What We Do
San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing (HSH), founded in 2016, is a national leader in the movement to end homelessness by developing a coordinated, equity-driven, client-focused system of compassionate services while piloting innovative models, and implementing best practice solutions with measurable results. HSH’s Homelessness Response System (HRS) oversees and implements a system of care that shelters, houses, and serves approximately 14,000 people daily. Major programs include: street outreach and service connection through the Homeless Outreach Team (SFHOT); 3,000-bed shelter system for adults and families including shelters for members of the LGBTQ community; rapid rehousing rental subsidies for families, adults, older adults, and transitional aged youth; the Problem Solving and flexible financial assistance programs; and robust supportive housing programs with nearly 10,000 units which provide permanent housing and services to formerly homeless individuals and families.
Role description
What You’ll Be Doing
Under administrative direction, the Prevention and Problem-Solving Manager provides management functions for HSH's Preventions and Problem Solving interventions and programs to prevent San Franciscan's on the cusp of losing housing from entering the homelessness response system and those experiencing homelessness resolve their homelessness given that there is not enough subsidized housing in SF to exit those experiencing homelessness to permanent supportive housing.
Essential Duties and Responsibilities
1. Manages the development, implementation, and evaluation of Prop C funded pilots; supervises, trains, and evaluates the activities of program support analysts and monitors the work of consultants and contractors working for the department; works with other managers and staff to evaluate and implement goals, responsibilities, policies and procedures of the team.
2. Evaluates procedures, identifies, and analyzes problems and issues and may implement and document new procedures of the assigned section/program.
3. Participates in budget development by providing detailed justification and persuasive arguments for proposals or initiatives.
4. Coordinates budget preparation, monitors expenditures and financial reporting for assigned section; prepares reports, memoranda, and correspondence; and maintains statistical records. Implements and closely monitors budget expenditures; provides executive management with an early warning and practical options to potential cost overruns.
5. Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs, while continuing to address major departmental priorities.
6. Assists in developing and implementing operational policies to ensure the efficient operation of section or program.
How to qualify
Minimum Qualifications
1. Bachelor's Degree from an accredited college or university.
2. Three years of professional experience coordinating projects and/or programs related to homelessness or in health and human services.
Substitution: May substitute up to 2 years of education with additional years of experience
Desirable Qualifications
• At least three years of experience implementing prevention and diversion homelessness programs for a City, County and/or State at a senior analyst level
• At least three years of experience managing budget and contracts that totals a minimum of 25 million at a senior analyst level
• Experience supervising analysts that are responsible for contract monitoring and grantee relationships
• Experience designing, developing, and maintaining intradepartmental initiatives and/or programs
Verification

Selection Procedures: The selection process will include evaluation of applications in relation to minimum requirements.
