Systems Division:
The Systems Division of the Controller’s Office manages the City and County of San Francisco’s Enterprise Oracle and PeopleSoft Applications, which include Oracle Interaction Hub, PeopleSoft Human Capital Management (HCM), PeopleSoft Financials and Supply Chain Management (FSCM), PeopleSoft Enterprise Learning Management (ELM), and Oracle Business Intelligence.  These applications are branded locally as our SF Employee Portal, SF People & Pay, SF Financials, SF Procurement, SF Learning, and SF Reports and Analytics systems. Collectively, these applications provide a robust, integrated platform that delivers mission-critical services to 55 City Departments, eliminating the need for hundreds of independent legacy systems and customized applications. The division serves over 35,000 active City employees, 75,000 retirees and 25,000 City vendors (bidders and suppliers).  Peripheral and legacy applications also leveraged by the division include Oracle Identify & Access Management, Sherpa Budget Formulation & Management, Phire Architect, Control-M, and FreshWorks.  The technology implemented and maintained by the Systems Division provides standardization, transparency, and efficiency for the City’s crucial business processes. Users are fully supported to ensure adoption of these interconnected functionalities.

Role description

Under direction the System and Batch Operations Administrator is responsible for the administration, maintenance, patching and troubleshooting of the application of both PeopleSoft Enterprise applications and supports the batch operations required for systems integration work. Under the PeopleSoft administrator side, the work include the maintenance and synchronization of the PeopleSoft Human Capital Management, PeopleSoft Financials and Supply Chain Management, PeopleSoft Enterprise Learning Management, and PeopleSoft Interaction Hub applications running under Linux and Windows OS.  The designated PeopleSoft Administrator will work closely with the Systems Integration team to perform and participate in a range of business systems analysis and production support tasks. The administrator will provide advanced level of operational and batch support to the ELM, HCM, and FSCM applications. Batch processing includes PeopleSoft Process Scheduler, BMC Control-M scheduling systems, and GlobalScape secured transmission (sFTP) system.. Works in close collaboration with the PeopleSoft and OBI development teams and as well as Infrastructure and network teams as required.    

Essential duties for this job include but are not limited to: production support and management of the PeopleSoft/BMC Control-M and GlobalScape production and non-production environments from the web server/middleware perspective; researches, analyzes, evaluates, and stays current on industry best practice standards for these technologies; maintaining PeopleSoft infrastructure supporting tools: WebLogic, Tuxedo, Java, and MicroFocus COBOL; troubleshooting WebLogic server, PeopleSoft application domains and Process Scheduler domains; perform periodic application environment refreshes; creating and executing work plans for applying PeopleSoft updates and patches;  ability to participate in rotational on-call support; and performing other related duties as assigned; experience writing shell scripts for automation; tuning performance, allocating storage space, and implementing critical system patches; provide technical production support for on-line and batch systems; assist with set processing schedule; update and produce reports; coordinate with outside vendors and contractors to complete projects and service requests; define, assign and evaluate their work; consult on the analysis of an application; troubleshoot system problems; implement solutions.

Candidates may work individually or as a key member of the PeopleSoft Administration team. This position will oversee and monitor performance across several PeopleSoft applications, and when required, take steps to resolve issues. 

How to qualify

Education:  An associate degree in computer science, computer engineering, information systems, or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field].

Experience:  One (1) year of experience analyzing, installing, configuring, enhancing, and/or maintaining the components of an enterprise network.

License and Certification:

Substitution:  Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units/r forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in one of the fields above or a closely related field.

Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.

What else should I know?

Desirable Qualifications

  • Demonstrated expertise in utilizing written and oral communication skills to document and share technical information.
  • Experience documenting complex procedures to ensure knowledge transfers are smooth and met customer requirements.
  • Experience with Linux scripting
  • Working knowledge of job scheduling system, such as BMC’s Control-M
  • PeopleSoft HCM and/or FSCM module functionality, fit/gap analysis, customization, and testing strategies.
  • Technical design and development experience with PeopleSoft Development Tools (PeopleTools 8.5x, Application Designer, PeopleCode, SQR, Process Scheduler and PeopleSoft Query.
  • Professional IS Business Analyst work experience in the Public Sector (Government or Nonprofit).
  • Familiarity with Tier-1 ERP systems
  • Developing reports and metrics to assist in documenting production support activities and enhancing production efficiency and effectiveness.
  • Demonstrated experience preparing and maintaining user training materials, conducting online user training and oral presentations.
  • Two (2) years of technical experience with PeopleSoft Architecture and PeopleSoft HCM and/or PeopleSoft FSCM Application administration, 9.2; PeopleTools 8.5x, PeopleSoft Infrastructure, Integration Broker configuration and monitoring, Process Scheduler maintenance, PeopleSoft Query security, and executing work plans for applying PeopleSoft updated and patches. 

  • Two (2) years’ experience in PeopleSoft PeopleTool Server Administration; including, installing and maintaining PeopleSoft infrastructure for web, application, batch and file servers, and related third-party supporting tools (WebLogic and Tuxedo);
  • Two (2) years of PeopleSoft PeopleTools Update and Upgrade Tools 8.5x; including, performing bundled project migrations using PeopleSoft Application Designer;
  • Two (2) years of Oracle RDBMS SQL experience. 
  • Demonstrated expertise in utilizing appropriate tools for analyzing data, documenting processes, developing and testing prototype solutions (for example SQL, Microsoft Excel, Microsoft Visio, Microsoft Access);
