Managers typically contact and/or establish working relationships with others at similar levels within the organization.
Essential Duties and Functions
According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.
1. Manage CalFresh and Medi-Cal programs, operational activities, and projects; supervise, train, and evaluate the activities of staff; provide management support to Service Center functions such as Face-to-Face, Service Counter, and the Inbound/Outbound phones including supervision, decision making, and planning. This includes managing and evaluating the units providing application processing, and ongoing case maintenance. Develop outcome measures and ensure goals are met.
2. Coordinate and participate in program activities and meetings with internal divisions and outside agencies, Community Base Organizations, to enhance service delivery to customers. Work closely with staff and management of other programs in the department and outside agencies to implement and support departmental goals.
3. Monitor and evaluate staff performance to determine appropriate decisions made in eligibility determination in accordance with federal, state, and local laws. Provide assistance and support to supervisory staff when needed. Apply departmental and city policies and procedures to correct work-related performance issues.
4. Evaluate procedures, identify and analyze problems and issues, and assists in developing and implementing operational policies to ensure efficient operation of the program.
5. Review and interpret administrative letters, memos, and MEDILs from the state on program regulations.
6. Direct and coordinates the activities of staff assigned to special projects to ensure required deadlines are met.
7. Respond to inquiries from clients, advocates, clinics/hospitals, institutions, and community organizations.
How to qualify
1. Education
Bachelor’s Degree from an accredited college or university; AND
2. Experience
Four (4) years of verifiable experience analyzing programs that determine eligibility for public assistance in a public or private social service agency or organization.
Note
Experience must be equivalent to the City’s Eligibility Worker Supervisor (2907), Hospital Eligibility Supervisor (2909), Program Specialist (2913), Program Specialist Supervisor (2915), or Program Support Analyst (2917).
Substitution for Education
A bachelor’s degree may be substituted with experience on a year-by-year basis (2000 hours is equivalent to one year of experience).

Desirable Qualifications
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring:
1. Supervisory experience working with professional-level employees
2. Experience using Excel, Power BI, or other similar functioning software.
3. Familiarity with county welfare programs, finance structures, regulations, and data sources.

Selection Procedures
Supplemental Questionnaire Evaluation Exam (WEIGHT = 100%)
Candidates MUST achieve a passing score on the supplemental questionnaire evaluation in order to move forward in the Selection process. Candidate scores from the Supplemental Questionnaire Evaluation Exam will be used to determine the final score and rank on the eligible list/score report.
The Supplemental Questionnaire Evaluation Exam is designed to measure and evaluate your experience including the knowledge, skills, and abilities that you possess in job-related areas identified as critical for successful performance for this position (s) in class 0923 Manager II. It is important that the information provided in the Supplemental Questionnaire Evaluation be accurate and complete. All relevant experience, education and/or training must be in the application in order to be reviewed in the rating process.
A passing score must be achieved on the Supplemental Questionnaire Evaluation examination in order to continue in the selection process.
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:
Minimum Qualification Supplemental Questionnaire (MQSQ)
Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
What else should I know?
Eligible List/Score Report
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be of 12 months, and may be extended with the approval of the Human Resources Director.
