The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. Role description

The role involves the strategic management of the Facilities Department for Behavioral Health Services (BHS), overseeing the seamless operation of 57 civil service programs spanning 27 sites, including the central headquarters at 1380 Howard Street.

Responsibilities include oversight of work order management, implementation of emergency and safety protocols, and guaranteeing compliance with regulatory agreements. The position holds a crucial role in supporting Community-Based Organization partner sites during emergency situations, underlining its commitment to community well-being.

With a focus on fostering healthy, clean, and safe work conditions, the position assumes responsibility for a spectrum of facilities management tasks. This ranges from ensuring optimal workstations, maintaining the functionality of HVAC systems, and addressing urgent facilities maintenance issues like water damage. Ultimately, the role plays a pivotal part in securing uninterrupted access for San Franciscans to crucial mental health and substance use disorder programs, delivered in settings that meet the highest standards of adequacy and service continuity.

The Behavioral Health Services Facilities Manager (0922 Manager I) performs the following essential job functions:

  • Oversees, trains, and assesses the Facilities Team, effectively delegating tasks and ensuring optimal workload management. Facilitates seamless collaboration among team members through regular meetings and shared project management resources.
  • Manages contractor bid process for maintenance work done by outside vendors, including requesting proposals, coordinating job walks for vendors, and working with the Fiscal Unit to open purchase orders.
  • Collaborates with the Department of Public Works on services provided to SFDPH, including requesting the work by opening Service Orders, confirming completion of work, approving final work product, and approving billing reports.
  • Participates in budget development by providing detailed justification and persuasive arguments in support of Facilities Maintenance needs. Guides the allocation of the budget to ensure timely outcomes, prioritizing maintenance needs and adapting as necessary to address emergent issues.
  • Assesses procedures, identifies and analyzes issues, and implements documented improvements to enhance the effectiveness and efficiency of the Facilities Maintenance team.
  • Oversees hiring for Facilities Maintenance Team positions.
  • Oversees Work Order management system.

The Behavioral Health Services Facilities Manager (0922 Manager I) may perform other duties as assigned/required.

How to qualify

Required Minimum Qualifications

  1. ​​​​​Education: Bachelor’s degree from an accredited college or university; AND
  2. Experience: Three (3) years of verifiable, professional experience overseeing office operations or facilities management.

EDUCATION SUBSTITUTION: Additional qualifying experience as described above may substitute for the required degree on a year-for-year basis up to a maximum of two (2) years. One year is equivalent to thirty (30) semester or forty-five (45) quarter units.

One-year full time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full time employment.

Selection Procedures

Supplemental Questionnaire (SQ) Examination (Weight: 100%)
Candidates will be emailed a Supplemental Questionnaire (SQ) that is designed to measure the knowledge, skills, and abilities in job related areas which may include but not be limited to: knowledge of building systems, maintenance and safety regulations, and compliance standards related to buildings and facilities; ability to effectively organize and assign work, give guidance and direction to others, follow-up to ensure completion, and coach and motivate subordinates; knowledge of budget and contract development and oversight; knowledge of quality improvement principles and techniques. The SQ will be emailed to the address listed on the candidate’s online application. Candidates will be required to respond to the SQ in the time frame indicated and must submit the completed questionnaire as directed in order to have it evaluated. Responses cannot be changed once submitted. Candidates must achieve a passing score on the SQ in order to continue in the selection process and will be placed on the confidential eligible list in rank order according to their final score. A passing score must be achieved in order to be included on the confidential eligible list.

Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Certification
The certification rule for the eligible list resulting from this examination will be the Rule of the List.
