Wastewater Enterprise

SFPUC’s Wastewater Enterprise (WWE), with approximately 500 employees and an annual operating budget of $406 million, operates and maintains San Francisco's combined sewer system and wastewater treatment facilities to protect public health and the environment. These services extend across eight urban watersheds, nearly 2,000 miles of pipe, and benefit every resident and visitor of San Francisco.

WWE operates three all-weather wastewater treatment plants and one wet-weather facility, the entire system also includes pump stations, transport/storage facilities, and combined sewer discharge structures to treat an estimated 34.5 billion gallons of wastewater in a typical year. In addition to treating wastewater, WWE also produces biosolids, a nutrient-rich soil-like product used as a synthetic fertilizer-replacement and soil, and a new Recycled Water Treatment Facility is being constructed to produce approximately 1.6 million gallons per day of recycled water which will be used for non-drinking purposes such as irrigation and lake fill.

Role description

Under general supervision, the Sewer Service Worker performs a wide variety of sewer maintenance tasks which include emergency response, inspections, repair, maintenance, identifying needed repairs, and generating work orders; use of heavy equipment machinery, and computer use; observes and follows regulations and safety practices, and contacts the public in connection with sewer activities. Performs related duties as required.

Essential functions:

  • Responding to service calls requesting maintenance of the sewer system directly and from 311 via (Computerized Maintenance Management System (CMMS)).
  • Investigating and resolving complaints and issues relating to sewer maintenance work.
  • Inspecting sewer lines and grading defects by walking sewer lines or using high-definition closed circuit television cameras.
  • Identifying and marking dig-up locations.
  • Reading and interpreting paper and electronic sewer maps in order to determine flow, plan repairs, etc.
  • Observing personal safety practices; ensuring that safety regulations are observed by service crews.
  • Performing excavations using hand tools and heavy power tools such as air hammers and air compressors.
  • Cleaning sewer structures using either hand tools and or hydraulic methods (e.g., combined sewer cleaners, etc.);
  • Planning, organizing and leading field crews, when required.
  • Ensuring all street openings are properly barricaded and in safe condition.
  • Contacting and communicating with the general public in connection with sewer maintenance work.
  • Preparing daily work and time reports.
  • Using a computer to enter data and compile reports in Maximo and CCTV software such as WinCan
  • Performing work order quality assurance; documenting sewer maintenance activities.
  • Responding to, mitigating, and reporting Sewer Spills in both the separated and combined sewer systems per State and local requirements and regulations.
  • Class 7449 Sewer Service Worker performs other related duties as required.

 

How to qualify

Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.

Experience: Two years of experience in the repair, construction, inspection, and maintenance of municipal sewer systems.

AND

License: Possession of a valid California driver’s license

Substitution Language: One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

DESIRABLE QUALIFICATIONS

1. Three (3) years or more of verifiable experience in operation, installation, and maintenance of municipal sewers.

2. Possession of a NASSCO (National Association of Sewer Service Companies) Certification.
3. Possession of a CWEA (California Water Environment Association) Collections Certificate.

Selection Procedures: After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Exam Component:

Multiple Choice (Weight: 100%): Candidates who meet minimum qualifications will be invited via a separate link to complete the Multiple-Choice Examination. The purpose of the Multiple-Choice Examination is to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas, which have been identified as critical for this position and include, but are not limited to: Knowledge of the sewage system and related maintenance requirements; the tools, materials and equipment necessary to maintenance activities; Ability to evaluate maintenance problems in the field and take appropriate corrective action; deal effectively and courteously with the general public; Requires skill in the use of tools, materials and equipment necessary to sewer maintenance work.

A passing score must be achieved on the Multiple Choice Examination in order to continue in the selection process and be placed on the eligible list.

Candidates will be placed on the eligible list in rank order according to their final score. Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

The department may administer additional position-specific selection procedures to make final hiring decisions.

What else should I know?

Eligible List/Score Report:

A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 12 months, and may be extended with the approval of the Human Resources Director.
