Temporary provisional (TPV) appointee must participat­­­e and be successful in a Civil Service Examination process for this classification and be selected through an open competitive process in order to be considered for a permanent appointment. Provisional appointments may not exceed three (3) years.

The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of two main Divisions - the San Francisco Health Network and Population Health. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers. 

Role description

The San Francisco Department of Public Health (DPH) WIC Program is currently accepting applications for one (1) part time and two (2) full time temporary provisional positions in class 2585 Health Worker 1 to function as a WIC Nutrition Assistant (WNA). These positions will work directly with WIC participants, offering health and nutrition assessments, breastfeeding support, enroll on the WIC program, and provide WIC benefits to eligible families. Positions require employee to be bilingual in English and Spanish.

Schedule/Shift: Monday - Friday, 8 AM - 5 PM. Required to work approximately 4 - 6 Saturdays annually based on program needs.

The applicant pool resulting from this recruitment may be used to fill future TPV positions with these special conditions at other locations within DPH.

ESSENTIAL DUTIES:
Under the close supervision and guidance of health professionals, the 2585 Health Worker 1 provides assessment, nutrition counseling, WIC card and referrals to health care and community services to WIC eligible families. The essential duties include but are not limited to the following: 

  • Greets and interacts with clients and the public in a cordial and welcoming manner; communicates with clients and the public by phone, text, email, or in person to provide information, schedule appointments, and appointment reminders;   
  • Participates in an intensive training program in order to become familiar with the WIC program; 
  • Explains program procedures and regulations; gathers necessary information and forms as required to determine initial and continued enrollment into the program; 
  •  Maintains required state certification as a WIC Nutrition Assistant (WNA); 
  • Provide nutrition and breastfeeding education for non-high-risk participants;
  • Refers participants to the WIC nutritionist or dietitian, lactation consultant, breastfeeding peer counselor, physician or nurse, public health programs in the community and social service agencies as needed;  
  • Provides WIC outreach information to clients, the public and the community partners to increase access to WIC to encourage WIC participation;
  • Performs a variety of general office support activities such as maintaining office organization; preparing correspondence; copying and filing; cleaning electric breast pumps; and maintaining tidiness in WIC waiting area, classroom, and workstation;  
  • Provides excellent customer service to internal and external customers supporting the core values, mission and goals of the WIC Program while adhering to WIC policies;
  • Responds promptly to email, phone and written communication and consults with supervisor as needed; 
  • Promotes good nutrition, physical activity and breastfeeding as the cultural norm;  
  • Maintains client confidentiality at all times;   
  • Develops and maintains effective working relationships with coworkers, supervisors, agency staff members, community partner organizations, and the public; 
  • Communicates effectively and respectfully with diverse population and demonstrates knowledge of and sensitivity to their needs; 
  • Attends mandatory meetings and trainings; and
  • Adheres to health, safety, infection control and resource utilization standards; 

The 2585 Health Worker 1 may perform other duties as assigned/required

How to qualify

  1. Experience: Six (6) months of verifiable experience, performing a combination of at least two (2) of the following duties:
  • Serving as a liaison between targeted communities and healthcare agencies;
  • providing culturally appropriate health education/information and outreach to targeted populations;
  • providing referral and follow up services or otherwise coordinating care;
  • providing informal counseling, social support and advocacy to targeted populations;
  • escorting and transporting clients;
  • providing courier/dispatcher functions;
  •  performing pre-clinical examinations of vital statistics, such as measuring a patient’s weight, height, temperature and blood pressure; AND 

      2. Bilingual in English and Spanish

Substitution: Possession of a Community Health Worker Certificate from City College of San Francisco can substitute for 6 months of experience.

One-year fulltime employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine fulltime employment.

DESIRABLE QUALIFICATIONS: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring

  • Possession of a High school diploma or equivalent. 
  • Experience working with maternal and child populations. 
  • Ability to lift up to 35 lbs.

Selection Procedures:
The selection procedure will include evaluation of the application packet in relation to minimum requirements. Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate qualifications of candidates.   

Language Proficiency Exam:  Candidates deemed qualified who meet the special language condition must pass a departmentally approved language proficiency exam prior to appointment. Only those eligible candidates who pass the bilingual proficiency test will be considered for the bilingual position. Applicants must indicate on the application form the language(s) in which they claim proficiency.
