Role description

Under general direction, this position will provide mid-level management functions in the Airport’s ITT Division with responsibility for the Technology Sourcing Management section and assist in developing and implementing operational policies and procedures to ensure the efficient operation of the section. The incumbent in this position will provide assistance to Airport management and staff in initiating new technology related contracts by providing expert consultation on the process from conception to completion, beginning with the development of the sourcing event to the final completion of the contract.  This position manages the day-to-day operational activities of the Technology Sourcing Management section. Monitors and supervises the work of and coaches technology procurement specialists in the acquisition of technology goods and services to improve performance.  Supervise staff that develop and implement complex billing, tenant management, asset management, and accounting system and protocols for ITT capital projects based on business needs and objectives.  This position performs other duties and/or special projects as assigned.

The essential functions of this position include:

  • Manages programs, operational activities, or projects of assigned section or program area; provides revenue projections, cost recovery analysis, for multi-year ITT capital projects; works with other managers and staff to evaluate and implement goals, responsibilities, policies, and procedures of the division.
  • Monitors and supervises the work of and coaches technology procurement specialists in the acquisition of technology goods and services to improve performance.  Supervise staff that develop and implement complex billing, tenant management, asset management, and accounting system and protocols for ITT capital projects based on business needs and objectives.
  • Manages and conducts Request for Proposal (“RFP”) for Airport technology projects and procurement needs. Seeks, proposes, and delivers process improvement and contracting vehicles that facilitate expeditious procurement while maintaining compliance with established City and SFO guidelines.
  • Manages the Airport Centralized Technology Budget that includes operational budget of over $19M and capital budget over $22M in compliance with City and SFO policies and procedures. Participates in budget development by providing detailed justification and persuasive arguments for proposals or initiatives.  Critique ITT capital project proposals for financial feasibility, funding limitations, and revenue generation of ITT programs before advancing recommendations to Senior Management.  Determine allocation of resources for all ITT capital projects.  Develop and establish rates and charges strategies for recommendation to Senior Management on Airport ITT cost recovery strategies to maximize ITT capital investments and to increase revenue, enforce and carryout recommendations.  Analyze cost benefit strategies for consumers of ITT services.  Oversee annual revenue/budget expenditures.  Coordinates budget preparation, monitors expenditures and financial reporting for assigned section; prepares reports, memoranda, and correspondence; and maintains statistical records. Implements and closely monitors budget expenditures; provides executive management with an early warning and practical options to potential cost overruns.
  • Evaluates procedures, identifies, and analyzes problems and issues and may implement and document new procedures of the section.  Develops and implements ITT policies and procedures for the Airport Commission and tenants who purchase ITT services.  Maintain current knowledge of the Airport’s enterprise systems. Oversees the preparation of annual ITT Shared Tenant Services Rates and Charges to include working with ITT provisioning and SFO’s Financial Planning and Analysis to confirm rates and changes. Develop policies and supervise the enforcement of established ITT protocols to manage the provisioning of services to Airport tenants including scope, procurement, schedule, and fees for Common Use Terminal Equipment and Common Use Network Access services in tenant back offices and other proprietary leased areas.  Negotiate and coordinate business and finance activities with tenants, concessionaires; contractors, Technology Marketplace Suppliers, Department of Technology to resolve service delivery problems in a highly complex and sensitive environment.
  • Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs, while continuing to address major departmental priorities. 
  • Builds effective working relationships with other Airport Divisions to integrate and advance Airport and ITT objectives and goals.  Serve as planning advisor/counselor to Airport offices on Airport utilities such as ITT voice, data, video infrastructure, and cable services; Accountable to ensure ITT carries out mission and meets all ITT business objectives.
     

How to qualify

Education
Possession of a baccalaureate degree from an accredited college or university.

Experience
Five (5) years of verifiable professional experience in technology procurement in an enterprise organization.

SUBSTITUTION:
Education Substitution:  Additional qualifying experience as described above may substitute for the education requirement on a year-for-year basis for up to two (2) years.  (One year of work experience is equal to 30 semester or 45 quarter units).

Desirable Qualifications
The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

  • One (1) year of experience supervising procurement professionals.
  • Knowledge of Federal, State, and local regulations pertaining to contract management and administration.
  • Knowledge and experience managing and monitoring procurement and complex contracts.
  • City and County of San Francisco departmental contract administration experience
  • Experience in providing supervision and leadership to subordinate employees.
  • Experience in presenting before the Boards and Commissions regarding contract matters.
  • Willingness to participate in and contribute to the spirit of customer service, cooperation and teamwork throughout the Airport.
  • Experience in identifying and implementing efficiency and streamlining measures.

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Selection Procedures:

Minimum Qualification Supplemental Questionnaire (MQSQ): (Weight:  Qualifying) 
Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire Evaluation: (Weight: 100%)
Qualified candidates will be sent a Supplemental Questionnaire that must be submitted in order to compete in the recruitment process.  All relevant experience, education and/or training must be on the application in order to be reviewed in the rating process.  The Supplemental Questionnaire is designed to measure the knowledge, skills and/or abilities in job-related areas which may include but not be limited to: knowledge and experience managing and monitoring technology procurements; knowledge of Federal, State and Local regulations pertaining to technology procurement, support and maintenance; ability to perform complex analysis on various technology procurements; ability to compose reports in a clear, logical, and thorough manner; and present cohesive reports; ability to apply analytical and problem-solving skills; and ability to provide leadership and vision for a work group to ensure optimal productivity and efficiency, as well as strive for excellence.

A passing score must be achieved on the Supplemental Questionnaire Evaluation in order to be placed/ranked on the eligible list continue in the selection process.

Transportation Security Administration (TSA) Security Clearance:
Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

Eligible List/Score Report:

A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be six months and may be extended with the approval of the Human Resources Director.  Applicants who meet the minimum qualifications are not guaranteed to advance through all of the steps in the selection process.
