SFMTA Technology section strives to be a premier provider of technical services enabling the SFMTA to be the premier transportation agency in the country. The System Integration for ITS (SIITS) Program Management Office (PMO) Team is integral part of the IT organization and supports the Agency in leading technology related projects and supporting IT team with operational enhancement efforts. SIITS PMO team includes Project Managers and Business Analysts who lead and support the Agency throughout project lifecycle and operational efficiency efforts.

Role description
Under the direction of the Project Management Office (PMO) Director, this position is responsible for working as a member of a project team and performing business & system analytical tasks related project management and project support. This position may perform a wide variety of tasks representative of all phases of project management for a software development or of the system development lifecycle (SDLC) for a software implementation. This includes various tasks such as; requirements definition/analysis, assistance with software configuration, data analysis and cleansing, data migration, system testing preparation and execution, technical documentation, requirement gathering, business process (mining, modeling) analysis and workflow mapping, fit-gap analysis, reports and presentation development.

- Performs analytical analysis and determines operating characteristics and requirements.
- Participates in gathering and documenting requirements from business units.
- Writes detailed design specifications.
- Performs research and evaluates technology through industry meetings, seminars, and vendor contacts; identifies opportunities for improvements through automation; develops system and business workflows and reports.
- Translates non-technical business and/or functional requirements into technical workflows and vice versa.
- Conducts database systems analysis and designs; may perform data normalization tasks; assist in the development of relational databases; assist in performance of data conversion tasks and maintenance of data dictionaries.
- Works in a team environment and communicates effectively with team members and end-users.
- Participates and supports complex IT projects and initiatives, monitors project schedules and reports progress, updates project documentation, assists in end-user training material development.
- Responds to information requests, develops material for project communication plans.
- Maintains policy and procedure documentation.
- Performs Process Mining, Modeling, and Mapping for IT projects and programs.
- Performs fit-gap analysis to refine end-user requirements.
- Develops test scripts and works with the end-users to test the applications to assure functionality and effectiveness in performing to desired specifications.
- Prepares PowerPoint presentations and Excel spreadsheets regarding analysis to share information with other team members or end-users.
- Provides end-user support during software implementation.
- Attends meetings and takes meeting minutes as required.
- Performs related duties and responsibilities as assigned.
How to qualify
These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.
The following are required to be possessed as of the filing deadline for applications:
Education: An associate degree in business administration, public administration, information systems, economics, finance, computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field]; AND
Experience: One (1) year in the information systems field, including technical support, content management, administration of network applications or system analysis.
Education substitution 1: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.
Education substitution 2: Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.
One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the automatic calculation to determine full-time employment
Desirable qualifications: The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring:
- Familiarity with transportation-related business practices.
- Experience using MS Project, Microsoft Visio, Excel, Word, PowerPoint, Teams, and SharePoint.
- Experience working with an end user community in developing business process workflow for current and future-state processes (Process mining, modeling, and mapping).
- Experience identifying and documenting user requirements.
- Experience in developing and executing software test plans and scripts.
- Experience to identify and sequence work tasks for inclusion in a project plan.
- Excellent quantitative, analytical and critical thinking skills.
- Exceptional interpersonal skills and the ability to work well in teams and follow a plan.
- Experience in writing for cross-functional teams.

Selection Procedures: (General Exam Process)
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:
Minimum Qualification Supplemental Questionnaire (Weight - Qualifying): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Training & Experience Evaluation (Weight - 100%): Candidates will be sent a Supplemental Questionnaire via email. The questions are designed to measure relative levels of knowledge, skills and/or abilities in job-related areas. It is important that the information provided on the supplemental questionnaire be accurate and complete. All statements made on the application materials are subject to verification.
Candidates must achieve a passing score on all exam components listed above in order to be placed on the eligible list/score report.
What else should I know?
Eligible List/Score Report: A confidential eligible list of qualifying candidates will be created and used for certification purposes only. A score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection upon request once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this selection process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list/score report resulting from this examination process will be 12 months and may be extended with the approval of the Human Resources Director.
