About the Office of Economic and Workforce Development (OEWD)

The San Francisco Office of Economic and Workforce Development (OEWD) supports the City's ongoing economic vitality through key programs focused on neighborhood commercial corridors, workforce development, joint development projects, industry focused business recruitment and retention, small business assistance, and international business development. OEWD’s goal is to work continually to make San Francisco an even better place to live, work and do business.   

About the Community Economic Development Division (CED) 

The Community Economic Development Division of OEWD focuses on neighborhood economic development including supporting small businesses, improving storefronts, and creating vibrant commercial corridors. 

Role description

Appointment Type: Permanent-Exempt (PEX) Appointment. This position is excluded by the Charter from the competitve civil service examination process and shall serve at the discretion of the appointing officer.

Under the direction of the Small Business Programs Administrator, the Grants Specialist will be responsible for designing, implementing, and administering OEWD grants to business owners and community partners. The grant specialist will be working closely and collaboratively with small business owners, nonprofit community partners, designers, contractors, and City staff across departments. The grant specialist will also assist in the development and maintenance of data and metrics related to all Community Economic Development programs including data collection, management, analysis and reporting.

Specific Duties

  1. CED Grants Administration 

  • Project implementation assistance, including management of reimbursement requests, collaboration with City agencies and consultants, assistance with the control of project budgets and schedules, and coordination of closeout activities and deliverables 

  • Review grant applications and programs to ensure compliance with federal, state, and local laws, regulations and policies 

  • Manage a grant portfolio of funding to nonprofit organizations and maintain partnerships with grantees providing technical assistance and capacity building support when needed 

  • Assist with program planning, development, procurement, project implementation, and evaluation 

  • Continually conduct program evaluations to make recommendations and operational changes that will improve program performance and better meet community needs 

  • Prepare notes, reports, and external communications about the program 

  1. CED Program Data and Metrics 

  • Help co-define metrics and analytics to evaluate the success of CED programs with community stakeholders and CED staff 

  • Assist in implementing a standardized, routine process for qualitative and quantitative data collection to understand the outcomes of CED programs, recommend areas for improvement, and report out to relevant stakeholders, internally and externally 

  • Maintain, and improve a database for analysis, and reporting for all CED programs 

  • Ensure best practices and advance equitable data principles in collection, analysis, and dissemination. 

  1. Communication and Engagement with Public 

  • Ability to effectively communicate via email, in person and phone with a diverse set of public stakeholders including small business owners and nonprofit staff 

  • Experience communicating complex information to diverse stakeholders in writing and in person 

  • Experience working with customers or clients to deliver services and ability to understand, synthesize, and communicate client needs across a service

Skills

  • Experience in designing programs and initiatives
  • Creative problem solving and adaptability
  • Basic knowledge of data management with a strong attention to detail 
  • Project management including budget tracking, creating and maintaining project timelines, and coordinating stakeholders 
  • Experienced with data management and visualization software including Excel, Airtable, Power BI, ArcGIS, Adobe Creative Suite, or similar products

MINIMUM QUALIFICATIONS

These minimum qualifications are to be used as a guide for establishing the education, training, experience, special skills and/or license which may be required for employment in the class. Although these minimum qualifications are typical of the class, additional minimum qualifications and special conditions may apply to a particular position and will be stated on the job announcement.

1. Possession of a baccalaureate degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice or elections related work; OR

2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice or elections related work; OR

3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; OR

4.Possession of a Ph.D. or Juris Doctor degree from an accredited college or university.

SUBSTITUTION:

Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice and/or elections related work may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.
