Role description

The 1823 Assistant Claims Supervisor manages a unit of three staff and collaboratively and clearly plans, organizes, directs, and may participate in complex, sensitive, and detailed analytical work in the areas of financial reporting and associated administrative policies and business processes across a diverse array of the agency's program.

This position is the supervisor of the unit specifically responsible for the on-time submission of complete and accurate monthly and quarterly client cash aid and assistance financial reports (claims) and some statistical caseload reports to the California Department of Social Services (CDSS), as well as supervision of the Foster Care Representative Payee accounting staff.

Essential Duties and Functions

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned

1. Developing, coordinating, and maintaining the systems, documentation, and reporting for all of the agency's cash aid and assistance financial reports in ways that utilize, combine and reconcile appropriate data from multiple sources including benefit determination and issuance and case management systems, contractor invoices and supporting documentation and the city's financial system

2. Complex analysis of case and transaction level details and understanding of how different types of transactions and analyses and programs interact with each other

3. Preparing financial and statistical caseload reports to our primary funder, CDSS, which includes reviewing and compiling analyzed data into various and complex financial and caseload reporting templates, packaging and submitting financial reports and supporting documentation for Controller's Office review and submission to CDSS; responding to questions from the Controller’s Office and CDSS about the submitted reports. 

4. Overseeing the accounting for the agency's Foster Care Representative Payee program in partnership with the Foster Care Eligibility program. This includes but is not limited to: processing receipts, abatements, shifts between accounts, refunds, and spend down requests in the financial system and in the agency's internal database; monthly bank account, financial system, and internal database balances reconciliations; completing analysis and reports on beneficiary fund uses and account balances; and consulting with and advising Manager and internal partners on special circumstances or new policy or program developments

5. Developing, coordinating, and maintaining systems in preparation for and response to fiscal audits and reviews, including assisting in the preparation of audit schedules, relating to the above-mentioned programs by CDSS, federal agencies, and independent auditors

6. Updating and maintaining handbooks/desk guides on how to do the tasks, analyses, and other work described above

7. Interpreting and evaluating and making recommendations to department management including Budget staff regarding proposed and actual changes to program policies and financial reporting rules, templates, submission processes, and reporting outputs for impact on the department in terms of accuracy, revenues to the agency and workload for staff

8. Being responsive and able to clearly explain the financial report inputs and outputs to internal and external partners, and also entering pertinent reported amounts into internal tracking systems.  This includes updating internal workbooks and tracking systems if data, policy, and/or reporting templates change over time.  

10. Coordinating tasks within the unit and managing business process changes for the above-mentioned work to make the work more efficient and/or accurate, and/or to accommodate changes from external systems  

11. Collaborating and maintaining open communication with internal program partners who implement the programs to promote understanding of the data in both directions and to co-plan and document business process changes that may impact the data. Also consulting with and advising Budget staff with interpretations of the impact federal, state, and local policies on department expenditures and revenues

How to qualify

1. Possession of a baccalaureate degree from an accredited college or university; AND

2. Three (3) years of full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution

Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

Selection Procedures

Written Core Examination (Weight: 50%)

Candidates will be invited to participate in a written, multiple-choice examination, designed to measure their relative knowledge, skills and abilities in job-related areas. The “core” multiple-choice examination component may include but not be limited to:

• Ability to evaluate/analyze information/data and to exercise good judgment relative to that evaluation or analysis

• Knowledge of, and ability to apply, financial/fiscal principles (including the ability to use mathematical and statistical formulas)

• Ability to use various computer software programs

 

Supplemental Questionnaire Evaluation Exam (Weight: 50%)

Candidates MUST achieve a passing score on the supplemental questionnaire evaluation in order to move forward in the Selection process.  Candidate scores from the Supplemental Questionnaire Evaluation Exam will be used to determine the final score and rank on the eligible list/score report.

The Supplemental Questionnaire Evaluation Exam is designed to measure and evaluate your experience including the knowledge, skills, and abilities that you possess in job-related areas identified as critical for successful performance for this position (s) in class 1823 Senior Administrative Analyst. It is important that the information provided in the Supplemental Questionnaire Evaluation be accurate and complete. All relevant experience, education and/or training must be in the application in order to be reviewed in the rating process.

A passing score must be achieved on both the Written CORE Exam and Supplemental Questionnaire Evaluation examination in order to continue in the selection process.

Minimum Qualification Supplemental Questionnaire (MQSQ)

Candidates will be required to complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Eligible List/Score Report

A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 12 months, and may be extended with the approval of the Human Resources Director.
