Role description
DT Strategic Sourcing Team manages all procurement activities for the Department of Technology (DT) and the Enterprise Agreements (EAs) that are widely used by all City Departments to purchase information and communications technology (ICT) products and services, such as computing and information technology, broadcasting, telecommunications, and internet. We are a service-oriented and dynamic group consisting of six procurement and contracting professionals. Since DT adopted the Shared Services model, we have negotiated and managed dozens of citywide technology contracts, making technology procurement in the City faster, more reliable, and at a lower cost. In addition, we actively manage our suppliers and contracts to ensure vendor performance and coordinate cross-department knowledge sharing on technology procurement.
The Principal Contracts Analyst position works in the Strategic Sourcing Team of the Finance Division at DT. Under general direction, this position plans, organizes, leads and/or participates in complex, sensitive, and detailed analytical work around contract administration and negotiation, including both procurement and revenue contracts. This position also analyzes policy, legislative and financial issues with respect to information technology as well as wired and wireless broadband communications.
This position also assists in the designing, building, facilitating and managing the following committees, customer advisory groups, and teams: 1) Technology Procurement Information Sharing Group that coordinates the development and management of citywide Enterprise Agreements (EAs), 2) the Shared Services Forum (SSF) that incorporates feedback and guidance from our client departments, and 3) an internal team focused on the department service catalog, policies, Memorandum of Understanding (MOU), and Service Level Agreement (SLA).
Position Responsibilities
1. Leads and coordinates the preparation of all procurement-related documents (e.g., RFI/RFQ/RFPs, contracts, purchase orders) to meet Department's business requirements, and ensure that they are moved through the procurement process in a timely manner, and in compliance with all applicable laws, regulations and policies.
2. Conducts competitive contract vendor selection processes, negotiates complex contracts and provides technical assistance to staff and contractors on contracting policies, procedures and requirements; analyzes supplier responses to RFPs and determines potential financial impact on the Department and city-wide.
3. Analyzes existing and proposed administrative policies and procedures related to strategic sourcing, procurement and vendor management. Supports DT in accomplishing its mission by managing procurement and contracting requests efficiently and effectively, especially the citywide technology enterprise agreements (EAs).
4. Leads and coordinates all procurement work related to the Public Safety Division, ensuring all procurement requests are completed in a timely and cost-effective manner, and with high customer satisfaction.
5. Works closely with Finance, Budget and Revenue sections on budgeting, financial modeling for forecasts and accurate billing to departments for shared services.
6. Facilitates or assists in the drafting of Memorandums of Understanding (MOUs) and Service Level Agreement (SLA) to meet the Department's business requirements, and to ensure that they are moved through the process in a timely manner for budgeting and billing purposes.
a) Works with program/project managers and business stakeholders to review MOU provisions and scope of work.
b) Collaborates with budget and revenue billing staff to prepare cost estimates and terms for the MOUs;
c) Obtains concurrence and approval from client departments
7. Performs related duties and responsibilities as assigned.
Job Type:
This Permanent Exempt - Full Time position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointment officer. The anticipated duration of this project position is thirty-six (36) months and will not result in an eligible list or permanent civil service hiring.
Nature of Work:
Incumbent must be willing to work a 40-hour week as determined by the department. Travel within San Francisco may be required.
Work Location:
Incumbent will conduct the majority of work at the Department of Technology, (1 S Van Ness, Ave San Francisco, CA 94103). However, there may be situations where the incumbent will be required to work at other sites throughout the City of San Francisco as necessary.
If hired, incumbent must be a resident of or relocate to the State of California within 4 weeks as a condition of employment.
This position supports remote work. The incumbent may be permitted to work a hybrid schedule with their supervisor’s approval, after which they must work at least two days in the office every two weeks.
How to qualify
Education:
Possession of a baccalaureate degree from an accredited college or university, and
Experience:
Five(5) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.
Substitution:
Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
Desirable Qualifications:
At least two (2) years’ experience in leading a cross-functional team and partnering with multiple departments in a large organization to draft, negotiate and manage complex contracts.
Extensive knowledge and experience in ICT Procurement (e.g., negotiating contracts for telecom and networks equipment, computer hardware and software, cloud computing services, and professional services).
Deep understanding and working knowledge of common procurement policies, processes and procedures, and financial systems and applications (e.g., PeopleSoft and ServiceNow).
Direct work experience in a state and local government or in a large organization (number of employees > 10,000).
Able to multitask and meet deadlines in a fast-paced environment.
Proficient in Microsoft Suite applications (including Word, Excel, PowerPoint and SharePoint).
Excellent written and verbal communication skills.
