The Office of the City Administrator and its 25+ divisions and departments operate core internal and public-facing services in San Francisco. City Administrator’s Office (CAO) Information Technology (IT) is a division reporting to the Deputy City Administrator/CFO. We provide technology services and support for the department and its approximately 1,100 employees. We manage voice and data networks, critical application and storage systems, and provide technology stewardship, administration and support for the department.
We offer flexibility with a hybrid remote and in-person work environment in our office in San Francisco, California. (Must be a California resident.)
Work Location: 1 Dr Carlton B Goodlett PI, San Francisco, CA 94102. Will be required to work at other sites throughout San Francisco as necessary.
Role description
The IT Manager provides hands-on technical management of IT infrastructure, enterprise networking, business applications and systems critical to the functioning of the 25+ departments, divisions and programs of the City Administrator’s Office. The position architects network and infrastructure solutions to ensure security, performance, resilience and efficacy of administration. The IT Manager is also responsible for directing and managing IT professionals and other staff, leading training efforts, project management for major infrastructure rollouts and documenting procedures. The position works under administrative direction and collaboratively with the CAO IT Director on strategic efforts and administrative tasks.
Examples of Important and Essential Duties:
- Directs staff and manages IT infrastructure design, implementation and support activities, including evaluating operational and technology needs, establishing and maintaining documentation of procedures, ensuring effective functioning, enhancing existing and deploying new enterprise and business applications, systems and other technology for the various CAO departments, divisions and programs.
- Manages network architecture, administration, security, performance, resiliency and documentation for various internet protocol (IP) networks, local area networks (LANs), intranets, cloud virtualization, mobile device management (MDM) and both on-premise and remote employee hardware and software.
- Manages projects for major infrastructure and business application rollouts, such as MDM system implementation, complete Microsoft 365 environment rollouts, infrastructure server moves, migrations, upgrades and administration.
- Mentors and coaches IT professionals, such as engineers, analysts, system administrators and other technical staff; establishes priorities, evaluates and monitors performance, assesses training needs, coordinates training programs and resolves complex technical matters of escalation, cybersecurity incidents or threats as well as personnel issues.
- Assists the CAO IT Director with strategic efforts and administrative tasks, such as personnel, budget, procurement activities, project management, cross department collaboration, representing CAO IT with policy officials and ensuring excellent customer service.
- Performs related duties as required.
How to qualify
Minimum Qualifications
Education: A Bachelor degree in computer science or a closely related field from an accredited college or university.
AND
Experience: Five (5) years of IT experience in architecting, project management and administration of network, server and storage environments, of which must have included three (3) years of experience supervising professional IT staff.
Substitution: Additional qualifying work experience as described above may be substituted for the required education on a year-for-year basis (one year of qualifying work experience will be considered equivalent to 30 semesters or 45 quarter credit/units of college coursework).
Note(s):
- One-year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.
- Applicants must meet minimum qualification requirements by the final filing date unless otherwise noted.
Desirable Qualifications:
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
- Technical writing skills, defining procedures and workflows.
- Experience in database administration.
- Experience in Microsoft 365 administration, including SharePoint.
- 7 years of practical, hands-on, technical experience.

Selection Procedure/Examination Requirements
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:
Minimum Qualification Supplemental Questionnaire (MQSQ):
Candidates will be required to complete a MQSQ as part of the employment application at a later time. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the minimum qualifications for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Management Test Battery (Weight 40%):
Candidates deemed qualified will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication; Conflict Management and Process Improvement. A passing score must be achieved on the Management Test Battery in order to continue in the selection process. This is a standardized examination and, therefore, test questions and answers are not available for public inspection or review.
Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore, your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.
Supplemental Questionnaire (Weight 60%):
Candidates who attain a minimum passing score on the Management Test Battery component will have their supplemental questionnaire responses evaluated and scored. The supplemental questionnaire is designed to measure their relative knowledge, skills and abilities in job-related areas, which may include, but not be limited to: knowledge of systems design and administration, IP network management and IT project management techniques; management and analytical; interpersonal, verbal and written communication abilities and skills.
Note: Candidates must achieve a passing score on the both the Management Test Battery and Supplemental Questionnaire in order to be ranked on the eligible list.
Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be 6 months and may be extended with the approval of the Human Resources Director.
