The Bureau of Street Environmental Services keeps the City’s streets, sidewalks and other public spaces clean with mechanical and manual sweeping, graffiti abatement and power washing. The 24/7 operation runs specialized operations, including the Hot Spots teams that focus on encampment cleanups, CleanCorridorsSF, which provides a weekly deep cleaning to neighborhood commercial corridors, and proactive illegal dumping runs in the most impacted areas. The team also supports volunteer programs to advance San Francisco’s cleaning and greening initiatives.

Public Works currently has a vacancy for a Street Environmental Services Operations Supervisor (7281) within the Bureau of Street Environmental Services.

Role description

As a Street Environmental Services Operations Supervisor, you will play a crucial role in overseeing street environmental services activities within designated functional or service areas. Your responsibilities will include managing both manual and mechanical street cleaning, graffiti abatement, enforcing relevant codes, laws, and ordinances, and ensuring effective litter and debris removal.

Important and Essential Duties:
Your duties a Street Environmental Services Operations Supervisor may include, but are not limited to, the following: 

  • Supervise street environmental services operations and activities in a designated functional or service area, including developing new service techniques and procedures.
  • Plan, organize, assign, oversee, and evaluate the work of subordinate supervisors, completing performance evaluations, coordinating training including safety training, and participating in disciplinary matters.
  • Enforce work safety practices, perform and document inspections of work in progress and completed work.
  • Investigate and resolve complaints and requests for service(s) from individuals, businesses, neighborhood groups, outside agencies, and other City departments and submit written reports of findings and actions taken.
  • Investigate violations of local litter abatement laws which may require filing of complaints and appearing in court as a witness.
  • Plan, prepare, and supervise special clean-ups and public outreach activities such as parades, celebrations, and other special events.
  • Perform graffiti removal activities including operational schedules, special events, and enforcement of graffiti abatement laws.
  • Check and sign all daily work reports; maintain manual and automated (computerized) records of personnel and mobile equipment assignments and keep up-to-date service route maps and other records.
  • Attend meetings and public hearings as a representative of the bureau with business and neighborhood groups, volunteer groups, and the general public.
  • Document costs of field activities for recovery purposes and make recommendations for changes in operations for the purpose of lowering costs.
  • Drive departmental vehicles to work sites and meetings.

How to qualify

Minimum Qualifications:

Experience: Two (2) years of experience as a supervisor (with a full range of supervisory duties) of a group of workers engaged in street environmental services activities in the public right of way (streets, medians, and sidewalks) including manual and mechanical street cleaning, graffiti abatement, enforcement of applicable codes, laws, and ordinances, and litter and debris removal.

AND

License: Possession of a valid driver’s license.

Please note: Applicants must possess a valid State of California Class C driver’s license with no restrictions that would prohibit them from legally performing the essential functions and duties of the role.

Note: One-year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

The selection process will include an evaluation of applications in relation to minimum requirements. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
